Re: H7 bird flu case detected in Japan's Aichi Prefecture

      <b>Aichi Prefecture Requests to Reconsider Quail Culling</b> -March 13, 2009 17:36

Further to the LPAI infection of quails in Toyohashi, Aichi, Masaaki Kanda,
governor of Aichi Prefecture met with Shigeru Ishiba, Agriculture, Forestry
and Fisheries Minister, on March 13 afternoon and requested to reconsider
the central government's epidemic prevention guideline to cull all quails,
including asymptomatic quails infected with low virulent viruses.

It is very exceptional that a governor advocates an objection to the epidemic
prevention guideline of the central government against specific livestock
      infectious diseases.

Quails of three farms in Toyohashi are infected with HPAI viruses all of wich
are found to be the low-virulent H7N6 subtype.* The viruses cause nothing
abnormal to the health condition of quails, and one bird has not been killed,
      either.

However, according to the epidemic prevention guideline of the nation, all the
poultry of outbreak farms has to be culled as there is a possibility that the
low-virulent viruses may mutate into highly-virulent ones. Thus, about
570,000 quails of three farms are to be culled this time.

The governor wrote in his request letter: "The farmers are holding impotent
anger against the culling of quails that show no symptom at all." He
requested the central government to prepare an epidemic prevention
guideline for quails, because "the current guideline is intended for chickens,
therefore cannot possibly persuade the farmers."

Moreover, the governor also requested to revisit the policy to consider quail
culling in the farms where no virus was found but only traces of infection
with the H7 viruses were detected.

      東京新聞の総合ニュースサイト。首都圏・関東地方のニュースと生活情報を中心に、様々な地域情報を提供します。

      ************************************************** *****
How do you find this unexpected move of the governor?
He may be minding his constituency too much.
Actually, he is not specifically requesting to stop culling quails.
He may say he is merely asking for a guideline for quails.
However, as AlaskaDenise pointed out in the #2 above, quails may be more
dangerous than chickens. So, an epidemic prevention guideline for quails may
be stricter and deadlier than the current guideline for chickens.

      ************************************************** *****
*In the third paragraph above, the viruses are stated as HPAI viruses of the
low-virulent H7N6 subtype. Without really understanding what means
the ?highly-pathogenic low-virulent? virus, I simply translated as a ?low-
pathogenic? virus in the previous articles.

However, in Japan, any H5 or H7 virus is classified as ?highly-pathogenic?.
Then, the virus will be determined high-virulent (high-toxic) or low-virulent
(low-toxic) according to its mortality for the birds. So there can be a
      <b>highly-pathogenic high-virulent avian influenza virus</b> as well as a
<b>highly-pathogenic low-virulent avian influenza virus</b> that is the case
in the current infection in Aichi.

Is this the same in US and Europe? I suspet the above combination of
pathogenicity and virulence may be only in Japan because in the above
official reports to OIE the virus is simply classified as ?low-pathogenic?.

Thank you in advance for your clarification.

<B>Traces of past bird flu infection is detected in Aichi. 670,000 quails to be culled</B>
        Source: http://www.nhk.or.jp/news/k10014846711000.html

Folloing the detection of infected quails in three quail farms in Toyohashi,
Aichi, traces of past infection with the H7 virus was found in another quail
farm. However, no infected quails were found and the virulence of the virus
        was considered to be low.

Aichi prefecture and the farm discussed and decided to cull all of the farm?s
670,000 quails in order to return to a normal situation as soon as possible.
The farm is one of the biggest quail farm in Japan.

Aichi prefecture banned shipping of quails from any farms within a radius of 5
km from the farm in question.

According to the Agriculture, Forestry and Fisheries Ministry, no infection of
bird flu has been detected in any other prefectures until March 18. The
ministry will focus on the investigaion of other farms in Aichi.

Quarantine lifted at two quail farms in Aichi over bird flu outbreak

NAGOYA -- Quarantine restrictions were lifted on two quail farms in Aichi Prefecture Sunday, following a recent outbreak of avian flu.

The farms were allowed to start distributing products after tests for the virus came back negative, and proper disinfection measures were implemented at shipping destinations.

At three other quail farms in another restricted area, birds tested negative for infection but positive for virus antibodies, which show they had contracted the disease sometime in the past. Authorities are continuing to test the quails to determine the strain of avian flu.

Incineration of quails started (Excerpt) 2009/3/23
              Source: http://www.ntv.co.jp/news/131566.html
Incineration of quails started on March 23 (in the city?s incineration plant).
At 9:00am past, March 23, removal of quails, eggs, feed, etc. was started at
the 3rd case farm. As all will be packed in special airtight (aluminium)
containers and disinfected before being transported to the incinerator, it is
explained that there is no possibility of further infection.
Aichi prefecture so far disposed culled quails by burying them in grounds of
the farms or the city. As the number of culling increases, the prefecture
switched to the incineration because no appropriate land is available in the
neighborhood. The prefecture will incinerate the quails of the 4th farm too.

egg within a 5-km radius from the farm house in which the first infection was
detected. The quarantine wes released for two chicken farms (farming 23,000
chickens) of 25 farms within the whole reatricted area. No quail farm is
situated in the released are this time.

Additional measures to support quail farms/ Ministry of Agriculture, Forestry and Fisheries (Excerpt) 2009/3/28
              Source: http://www.nougyou-shimbun.ne.jp/mod...hp?storyid=659
The Ministry of Agriculture, Forestry and Fisheries decided on additional
measures to support the quail farms in Toyohashi, Aichi in resuming their
              operations.
The Ministry will provide aid and bear half the fund for maintaining
employment of farms? workers, puchasing facilities and equipments as well as
              the operating expenses.
The Ministry and the prefecture will pay all of the costs for grounds for
burying the dead chickens, damage on farm products by disinfection and
damage on farmhouses by quarantine operations, and split the costs 50-50.

The Ministry decided on the additional measures because the supporting
program for quail farms are incomplete compared to the program for chiken
farms for which mutual funds are established. The Ministry also considered
the supporting measures for the indusry necessary to secure the cooperation
of quail farms for the future testing.

"Hold on! Toyohashi quails" is the watchword. A group was formed to support
the quail industry of Toyohashi City, Aichi, that faces hardship due to the
bird flu problem. ?Toyohashi quail cheering squad? formed by three companies
including local restaurants, aims to reject harmful rumors and restore the
image of a nation?s No.1 quail farming area.

              *************************************************

Note: The 4th case farm where only a trace of infection was detected in the
antibody test, could keep the quails on the condition that the farm is put
under a strict surveillance. The farm, however, chose to cull all the present
quails because they considered it very difficult to remove completely the
suspicion that viruses might survive somewhere among the quails. They, as
the biggest quail farm in the country, wanted to clear bad image of the quail
farming once and for all by culling all the present quails and make a fresh
start although it should mean for them a lot of work, toil and money. Kudos
              to their courage.

three farms which were tested positive in a serum antibody test performed
for the confirmation of cleanliness of neibouring farms.

Although no virus was found, Aichi prefecture decided to cull all quails in the
farms as poultry potentially infected with H7-subtype bird flu, and perform
quarantine and a cleanliness test on all quail farms within a radius of 5km (
                  220,000 quails in 4 farms).

The newly confirmed quail farms are for egg farming, with 140 thousand quails
for the 5th case, 130 thousand for the 6th case and 110,000 for the 6th
                  case.

Bird flu in Toyohashi, Aichi: 3 farms infected with genetically different viruses make investigation more complexe
                      Source: http://mainichi.jp/select/jiken/news...40041000c.html

Quails of the three farms in Toyohashi, Aichi were infected with genetically different avian influenza viruses, it was found by the poultry disease subcommittee of the Ministry of Agriculture, Forestry and Fisheries, chaired by Hiroshi Kita, professor of Hokkaido University graduate school. While the 1st and 2nd cases were already known as caused by different viruses, the finding that the 3rd case is also different would make more complexe the investigation on the flow of infection.

It was revealed in a protein test of the viruses. Viruses from four infected quails from the 1st to 3rd farms (2 quails from 2nd) were tested for amino acid sequences of proteins. 2 quails from the 2nd are totally identical. Other combinations are of only 96% coincidence. While the virus type is H7N6 for all viruses, 4% difference in amino acit sequences can be considered as ?totally different viruses? according to the Animal health section, Ministry of Agriculture.

Among the infected farms, the 3rd farm received supply of chicks from the 2nd farm. But the gene test denies a spread of infection through chicks. The poultry disease subcommittee will determine when the infections took place, by animal experiments to find out how long viruses and antibodies will remain in quails.

?No bird flu virus was found in the investigation of wild birds, conducted from March 11 to 13 in relation to the avian flu outbreaks in quail farms in Toyohashi.? Aichi prefecture announced April 10.

According to the Natural Environment section of the prefecture, 100 wild birds were caught and 130 feces specimens of the waterfowls were gathered in Toyohashi. The specimens were sent to the National Institute for Environmental Studies, an independent adiministrative institution, but no bird flu virus was found.

Prefecture already considered the possibility of an infection from wild birds was very low because no flaw had been found in the measures of the infected quail farms to prevent wild birds from entering the quail houses. ?The possibility of epidemic among wild birds should be substantially low.? The Section commented.

Bird Flu in Toyohashi, Aichi:Virus Mutated into 3 Strains after Infection April 8, 2009
                              Source: http://www.tokyo-np.co.jp/s/article/2009040890204620.html (removed)

“It seems that quails were infected several years ago and the virus subsequently mutated into three strains.” The Epidemiological investigation team of the Ministry of Agriculture, Fisheries and Forestry revealed in a press conference following the field investigation on April 8.

The Ministry found in its investigation so far that quails of the first thru third farms were all infected with the same H7N6 viruses but of three different strains that have 96&#37; of same gene sequences and 4% of different gene seaquences. According to overseas cases, a change in the gene sequence of around 4% takes several years or more.

Professor Toshihiro Ito of Tottori University, chairman of the Investigation team, stated “The possibility is slim that the infection took place recently. But rather it is likely that the invading virus split in three and independently evolved.”

The Ministry will investigate the breeding method and trading conditions in the past to determine the infection route.
                              (Kyodo Press)

This article was deleted from the newspaper’s web site, suggesting somebody, maybe the Ministry, later denied the information and requested to remove the article. The reason for the removal is unknown. Probably, the scientific confirmation is not completed yet.

Disinfection of two farms in Toyohashi, Aichi where antibodies of the highly pathogenic H7 bird flu were found, has been completed. Aichi Prefectural Government announced on April 19. With this, epidemiological operations have been completed in all seven farms where viruses and antibodies were found.

If no virus is found in the quarantine area of the two farms for three weeks, the prefecture will lift the quarantine and declare the termination of bird flu infection in Toyohashi.
