as for me, I currently reside under the agreement that there
may be 20 suspensions (1-2 weeks) before the permanent banning.
I currently have 10-15, don't know exactly.

try it out !
No need to establish laws in a country without citizens.
I guess, I would be more tolerant than others. Posts could be moved
(occasionally) to other rooms, though.
