I think it means a blockage of roads around any kind of outbreak. We have seen this everywhere. The local roads are blocked for a period of time. Car tires are treated for germs and other types of anti-infective protocol are employed.
I think they are teaching this protocol to rural area farmers "education level in the framework of activating the Syrian ambushes".Comment
