Ordinance to firm up Roxas City's response to AI
Roxas City (11 September) -- The city government headed by Mayor Vicente Bermejo is supporting the government's continuing efforts to maintain the Philippines' bird flu-free status by instituting measures to safeguard its own backyard.
The Sangguniang Panlungsod (SP) said it will deliberate on a proposed ordinance that seeks to prevent and control the possible entry or outbreak of Avian Influenza (AI) in this city.
Dr. Dante Corros, head of the Office of the City Veterinarian, initiated the move for the city to adopt an ordinance to this effect, considering that Roxas City has been hosting or lies along the path of migratory birds that can be carriers of AI.
Sustained efforts exerted by the national government, however, have kept Roxas City and other areas in the country AI-free.
The SP Committee on Agriculture, Fisheries and Environmental Protection chaired by city councilor Greg Arcenas and Committee on Health, Nutrition and Sanitation headed by city councilor Amador Anisco, Jr. conducted a joint committee hearing Sept. 9 to discuss the details of the proposed measure.
With Corros at the hearing were City Health Officer Dra. Amelita Robles and City Agriculturist Salvador Borda.
Anisco said their committees would take the proposal to their regular session soon for the proper deliberation.
The measure also calls for the creation of a city anti avian influenza task force that will oversee the implementation of the measure once it is enacted and takes effect. The province already has a program and task force in place. The city's move to have its own was conceived to boost the program provincewide.
Although the Philippines remains free of the deadly bird flu virus, the government has not allowed any let-up in its campaign to maintain the status since 2004. In contrast, majority of the countries in Southeast Asia are affected by bird flu.
Executive Order No. 280 issues by President Arroyo on February 5, 2004, and a Joint Administrative Order No. 001 issued by the Department of Health and Department of Agriculture on April 20, 2005 gave birth to the Avian Flu Protection Program and the National Avian Influenza Task Force to make sure that the program against AI would be successfully implemented.
