Ukraine epidemic deaths hit 95, outbreak eases: officials
    (AFP) ? 2 hours ago

KIEV ? Health authorities in Ukraine said Thursday the death toll from an outbreak of flu and respiratory infections had risen to 95, but added the epidemic showed signs of easing.

"We have 633,877 people suffering from flu and acute respiratory infections," and among these cases "95 people are dead", Deputy Health Minister Zinovy Mytnyk said.

He did not add how many deaths were a result of swine flu.

The new figure was a jump of nine from the death toll announced by health officials Wednesday, which included five deaths confirmed as caused by the A(H1N1) virus.

The World Health Organisation has said it assumes the epidemic is swine flu. Mytnyk added Thursday that the first signs of the outbreak receding had been detected in the west of the country, where the epidemic started.

Medics believe "the peak of the epidemic has already been reached" in several western regions, the official said.

The outbreak -- which caused panic and a run on pharmacies -- prompted Ukrainian authorities to launch tough measures, including school closures and an appeal for help to world powers.

Analysts have suggested that rival Ukrainian leaders may be trying to exploit popular fears in campaigning ahead of January 17 presidential polls, as each candidate seeks to take the initiative in fighting the outbreak.

Another ProMed post. Assuming the samples taken are more or less randomly distributed among the ill (which seems to be the case, at least geographically), it is likely that just about all the hospitalizations and deaths are caused by Pandemic H1N1.

86 people have died in Ukraine from flu and respiratory infections, the
health ministry said on Wednesday [4 Nov 2009], in an epidemic the World
Health Organization said could be largely due to the pandemic (H1N1) 2009
influenza virus. The ministry said that almost half a million cases of flu
and acute respiratory infections had been recorded since mid-October 2009
in this country of 46 million, while 24 000 people have been hospitalised.
Some 148 000 cases have been recorded in the past 24 hours, it added.

The epidemic is concentrated in the west of the country, which borders 4
European Union states, but a growing number of cases are being reported in
the capital Kiev. "As the pandemic (H1N1) 2009 virus has rapidly become the
dominant influenza strain worldwide, it can be assumed that most cases of
influenza in Ukraine are caused by the pandemic (H1N1) 2009 virus," the WHO
said on Tuesday [3 Nov 2009].

Lyudmila Mukharska, Ukraine's deputy chief health officer, said the
authorities had confirmed that 5 of the dead had died of the pandemic [?]
H1N1 virus. She vehemently denied rumours that the west of the country was
suffering from an outbreak of plague, saying that it was "H1N1 that is
          circulating in Ukraine."

WHO has sent a team of 9 experts to Ukraine to help the authorities with
the situation. The country is suffering from an above-average infection
rate. Prime minister Yulia Tymoshenko has personally overseen a delivery of
anti-flu medicines in the middle of the night, and pro-Western President
Viktor Yushchenko even called on NATO for help.

"Many questions remain to be answered," said WHO. "The outbreak in Ukraine
may be indicative of how the virus can behave in the northern hemisphere
during the winter season, particularly in health care settings typically
          found in Eastern Europe."

["Many questions remain to be answered," said WHO. So far, only 5 of 86
deaths have been confirmed as consequences of influenza pandemic (H1N1)
2009 virus infection. Diagnostic facilities seem to be inadequate in
Ukraine. How many of the half million people with respiratory illness in
Ukraine are infected by the pandemic (H1N1) 2009 virus remains unknown. The
outcome of WHO's investigation is awaited. - Mod.CP]

WHO warns countries not to underestimate pandemic virus
            Lisa Schnirring Staff Writer

Nov 5, 2009 (CIDRAP News) ? An official from the World Health Organization (WHO) today said he expects serious cases and deaths as pandemic flu activity picks up in the Northern Hemisphere, and he warned people not to underestimate the virus, even though illnesses are often mild.

At a media briefing today, Keiji Fukuda, MD, special adviser on pandemic flu to the WHO director-general, said virus activity remains at high levels in the United States, where fall activity has already exceeded the peak of some of the worst winter seasonal flu outbreaks, and in Mexico, where the number of illnesses has topped the country's spring outbreak.

Flu activity is picking up across European countries such as the Ukraine, "where clearly they are seeing high levels of infections," Fukuda said. Countries in eastern Asia, such as Mongolia, are seeing rising pandemic flu case numbers. He said earlier this fall the seasonal H3N2 virus was common in some parts of eastern Asia, but as the pandemic H1N1 strain becomes dominant, the numbers of H3N2 viruses in those regions are decreasing.

Fukuda said the self-limiting nature of many pandemic H1N1 illnesses has led some people to dismiss the seriousness of the outbreak. He said that though transmission and pathogenicity of the pandemic virus seems to resemble seasonal flu, other features clearly distinguish the two. He emphasized that serious illnesses and deaths are concentrated in people younger than age 65, a pattern not seen with seasonal flu.

"At the WHO we're concerned about a sizeable number of serious complications and deaths," he said. "In some countries the number of serious cases can put pressure on intensive care units, and people in health systems should take this into account during their planning."

Over the past few weeks more than 20 countries have launched pandemic H1N1 vaccine campaigns, he said. "We see that they [the vaccines] are very safe, with only local pain and redness at the injection site at levels that are similar or sometimes even lower than the seasonal flu vaccine, he added.

The WHO is working to free up as much vaccine as possible, but so far, none has arrived in developing countries, he said. Eleven countries and four vaccine companies have pledged 200 million doses, which will go to 95 countries that could not otherwise buy their own supply,

Though the WHO's vaccine advisory group recently recommended that most groups receive only one dose of pandemic vaccine, including children younger than 10 in countries that have prioritized them, Fukuda said the WHO is mindful that more studies on optimal dosage will be coming out over the next several months. He said the WHO's recommendations may adapt and change, based on new information.

US officials recently released new pandemic vaccine clinical trial data that reaffirmed a two-dose regimen in children under age 10.

In the Ukraine, the country's laboratory experts along with WHO experts have so far found no evidence of a worrisome mutation in the pandemic virus isolated from sick patients in the western part of the country. That region has seen dramatically increased virus activity over the past few weeks. However, Fukuda said the virus is still undergoing further characterization at the WHO collaborating center in London.

Today the WHO's regional office in Europe issued a statement that said a five-member WHO team arrived in the Ukraine's western Lviv region, where 100,000 people are reportedly sick with flulike illness. The WHO scientists are visiting some of the affected areas, interviewing medical staff, and talking to patients. They will spend several days in Lviv before traveling to other sites.

The Ukrainian health ministry said today it has receive reports of 633,877 acute respiratory illnesses since Oct 29, including 95 pneumonia deaths, the National News Agency of Ukraine reported.

So far 15 cases of pandemic H1N1 flu have been confirmed, and two deaths from the virus have been reported in Kiev, according to a report today from the National Radio Company of Ukraine that quoted the health ministry.

WHO begins investigating pandemic (H1N1) 2009 in western Ukraine
              05 November 2009
On Wednesday, 4 November 2009, five members of the WHO mission in Ukraine arrived in Lviv, in the western part of the country. Lviv is one of the most affected regions, with more than 100 000 people reportedly sick with influenza-like illness. The team comprises two clinical experts, two epidemiologists and one communicable disease expert, who have been joined by a doctor from the United Nations Children?s Fund (UNICEF) office in Kyiv. They are visiting some of the affected areas and interviewing medical staff and patients face to face, as part of the investigation of the suspected outbreak of pandemic (H1N1) 2009 in the country. The team will spend several days in Lviv before heading to other sites.

From its investigation, the team aims to gain a better understanding of vulnerability to and risk factors for illness, and identify best-practice scenarios for treatment. Before going to Lviv, the epidemiologists spent a morning at the Ministry of Health of Ukraine, in Kyiv, developing documentation that can help strengthen the analysis of the reported outcomes of patients who may have pandemic (H1N1) 2009. The Ministry, which requested assistance from WHO on Friday, 30 October, is providing the investigators with all relevant data, including epidemiological records and clinical case notes.

Working from the WHO mission?s headquarters at the WHO Country Office, Ukraine, virology experts have received further results from the examination of samples submitted earlier by national laboratories in Kyiv to WHO?s reference laboratory in London, United Kingdom, and will share them with the Ministry of Health of Ukraine. The experts have determined that these results continue to confirm cases of pandemic (H1N1) 2009 virus infection.

Communication is a key element of the response to the outbreak. Accurate and clear information can lessen fear and promote effective action. United Nations agencies and their communication focal points spent an afternoon developing a series of action points to help strengthen their messages and outreach to the general public in Ukraine. Despite the heightened alert in the country, everyone can still take very simple but effective measures to slow the spread and reduce the impact of pandemic (H1N1) 2009.

According to him, it would be reasonable to continue quarantine measures in Ukraine's western regions and to impose quarantine in the regions where a rate of infections may soon exceed the epidemiological threshold.

Moreover, Pokanevych insisted on the need for the urgent immunization of the population against the A/H1N1 virus.
