Three poultry farms northwest of Warsaw were cordoned off after the deadly H5N1 strain of bird flu was found in turkeys, officials said on Saturday.

There are plans to cull 4,000 birds. The cases were found at farms around the village of Brudzen near the city of Plock, Poland's chief veterinary officer Ewa Lech said on television.
Lech said the virus was most likely brought to Poland by migrating ducks, geese or swans and an area within a 3-km radius of the outbreak had been cordoned off.

The above comments describe the first reported cases of H5N1 in domestic poultry in Poland. In the spring of 2006, H5N1 was reported in wild birds in Poland (swans and a hawk – see satellite map), at multiple locations to the west of the current outbreaks.

These outbreaks in domestic poultry in Poland follow recent reports of H5N1 on farms in Suffolk, England. The H5N1 in England was closely related to outbreaks in Germany, Czech Republic, France, Krasnodar, and Kuwait. All of these outbreaks were related to the Uva Lake sub-clade, detected in wild birds in Mongolia and Siberia in the summer of 2006. It is likely that the Uva Lake strain was circulating undetected in Europe in the winter and spring of this year. First reports of this strain were in the summer in the Czech Republic, Germany and France. Germany and the Czech Republic reported outbreaks in domestic poultry, but all of these western European countries reported H5N1 in wild birds. Over 300 wild bird positives were reported in Germany.

The confirmations in Poland follow domestic poultry outbreaks in the Danube delta region of Romania, as well as multiple locations in and around Riyadh, Saudi Arabia.

The multiple outbreaks described above raise serious surveillance questions in countries neighboring these recent confirmed outbreaks.

In the Pomorze region 480 kg of turkey meat has been found to contain the bird flu virus.

Anna Obuchowska, spokeswoman for the Sanitary Inspectorate in the Pomorze region, has stated that the meat came from two warehouses, in Żukow and Sierakowice.

The Żukow plant supplied meat to shops in Gdańsk and Gdynia, with the Sierakowice source providing shops in Człuchów, Chojnice, Kościerzyna and Kartuzy.

The detection of H5N1 in processed turkey meat is cause for concern. The above locations are throughout central and northern Poland. Local media indicates meat has already been distributed to consumers, including those at restaurants and in many instances has already been consumed. Although cooking does kill the virus, contamination of cutting surfaces and cooking utensils would be a concern, as would hand to mouth transmission.

H5N1 within a residence or restaurant greatly increases the likelihood of transmission. The vast majority of human-to-human transmissions reported to date involve family members because once H5N1 has moved into the home, the likelihood of direct contract increases greatly.

Avian Influenza: Member States endorse measures for Poland, Romania and UK


Following recent outbreaks of highly pathogenic avian influenza in Poland and Romania, the Standing Committee on the Food Chain and Animal Health today voted in favour of a Decision setting out the eradication and control measures for both Member States.
The measures in place in the UK, in response to the outbreaks of H5N1 avian influenza on turkey holdings in Norfolk in November, were also re-confirmed.
Poland
The Commission was informed by the Polish authorities over the weekend of two confirmed outbreaks of highly pathogenic avian influenza in the Płock district, in the county of Brudzeń Duży. The outbreaks were detected following increased mortality rate on two separate turkey holdings.
Samples were sent to the Community Reference Laboratory in Weybridge, which confirmed today that it is the H5N1 strain of the virus. Upon suspicion of the disease, the Polish authorities implemented the measures set out in the Avian Influenza Directive and in Commission Decision 2006/415/EC on H5 avian influenza in domestic poultry.
All remaining birds on the affected holdings have been culled and a 3km protection zone and 10km surveillance zone have been established around the outbreaks. In these zones, strict movement controls are in place, poultry must be kept indoors and on-farm biosecurity measures have been strengthened. The Standing Committee today endorsed a Decision reinforcing these measures and delineating the risk zones and a buffer zone around them.
Romania
The Standing Committee also voted in favour of a Decision confirming the protection and control measures in place in Romania, following an outbreak of H5N1 avian influenza in a backyard flock in Tulcea Province last week. This replaces the emergency Decision adopted by the Commission last week, confirming the prevention and control measures taken by the Romanian authorities and listing the areas covered by the 3km protection zone, 10km surveillance zone and buffer zone around them. Romanian authorities gave an update of the disease situation at the Standing Committee, and confirmed that surveillance has been stepped up around the Danube Delta for further signs of the virus.
UK
The UK delegation updated Member States on the avian influenza situation in its territory, in light of the recent outbreaks on the border of Norfolk and Suffolk. No further cases of the disease have been detected since 19 November. Epidemiological investigations into the source of the virus are ongoing, and the prevention and control measures set out in the Avian Influenza Directive and in Commission Decision 2006/415/EC are still being applied. These measures were re-confirmed in the Decision voted by the Standing Committee today. Under EU legislation, prevention and control measures must continue to be implemented for 21 days following the last outbreak of the avian influenza virus and the full disinfection of the affected holding. Two dead hens found on a farm near Plock, central Poland, had been infected with the deadly H5N1 virus.

Ukraine has banned import of Polish poultry following the detection of the H5N1 virus in two turkey farms near Plock at the weekend.

Over 10,000 turkeys have already been killed on the infected farms in Mysliborzyce and Uniejew, near Plock.

However, it has already been established that the virus is spreading. Medical tests have proven that the two dead hens found on a farm in Mysliborzyce died of bird flu.

But the local authorities in Plock are keeping their calm. “There is no need at present to enlarge the danger zone. We are still dealing with two hotspots within the danger zone set out earlier”, says Michal Boszko, member of local authorities.

However, the countries buying poultry from Poland are more anxious. Authorities in Ukraine have already banned the import of Polish poultry and none of the EU countries is willing to buy it either.

Following the discovery of the H5N1 strain of bird flu in turkey farms in Plock, Hong Kong has announced that it has banned all imports of poultry.

“The decision was taken after confirmation of a case of the highly pathogenic avian influenza H5N1,” said a spokesperson from Hong Kong’s Centre for Food Safety.

Hong Kong has imported over 6,000 tonnes of frozen poultry already this year from Poland.

WARSAW, Poland, Dec. 4 (UPI) -- The European Union, Ukraine and Hong Kong have imposed a ban on poultry imports from Poland in light of a bird flu outbreak.

The EU introduced the 30-day ban on Polish poultry exports from five counties in central Poland where the deadly H5N1 bird flu virus was registered on farms near Plock, 60 miles northwest of Warsaw, Polish Radio said Tuesday.

More than 10,000 turkeys were culled during the weekend in two villages in the Plock region.

Medical tests Monday proved the virus had spread from turkey farms to a farm nearby where two hens died of bird flu, the report said.

However, it has already been established that the virus is spreading. Medical tests have proven that the two dead hens found on a farm in Mysliborzyce died of bird flu.

The above comments describe the spread of H5N1 in Poland. Although initial media reports described three farms, the OIE report only described two farms and media reports indicated H5N1 was not confirmed at the third farm. However, the above report indicates H5N1 has been found at a third farm, and the fatal infections are in chickens.

A recall had been placed on the turkey meat because it had been distributed to two wholesalers who had sold the infected meat to retail meat markets and restaurants.

The latest infections raise concerns that more H5N1 infected poultry will be identified. The quarantine region lies along the river that links to locations with H5N1 positive wild birds in 2006. Recent reports of H5N1 in Romania, England, and Krasnodar suggest that more domestic outbreaks linked to wild birds will be reported.

Recently the sequence of H5N1 from a whooper swan was released. The HA sequence was an exact match with H5N1 from a poultry outbreak in Krasnodar in September. Those sequences were closely related to recently released sequences from wild birds from three distinct outbreaks in Germany over the summer. Those sequences link back to a massive wild bird outbreak at Uva Lake in Mongolia in the summer of 2006. Related sequences are said to be in outbreaks in Kuwait, the Czech Republic, France, and England, suggesting that H5N1 outbreaks will be common this season. H5N1 has also been reported recently in Saudi Arabia and Egypt as well as multiple locations in Asia.

Therefore more outbreaks in Europe, the Middle East, and Africa are expected, and many or most of these sequences will also trace back to the Uva Lake outbreak.

The 170 chickens found dead on a poultry farm in the village of Kobielniki near Płock (central Poland) were not infected with the bird flu virus, the Veterinary Institute in Puławy has announced.

Tests have confirmed though that the H5N1 virus killed hens on a farm in Myśliborzyce, where it was previously detected on a turkey farm.

A specially appointed crisis team has already made a decision to slaughter 2200 birds from 60 farms in Myśliborzyce, Unijewo and Rokito. The birds will be caught and terminated on Wednesday afternoon.

On Tuesday, road traffic restrictions were introduced on the national road No. 62 in the infected zone.

In the villages of Nowe Duninowo and Karolew special disinfection mats were spread on the road surface and the police patrols are checking vehicles coming in and out of the infected zone. (mj

Fourth H5N1 bird flu centre found in Poland

WARSAW (Reuters) - A fourth centre of the H5N1 bird flu virus has been found in central Poland, about 50 km (30 miles) from three sites found last week, chief veterinary officer Ewa Lech said on Saturday.

The emergency services, following a standard procedure, set up a safety perimeter around the sites.

"The problem is the farm on which the virus was found is a big one, tens of thousands of birds," Lech told Reuters.

The latest cases of the virus were the first of bird flu amongst poultry as opposed to wild birds reported earlier.

Poland's agriculture ministry scheduled a press conference on Sunday at 4:00 p.m. EST.

The above translation describes a fourth poultry outbreak in Poland. The first three were close together and resulted in infected meat distributed to retail meat and restaurant establishments. The new location (see satellite map) is about 50 km from the earlier outbreaks.

It is likely that this new outbreak is also linked to migratory birds. Recently the sequence of H5N1 from a whooper swan in Krasnodar was released. It was virtually identical to the sequence of H5N1 from a chicken on an infected farm. Both sequences traced back to a wild bird outbreak in Mongolia at Uva Lake. Similar sequences were in wild birds in Germany, the Czech Republic, and France over the summer. Recently, similar sequences were found in turkey outbreaks in England. It is likely that similar sequences will also be found in the recent outbreaks in Romania.

The multiple recent infections in Krasnodar, England, Romania, and Poland suggest H5N1 is silently circulating in wild birds in the region. So far only Krasnodar has isolates the H5N1 from wild birds, but the wild bird sequences that trace back to Uva Lake appear to be widespread in Europe.

Russia suspends poultry, egg imports from Poland

MOSCOW, December 6 (RIA Novosti) - Russia's agricultural watchdog has imposed temporary restrictions on the import of poultry, eggs and all poultry products from Poland following an outbreak of bird flu in the country.
Rosselkhoznadzor said the restrictions also apply to bird feed and feed additives, as well as used bird-farming equipment.
Poland is still subject to a two-year Russian embargo on its meat products, imposed over allegations Poland was supplying poor-quality meat from third countries.


In retaliation, Poland has vetoed talks on a new Russia-EU partnership and cooperation agreement.

Center-right politician Donald Tusk's election as Polish prime minister has prompted hopes that Warsaw will take a more accommodating stance on disputes with Russia, including on the meat issue.
