About possibilities that in Ukraine they are at third world quality services and that's the reason of all these events,
why give to every new hotspot of illness, in the early begining, a dismissal possibility of new bug changes?

It is much more bio-safe and secure to gave it the possibility of the "maybe a big one", and to us, the right of "reasonable doubt", at least until things will clear up, in the worst or in the best way.

For that is necessary a week, or better 2, but not of silence, of frentic verifying international research and open infos to prepare elsewhere, if necessary.

Rival: PM using flue scare for politics
        Journal Staff Report

KIEV, Nov. 2 – The government overreacted to an outbreak of the swine flu in Ukraine to give competitive advantage to Prime Minister Yulia Tymoshenko at the next presidential election, a Tymoshenko rival charged Monday.

The panic triggered by the government’s decision to declare the outbreak a major threat, has served to overshadow recent scandals involving Tymoshenko loyalists, Arseniy Yatseniuk, the No. 3 most popular presidential candidate, said.

“This is in fact part of the political campaign,” Yatseniuk said in an interview with ICTV. “The main thing is to get the presidential office. All efforts and resources have been thrown for this.”

At least 71 people, in western regions of Ukraine, were killed by the swine flu over the past three weeks, but the death toll figure has been apparently hovering around levels usually caused by seasonal flu.

Oleksandr Bilovol, a deputy healthcare minister, said Monday the outbreak has been essentially contained in 11 out of 25 Ukrainian regions, with the number of people only 15% exceeding figures reported in previous years.

“Figures in other the regions are in line with 2007 and 2008,” Bilovol said.

The Tymoshenko government on Friday declared the outbreak as the threat of the third level – the highest possible – to unlock spending of up to 3 billion hryvnias to combat the swine flu.

Other measures included shutting down schools and public gatherings for three weeks across Ukraine, with the government also considering introducing restrictions on movement of people between the regions.

The measures, some of the sternest in the world, come in sharp contrast with other Eastern European countries that face similar challenges, analysts said.

Margaret Chan, the director general of the World Health Organization, which tracks the swine flu internationally, sees the pandemic as “moderate” in severity with the overwhelming majority of patients experiencing only mild symptoms and a full recovery, often in the absence of any medical treatment.

Yatseniuk said the ban on public gatherings spreads fear and panic helping Tymoshenko to promote herself on television, while hindering other presidential candidates to campaign.

Yatseniuk is Tymoshenko’s biggest rival as both compete for votes in western regions of Ukraine. He is perhaps the only candidate that may challenge Tymoshenko in the first round of vote on January 17, 2010 to enter the runoff with opposition leader Viktor Yanukovych.

Yatseniuk’s rating has been showing negative growth over the past several months, suggesting that Tymoshenko has been winning over voters in the western regions.

“Why did the outbreak take place in four western regions? Because there are four battleground regions for the electorate,” Yatseniuk said.

He said the panic spread by the government helps to put aside issues that are politically damaging to Tymoshenko, including the pedophile and the murder scandals involving Tymoshenko lawmakers, and Ukraine’s dismal economic performance caused by mismanagement.

“Now, look what happened,” Yatseniuk said. “Does anybody talk about the pedophile scandal? No. Maybe somebody talks about Lozynskiy [a Tymoshenko lawmaker accused of shooting a person to death]? No. Maybe somebody talks about wages? No. Maybe somebody talks about four million unemployed? No. Maybe somebody talks about unpaid natural gas bills? No.”

“People that are in fear, that are poor, are easier to be manipulated,” Yatseniuk said. “This is what the state apparatus is aimed at – manipulating the people.” (tl/ez)

            WHO

            Pandemic (H1N1) 2009, Ukraine - update 1

3 November 2009 -- According to the Ministry of Health of Ukraine, the country has now recorded more than 250 000 cases of influenza-like illness, with 235 patients requiring intensive care. As of 2 November, 70 deaths from acute respiratory illness have been reported.

Regions in western Ukraine continue to show the highest rates of acute respiratory illness/influenza-like illness. The level of activity in the Kyiv area is also increasing rapidly.

Laboratory testing in Ukraine has confirmed pandemic H1N1 influenza virus in samples taken from patients in two of the most affected regions. As the pandemic virus has rapidly become the dominant influenza strain worldwide, it can be assumed that most cases of influenza in Ukraine are caused by the H1N1 virus.

As elsewhere, WHO strongly recommends early treatment with the antiviral drugs, oseltamivir or zanamivir, for patients who meet treatment criteria, even in the absence of a positive laboratory test confirming H1N1 infection.

At the request of the government, a multi-disciplinary team of nine experts has been deployed by WHO and arrived in Kyiv yesterday evening. Discussions with the Minister of Health were held this morning to brief the team.

Team members will now begin field investigations to characterize the clinical and epidemiological features of the outbreak. Work will initially begin in Lviv region, where reported numbers of cases showing severe manifestations of acute respiratory illness have been especially high.

Two virologists on the team have started working at the National Influenza Centre and the laboratories of the Central Sanitary and Epidemiological Station in Kyiv to provide diagnostic support.

Samples sent by the Ministry of Health were received today by the WHO Collaborating Centre for Reference and Research on Influenza, Mill Hill in London, UK. The laboratory will conduct confirmatory tests and further characterize the virus.

Many questions remain to be answered. The outbreak in Ukraine may be indicative of how the virus can behave in the northern hemisphere during the winter season, particularly in health care settings typically found in Eastern Europe.

Given the potential significance of this outbreak as an early warning signal, WHO commends the government of Ukraine for its transparent reporting and open sharing of samples.

WHO continues to recommend no closing of borders and no restrictions on international travel, including to Ukraine. Experience shows that such measures will not stop further spread of the virus.

            • Re: Ukraine- Pandemic Influenza - Ministry of Health says 255,000 cases & 70 deaths

The main issue with these kind of scenario is - for my point of view - to put into correct perspective the ''enviroment'' at the background of the scene.

Often, the entire issue of population wealth and health status is overlooked.

This is a wrong way to evaluate a national crisis.

As I reiterated earlier, I cannot figure Ukraine without its troubles, economy, society, political turmoil, international strategic issues, decades of cuts on essential services funding, at more other.

One should also care of the real ''terrain'' situation: how many coal mines hase been abandoned and related waste not disposed at all, with the subsequent fall-out on the health of local communities?

How many chemical industrial complexes and sites have received an upgrade or maintenance, and for those dismissed, if the ''relics'' were treated accordingly.

              What's the annual individual income?

It's enough to cope with the prices of food, the education of children, health care?

The USSR heritage is clearly not only limited to ''vintage'' Lenin_Marx_Engels statues and momuments.

But the heritage is a disastered environment, a decade long deep recession, only recently overcomed with the ''help'' of multinational corporations interested in the rich soil of Ukraine: agro-bussiness.

What's the impact on human health for millions of people of these relics?

I suggested some explanations, such as epidemics of HIV and tubercolosis, malnourishment, toxic chemicals level in blood, etc.

The virus or viruses are circulating in these regions may be actually more pathogenic or virulent.

But - even in the case - are we sure that this is the only viable explanation?

Because South Africa experience has clearly indicated HIV and tubercolosis as a factor for bad H1N1 2009 virus infection outcome.

Obviously, nobody care of Tchernobyl heritage, radionuclides and the level of contamination in human bodies.

              Simply, ''virus has mutated''.

              This is quite possible.

              I am a bit frustrated.

Because it is so easy to left twenty years of fomer USSR states behind, as the painful experiences of these populations.

I hope that at least for an instant the attention of reader and contributors will go on all these people.

EU must help Ukraine to fight flu - Poland

                03 Nov 2009 20:02:39 GMT

                * Warsaw wants EU to help Ukraine fight swine, seasonal flu

                * Poland ups its H1N1 cases to 185, no deaths so far

                (Adds Poland's health minister comments)

WARSAW, Nov 3 (Reuters) - Polish Prime Minister Donald Tusk has called on the European Union to help neighbouring Ukraine fight a flu epidemic and a growing number of H1N1 cases, saying its further spread is threatening the wider bloc.

Ukraine shut schools, banned public meetings and restricted travel earlier this month in an attempt to combat the H1N1 flu epidemic, which has also caused public concern in Poland.

"The character of this threat demands that rapid action be undertaken at the European Union level," Tusk wrote in a letter to European Commission President Jose Manuel Barroso and Swedish Prime Minister Fredrik Reinfeldt, who holds the rotating EU presidency.

"This will serve both the interests of Ukraine, and the EU itself," he said in the letter, a copy of which was obtained by Reuters on Tuesday.

Tusk urged Brussels to hold an extraordinary meeting of the EU's health council to identify Ukraine's needs and discuss availability of vaccines.

Poland's Health Minister Ewa Kopacz said there had so far been 185 cases of swine flu and around 41,000 of seasonal flu diagnosed in the biggest ex-communist EU member. There have been no deaths.

"I don't understand why we are all so worried about a rare flu that has a much more gentle course than the regular one. I don't understand why people do not take vaccines for seasonal flu," she told a Polish television channel.

But news broadcasts showed Poles lining up at pharmacies to get sanitary masks which were quickly sold out in a sign of growing public concern.

Deputy Foreign Minister Andrzej Kremer told Reuters that Warsaw was awaiting a reply from Brussels, and said he feared the epidemic could spread rapidly in eastern Europe.

"Poland has already organised quite reasonable help for Ukraine, but in a split second we will see swine flu in Belarus, we are already hearing something about Romania," he said.

Shipments of medicine and medical equipment have been leaving Poland for Ukraine in recent days. A growing number of swine flu cases have also been reported in Germany and Slovakia, which likewise share borders with Poland.

The hard fact will be the one about if there is now an epidemic of hemorhagic pneumonia, or it is not.

Maybe some flutracker member from Ukraina hot zones directly,

clinical and epidemiological features of the outbreak. Work will initially
begin in Lviv region, where reported numbers of cases showing severe
manifestations of acute respiratory illness have been especially high. Two
virologists on the team have started working at the National Influenza
Centre and the laboratories of the Central Sanitary and Epidemiological
Station in Kyiv to provide diagnostic support. Samples sent by the Ministry
of Health were received today by the WHO Collaborating Centre for Reference
and Research on Influenza, Mill Hill in London, UK. The laboratory will
conduct confirmatory tests and further characterize the virus.

Many questions remain to be answered. The outbreak in Ukraine may be
indicative of how the virus can behave in the northern hemisphere during
the winter season, particularly in health care settings typically found in
Eastern Europe. Given the potential significance of this outbreak as an
early warning signal, the WHO commends the government of Ukraine for its
transparent reporting and open sharing of samples.

WHO continues to recommend no closing of borders and no restrictions on
international travel, including to Ukraine. Experience shows that such
measures will not stop further spread of the virus.

                          • Re: Ukraine- Pandemic Influenza - Ministry of Health says 255,000 cases & 70 deaths

A statement from the Ukrainian MOH.

2009, the Supreme Council of Ukraine considered the issue of poverty in the state of the epidemic of influenza A (H1N1). 03.11.09. Given that the Minister of Health of Ukraine Vasyl Knyazevich not had occasion to inform the parliament about the situation in the medical field, and, given the large number of pressing issues, the answers to what society expects, the press service of Ukraine Ministry of Health provides the text of the report of the Minister, prepared speech the Supreme Council of Ukraine 03.11.09.

Dear Vladimir,
Dear people deputies!
Before starting his speech, would recall: epidemiology laws have nothing to do with the laws of politics, viruses do not care which political party in power, but the disease is not treated the opposition criticism.

I hope that today we will talk not about politics, society and give clear signals that the state is able to confront challenges such as epidemic.

(H1N1) Now the situation directly with the incidence of influenza A (H1N1)

(H1N1). Recalled June 11, 2009 WHO announced 6 th phase of a pandemic influenza A (H1N1). This means that the virus has caused outbreaks of influenza in long-term population of at least two countries in a WHO region and one country in the world.

In today's world, more than 440 thousand of laboratory-confirmed cases of influenza А/H1N1 California, including nearly 5.5 thousand cases ended by death. I draw your attention to the fact that the laboratory confirmed cases are not 100% married to screen all patients, but a sample that is used in epidemiology as a method.

More than 90 countries recorded deaths, the largest number of deaths, as of October 2009, recorded in Brazil - 899, USA - 593 Argentina - 538, India - 315, Mexico - 231.

As at 22 June 2 November in Ukraine influenza and ARI recorded 255 thousand 516 patients, 71 died on the person, including adults - 66, 3 children, 2 pregnant women. The most difficult situation is in Lviv, Ivano-Frankivsk, Ternopil region.

What is influenza A (H1N1) differs from other types of influenza? Notes - with clinical features is no different. Their symptoms are similar and identical to any food poisoning, ozone depleting substances. By essentially different in that no one no immunity to it, because the virus is completely new, not fully understood, no one knows thereby worsening clinical picture, and how this fight.

I would like to note that it is unusual and that treating it began in the summer, severe disease was small. Therefore experience in treating such patients in the world is also not enough.

A characteristic feature of the disease is rapid development of severe cases that manifested as pneumonia instant when people die before the fifth day, or when people die at 7-8 day from pneumonia stratification of bacterial infection.

Is there a unique situation in Ukraine? I emphasize that - No! Global statistics show that in the world accounted for one third of deaths from pneumonia, complicated bacterial infections, and two-thirds - to death from viral pneumonia. Such patients are very difficult to resuscitation, it is difficult to choose the mode of artificial ventilation, they require a lot of attention in the intensive care department from both the doctors and of nurses.

Very often I ask: How can a simple sector doctor to determine - whether it is the common cold, flu or California?

Notes - a doctor and should not do it. In the state clearly defined epidsytuatsiya, A/H1N1 virus circulating in the territory of Ukraine, and do not need to prove it every time again and again. A/H1N1. This fall, traditionally attended by several viruses, but is fixed mainly two types - normal seasonal type A and California A/H1N1. Each of these types can cause very serious complications. Therefore, the doctor should not try to distinguish between them, it must be guided by clear clinical manifestations of the patient. If the patient has severe symptoms, it is treated at home and uses the standard drugs, as with colds. If severe (very high fever, chest pain, shortness of breath) - urgently hospitalizuyetsya.

From experience, we already have today, doctors emphasize that the disease affects primarily young working-age population. Age most of the dead is from 20 to 45 years. Unfortunately, even the fact that today people are more actively seeking help in hospital, mortality is very high, the situation remains difficult.'s No explanation, including in international experts, because there is, as noted earlier, experience in medical practice .

Characteristic is the fact that the course of disease is complicated in the case of a patient obesity, diabetes, respiratory diseases, other severe chronic diseases.

Unfortunately, we have today and the cases of destruction of pregnant women, killing the fetus and in 2 cases - the mother.

As already indicated, the virus quickly spreads through Ukraine. Cases recorded in Vinnytsia, Khmelnytsky, Transcarpathian, Rivne. Quarantine implemented in 9 provinces.

Comparative analysis epidsytuatsiyi in Ukraine in the past and in 2009 shows:

At the 42nd week in 2008 and is 12-19 in October - the number of patients in Ukraine amounted to 45 517 people. For the same period in 2009 - 45 thousand 177 persons.

At the 43rd week in 2008, ie, 20-26 October 2008 - the number of patients was 42 thousand 713 persons, and last week this year - 48 thousand 909 persons.

As we see, the problem today - not only in quantitative growth of viral diseases, but that doctors are dealing with a new virus from which people are dying and medicine is so helpless.

I would like to emphasize, ladies and gentlemen deputies: the situation is really complicated, but the mood that nahnitayutsya only worsen it.

Now for the actions of the Ministry. I am aware that no matter what I say is piddavatymetsya criticism.

However, insists:

First. All that was done, and done by the Government, the Ministry of Health - aimed at keeping the situation under control.

Second. The Ministry worked closely with international organizations, we have performed and fulfilled all the international recommendations.

Third. The problems that faced Ukraine is not unique, they are in other countries.

If the sum is made, it would indicate that the performance of the Cabinet of Ministers of Ukraine (on April 28, 2009 № 446-r "On approval of a plan to prevent disease among the population of swine flu"), the Ministry of Health has been developed and today implemented by the relevant regulations, which governed the work of all medical services. At the state allocated funds had purchased equipment, pharmaceuticals, boilers, etc..

Everything today is, all records that are created or changed, not some know-how of Ukraine. I think everybody understood that there epidsluzhb standards, rules of life in time of epidemics, treatment standards, etc., which for years used in medical practice. There are challenges to which we are forced to respond to online, to attract international colleagues. This is normal operation.

The Ministry is a specific list of measures that were taken since the establishment of headquarters in the spring, and a list of which is made from the complication of the situation. Who are interested, please come to the Ministry of Health, we provide a selection of materials. We just do not want to spend this time.

However, the Ministry continuously involve in the discussion, forcing justify something to refute. This is politics. But today we can not afford to waste time on such things.

I am writing to you, ladies and gentlemen MPs, asking: vidterminuyte accusatory rhetoric at least a couple of weeks, let the doctors work for peace, and then - welcome to all law enforcement agencies for review to the ministry.

However, I would like to answer questions that are most interesting society.

First. Availability of gauze bandages and medicines in pharmacies. Today the situation has been brought to the absurd. I recall: pharmacy network is not held and not keep a reserve in gauze bandages that are used only seasonally and in case of emergency, as it is today. So be conscious attitude to what is possible disruptions in supply to this boom. State meet this demand in the near future. It led to panic, people bought even gauze packing (not disposable) bandages.

Regarding drugs, the situation is similar. Standard list of drugs that we use year after year, people began to buy up massively across the country simultaneously. The day skupovuvalos as much as in past years sold months. Clearly, there is no logistic help. Again, I want to reassure citizens: if you do not find drugs today, they will appear in a day or two. Not believe that in the Ukrainian was not at home a minimum supply of drugs, or that you have not helped neighbors in case of extreme need.

Second. Prices for medicines.

Charges directly Ministry of Health in nekontrolovanosti prices are totally unfounded. Under current law such authority in the ministry there. We can only monitor prices of drugs and to inform the public about how they have changed. Therefore, all questions - to the regulatory agencies. By the way, I would like to recall that in general in Ukraine has more than 23 thousands of pharmacies, pharmacy kiosks and points. Of these, just over 4 thousand pharmacies are state and municipal property. So the impact on the state of pharmacy business in general today, you say? I think it is a topic for reflection zakonotvortsev.

Third. What happens to the test systems in the country, or their lack, or they need us at all, and if so confirmed by a virus?

I want calm and you, ladies and gentlemen deputies, and citizens. Tiered laboratory diagnostic work in the country, still, as though it is not sprayed mud today. By the way, I'm sorry that the work of many laboratory assistants who conscientiously do their work in difficult conditions recently wrongly paplyuzhytsya individual politicians.

The test system used in the regions (somewhere better, some worse) and show us the results. However, I would like to emphasize, as much is insynuatsiy around this theme: These test kits are not intended to make analysis of all, without exception, who complained of poor health or even disease. The analysis is done selectively.

But the test system necessarily needed, because doctors have konrolyuvaty virus circulation in the territory of Ukraine. They must keep track of what dying people, why get in resuscitation. However, to do all and each PCR analysis of influenza A/H1N1 - impractical. As this is expensive and unreasonable. To treat it does not matter, but rather to observe the protocol to make the module, which will clear out some of the material.

Fourth. Provision of patients with drug Tamiflu.

Ladies and gentlemen deputies want to stress that, indeed, no drugs, except oseltamyvira and zanomyvira not proved effective in the treatment of influenza A/H1N1, but warn all in any case not to carry out preventive drugs Tamiflu and Relenza, because they thoughtlessly use will resistance of the virus and cure will be just nothing. Gentlemen policy, please stop threatening patients that the state failed to provide their Tamiflu. You encourage people to flee to the pharmacy and buy medicine at a time as you use it only for the doctor. Assure that hospitals have the drug. Where it ends, or need additional volumes, the Government will provide it. If somewhere it is not enough, then please tell us. Each of you has a constituency, so help the Ministry and will control to local authorities on time showed the information to keep track of the number of products and worked to advance.

Fifth. Today, all interested in where the ministry spent 50 million, which will be spent other funds that are allocated?

Big money is, or small - the question moot, given the amount that other countries were isolated on the epidemic. For example, the United States highlighted its health system 1.5 billion, the European Union - EUR 1 billion, Brazil - 66.5 million dollars, Russia - 6 mlrd.rubliv.

I think no one is no doubt that the Ukrainian health care system is, unfortunately, some in other realities. So, gentlemen, is a big deceit translate the Ministry of Health, especially today, the responsibility for beggarly condition in which the state holds the national health system for many years.

We have already prepared all the steps on reform, is understanding and vision of what and how to change. However, the challenges of the time did not allow to move quickly.

In conclusion, may I repeat, I would say: those interested in the so-called financial abuse in MH, I invite to check it after the epidemic. By the way, remind the public that the distribution of funds held by the Ministry is not alone, as did the participation of other government agencies, including law enforcement.

Sixth. Finally. Dear members, I assure you: the Ministry of Health has never hidden and will not conceal information about the situation in the country. All allegations of concealment of deaths - libel.

Unlike politicians, doctors work based on the principles of Evidence, therefore, the results of laboratory tests, we had no legal or moral right to declare the epidemic in the country. Fruit and viruses can not grow quickly at the request of one or another political force. So to finish the report, which also started: epidemiology laws have nothing to do with the laws of politics, viruses do not care which political party in power, but the disease is not treated the opposition criticism.

Thank you.

                            • Re: Ukraine- Pandemic Influenza - Ministry of Health says 255,000 cases & 70 deaths

And CIDRAP strikes again. This thread is now larger than the one from Oaxaca that started this Pandemic.

With respect to the death count, I believe the increase from 71 to 80 overall is the result of the increase from 30 to 39 in Lviv since the last release, not a report of 151 fatalities total.

WHO team arrives to assist with Ukraine flu probe

Nov 3, 2009 (CIDRAP News) ? The World Health Organization (WHO) said its team arrived in the Ukraine last night and met with the country's health ministry today to discuss a dramatic spike in flulike illnesses and deaths, particularly in the western part of the country.

The Ukrainian health ministry has recorded more than 250,000 flulike illnesses, of which 235 patients needed treatment in intensive care units, the WHO said in a statement today. As of yesterday, 70 deaths had been reported.

The high level of illnesses activity and severe cases, combined with reports of hemorrhagic pneumonia cases, have raised some speculation that the virus might be behaving differently in the Ukraine, but further testing is just getting under way.

Laboratory testing at labs in the Ukraine have confirmed the pandemic H1N1 virus in samples taken from patients in two regions, the WHO said, adding that because the pandemic virus has become dominant throughout the world, most of the Ukrainian respiratory illnesses are probably caused by the novel H1N1 strain.

Though the highest illness rates have been seen in the western part of the country, illness activity is increasing rapidly in Kiev, the WHO reported.

The WHO's field investigation team will start in the Lviv region, where the number of cases of severe respiratory illness has been especially high. Virologists from the WHO have started working with Ukrainian scientists at the National Influenza Centre and the Central Sanitary and Epidemiological Station, both in Kiev.

Ukraine's health ministry has sent viral samples to the WHO collaborating center in London, where laboratory experts will conduct confirmatory tests and further characterize the virus.

The outbreak raises several questions and may provide clues about how the virus will circulate in the Northern Hemisphere during the winter months, particularly in areas such as Eastern Europe that have healthcare challenges.

The WHO commended Ukrainian officials for their transparent reporting and open sharing of viral samples. It also said border closures and international travel restrictions are not warranted.

Lawmakers in the Ukraine today approved legislation freeing up $1 billion UAH (about $131 million) in reserve funds for flu response actions, according to a report from UNIAN, the country's independent news agency.

The country's head sanitary inspector today, in a television interview, denied that the country was experiencing an outbreak of pandemic flu and said only 14 cases had been confirmed, including three deaths, according to another UNIAN report today.

Meanwhile, two of Ukraine's top leaders, who are opponents in a January presidential election, scrambled to respond to the flu outbreak, UNIAN reported. President Victor Yuschenko instructed the military to prepare portable military hospitals, and Prime Minister Yulia Tymoshenko promised to provide all of the country's residents with masks to reduce their flu exposure.

An official from the Ukraine's flu and respiratory disease center, Oleksandr Hrynevych, today projected that pandemic H1N1 vaccination could begin in a month or two after regulators approve two vaccines that are undergoing testing, according to a report from the National Radio Company of Ukraine (NRCU). He said the vaccine supply will come from the WHO and from individual country donations.

A warden message posted on the US State Department's Ukrainian embassy Web site said US officials are aware of the outbreak and are monitoring the situation. Though the country has imposed several social-distancing measures, such as a 3-week school closure, Ukrainian officials have told the State Department that no general quarantine is in effect.

The US embassy said that, because of legal restrictions and lack of resources, it is not able to provide private citizens with pandemic supplies, medication, medical treatment, or medical advice.

Here is a source for confusion: There is a city named Lviv in an oblast named Lviv (just like Oaxaca in Oaxaca - ooh!). The counts in this article are lower because they likely only count the city, not the whole oblast.

Viral pneumonia rate growing in Lviv
Yesterday at 16:54 | Interfax-Ukraine Lviv ? The number of people with viral pneumonia is rapidly growing in Lviv, the city's top health official Volodymyr Zub has said.

"A total of 323 people have been diagnosed with pneumonia in Lviv, whereas the day before yesterday the number was 232," he said at a press conference on Tuesday.

As of 1100 on Tuesday, 27, 273 people with flu and acute respiratory infections have been registered in Lviv, including 11, 000 children. Twelve people, including one in a critical state, are currently in intensive care. Ten people in the city have died of flu and acute respiratory infections.
