H5N1 Avian Flu Virus Found in Three feces samples in Hong Kong. (The Epoch Times)

HONG KONG?The Hong Kong government confirmed on June 11 that three feces samples across the city were found with H5N1 Avian Flu virus. According to epidemiologists, this year Hong Kong faces the greatest avian flu threat since its return to China in 1997.
Fishery, Agriculture, and Natural Resources Protection Agency, Food and Environmental Health Department, Hong Kong Customs, and Health Protection Center hosted a joint press conference yesterday, announcing that besides street markets in Kowloon, H5N1 avian flu virus was also found in two markets in New Territories, and one market on Hong Kong Island. The government ordered that all chickens sold at retail stores and street vendors be killed, with the exception of live chickens at chicken farms.
Dr. York Chow, Secretary for Health, Welfare and Food of Hong Kong, said last week that if more feces samples with H5N1 virus were found, the government would destroy all chickens in Hong Kong.
Ms. Yim Lau, Deputy Director of Food and Environmental Health, announced orders to widely kill chickens yesterday, including chickens at 269 live fowl vendors in 64 public markets and 209 grocery stores with live fowls. As of two days ago, there were 3,500 live chickens on the market. By 9 p.m. yesterday, 1,500 had already been killed.
The Hong Kong government said that they collected 63 feces samples on June 7, including the four contaminated samples. At that time, there were over 100,000 chickens on the market. Even without new chickens coming to the market, at least 90,000 chickens had already been sold.
Dr. PL Ho from the Center of Infection at Hong Kong University, said, "We used to find the avian flu virus in dead chickens. This time there was no dead chicken, and all samples were found in feces of live chickens. This is very unusual."
He said, "The residents need to understand that the current threat is quite high. We need to hasten the speed of centralized killing of chickens. We need to make sure that residents don't contact contaminated chicken and become ill."
Professor Yuen Kwok-yung from the Department of Microbiology at Hong Kong University said that since 2004, Hong Kong had not found H5N1 avian flu virus in street markets. The recent discovery of the virus shows that the government should pay closer attention to the monitoring process. Hong Kong Customs said that after an investigation, they don't believe that the H5N1 virus came through smuggled chickens. No virus was found in chicken farms in Hong Kong, either. It is most likely that the virus came through imported chicken from Mainland China. http://en.epochtimes.com/news/8-6-13/71814.html

SELLERS of live chicken in Hong Kong might be required to slaughter every bird not sold at the end of each day in a bid to stamp out avian flu.

Secretary for Food and Health York Chow Yat-ngok on Thursday said the Hong Kong government was discussing the possibility of ensuring no stock spent the night in poultry stalls. This might be necessary to stop the future spread of avian flu in Hong Kong, he said.

Authorities in Macao and Shenzhen have already implemented regulations which stop live poultry being kept overnight.

Chow said the proposal would mean changes to licensing requirements in Hong Kong ? particularly at the retail level.

The government is examining ways to contain future outbreaks of avian influenza after the potentially fatal H5N1 virus was recently discovered in several wet markets in different parts of the territory.

This has prompted Hong Kong authorities to cull 3,500 chickens from 260 stalls. All 64 wet markets in the territory were also shut and chicken products at 209 fresh provision shops have been seized.

A 21-day ban on imports of fresh mainland chickens and birds to the central Cheung Sha Wan wholesale market, imposed Saturday, might be further extended.

On Thursday, Chow said officials were now concentrating their attention on the supply chain of the chicken market ? especially at the retail level.

Health authorities will have discussions with the industry about introducing a ban on keeping live chickens at their stalls overnight as a way of limiting the risk of infections.

Chow said health authorities were also examining whether chicken traders had earlier neglected to report cases of birds becoming sick. The health secretary said tests eliminated possible mutation of the virus.(SD-Agencies) http://paper.sznews.com/szdaily/20080613/ca2898677.htm

And the University of Hong Kong infection and infectious disease centre director Dr Boliang that the local outbreak of avian influenza slow reform, prevention and control measures in the operation of a lot of loopholes in the current bird flu infection risk, since 97 is the most serious, once the infection Avian influenza, the mortality rate can be as high as 50-60 percent, Fortunately, it was yet to be infected.

He said that the third option, it is in the implementation of central slaughtering, only to sell chilled chickens , Do not sell live chickens.

Scientists feel heat after chickens ban
                          Carol Chung

                          Monday, June 16, 2008
The government is using scientists as scapegoats to advocate the unpopular ban on keeping live chickens overnight, vendors claim.

"How can the people in the Food and Health Bureau right away adopt their suggestion ...don't they need at least a week to make the decision?" asked Hong Kong Poultry Wholesalers' and Retailers' Association chairman Steven Wong Wai-chuen.

He said the government should not shrug off the responsibility of stopping the chicken smuggling problem.

The suggestion by top Hong Kong University microbiologists Yuen Kwok-yung and Ho Pak- leung to ban vendors from keeping live chickens overnight was immediately backed by the government as a transitional measure before starting a central slaughtering system in 2011, at the earliest.

The call for a ban came after more than 5,000 chickens were culled on Wednesday after some were found infected with the deadly H5N1 virus.

The microbiologists' proposal resulted in Yuen's office receiving a threatening call.
Yuen, who declined to say who received the call, said resistance against the proposal was to be expected.

                          Ho refused to comment.

Wong said he did not hear of and does not condone such illegal behavior. The industry was angry at the microbiologists in the past for warning the public of virus mutation, making consumers lose confidence in eating chicken.

Both Yuen and Ho received threats to their personal safety in 2003 after proposing the government change the market cleanup practice from monthly to semi-monthly. The Food and Health Bureau said Hong Kong is a city that upholds the rule of law, and police will take appropriate measures if they receive any report of illegal behavior.

Wong criticized the overnight ban as bad for business.

"It's hard to anticipate the day's demand - most people come to buy in the evening or just before closing," he said at the City Forum yesterday.

"If chickens must be slaughtered by the end of the day, prices will be forced down in the evening."

Wong added the practice carried out in Macau would not work in Hong Kong.

"Market conditions are different there. Macau only has some 50 stalls with less than 10,000 chickens traded daily. We have over 400 stalls selling 40,000 chickens a day," he said.

Wong said the problem of illegally imported chickens is caused by the quota system, which was imposed after the 1997 bird flu outbreak that killed six people in Hong Kong.

"The system scaled down the supply of fresh chicken which cannot meet market needs. Some may resort to smuggling, especially during festival days," he said.

Chicken trader Lau Chung-sun hopes the government will allow the sale of chilled chickens during the 21-day ban on fresh chicken.

Infectious disease expert Lo Wing-lok said the government should tighten the control of mainland- produced chickens by not allowing any into Hong Kong when one H5N1 case is found. He also called for more surveillance checks on the markets.

                              SFH on avian influenza
                              June 18 2008, 10.20.00

Following is the transcript of remarks made by the Secretary for Food and Health, Dr York Chow, at a stand-up media session at the Legislative Council Building today (June 18):

                              Reporter:
Was it a threat posed to Hong Kong by the outbreak in Guangzhou?

                              Secretary for Food and Health:
At the moment we feel that the threat is not high, because it involves only one duck farm which is actually quite remote from Hong Kong.

Within the radius of 13 kilometres, there is only one poultry farm that is destined for export to Hong Kong.

With the current ban on chickens from the Mainland, this would not affect the current arrangement.

But the date will have to be extended to 21 days after yesterday, so this would affect the exports of that farm to Hong Kong.

What I am saying is with the environmental discovery of H5N1 in Hong Kong and the poultry outbreaks in the Mainland, the threat is always there.

We must be very careful before we allow any live chicken in our markets.

                              Reporter:
You are focusing on the virus getting out of that farm and the distance around it. But somehow the virus gets into that farm?

                              Secretary for Food and Health:
First of all, waterfowl like ducks and geese are harbouring the virus, that is, most of them have the virus in their body.

It is well established by scientific fact, but why it actually has an outbreak, whether it is immunity of the ducks that has changed or whether the virus has changed, we need to explore and we do not have that information yet.

                              Reporter:
Is someone checking ducks to see whether the virus has mutated?

                              Secretary for Food and Health:
As far as I know, the national laboratory will be doing all the tests to investigate whether there is any change of the virus.

                              Reporter:
Do you have information on that yet?

                              Secretary for Food and Health:
I do not think they have actually done the test yet in completion because it takes some time for the genetic sequencing of those tests.

                              Reporter:
Are you taking any special steps in response to this outbreak?

                              Secretary for Food and Health:
As you see we are being very careful about our existing policy of market management before we allow any live poultry to be sold again in those markets.

We will be talking with the trade particularly regarding the daily cleansing of the market and do not leave any live chickens overnight.

                              Reporter:
                              No new steps?

                              Secretary for Food and Health:
I think this is one of the important steps we need to come to agreement before we can move on.

Also quite a number of retail representatives told us they might prefer to have an arrangement of terminating the trade but with good compensation and this is of course another area that we will explore.

                              Reporter:
How concerned should people be about this outbreak?

                              Secretary for Food and Health:
With the existing surveillance system of Hong Kong and our vigilance, the threat of human being infected by H5N1 is not very high.

But we need to be very careful all the time.

Particularly the last time we detected H5N1 in Hong Kong in our environment was last Wednesday, today is only one week (after).

Avian flu would have an incubation period of up to seven days, we've just reached the first cycle.

If we do not find any more human cases by the end of next Wednesday, we will be quite confident that there is no human spread this time.

But we are more worried about the subsequent arrangement, whether the existing chickens in the farms and those coming into the market will pose additional threat.

If that is the case, I think we have to have more stringent measures for the markets so that we can safeguard both the poultry workers as well as the public.

The risk of human cases of avian influenza in Hong Kong is low thanks to the city's safeguards against the disease. This was the message from Secretary for Food & Health Dr York Chow today in response to the bird flu outbreak at a Guangzhou duck farm.

He said the outbreak involves only one farm which is far from Hong Kong. However, as there is a poultry farm supplying Hong Kong within 13km of the outbreak, exports from the facility were suspended for three weeks yesterday.

Dr Chow said Hong Kong's surveillance system and vigilance greatly hinders the spread of bird flu to humans, so the risk posed to the city by the Guangdong outbreak is low.

Mainland authorities are examining whether there has been any changes to the virus or the ducks' immunity.

"If we do not find any human cases by the end of next Wednesday we will be quite confident there is no human spread," Dr Chow said.

"We are more worried about the subsequent arrangement, whether the existing chickens in the farms and those coming into the market will pose a threat. If that is the case I think we have to have more stringent measures for the markets so we can safeguard poultry workers as well as the public."

He said discussions with the trade about daily cleaning and culling at Hong Kong's markets are ongoing, adding retailers' calls for compensation for ceasing business will be studied.
