It is not fully clear what is going on here. It appears the children had some kind of contact with the polio vaccine, and became ill shortly thereafter. It is exceedingly unlikely that this outbreak is due to polio infection itself; only aobut 1 in 100-1000 cases is severe - you would not have 21 or so in the institution. It also looks like the connection between the vaccine and the children is weak at best; not all of the children were given the vaccine.

It is possible that the vaccine was contaminated with something, or it is possible that this is some othe pathogen unrelated to the vaccine. Non-polio enteroviruses and seasonal ARI have both also been suggested as etiologies in the ProMED Russian post, as has an environmental exposure due to construction on the building.

There is nothing even resembling a symptomatic description in any of the articles, but from the suspected diagnoses, one could imagine the illness involves fever and possibly respiratory symptoms.
