Quarantine at state's disposal in event of pandemic

What might a quarantine mean, if a flu pandemic reaches Wisconsin?
State and federal health officials fielded that question at Wisconsin's Pandemic Influenza Readiness Summit in Madison. Dr. Sheri Johnson, Wisconsin's Public Health Officer, said initial focus will be on voluntary isolation and public health measures such as proper hygiene, but if needed the state has the "capacity and authority to quarantine population areas."
U.S. Health and Human Services Deputy Secretary, Alex Azar, said quarantines will mean "social distancing," something he compared to "snow days" called by Wisconsin school districts. But such weather driven disruptions of normal activities never last as long as pandemic quarantines might; Admiral John Agwunobi, a Navy physician with HHS, said we could see several quarantines of up to four to six weeks in duration over a pandemic period of up to eighteen months.
