Le Secrétaire général adjoint des Nations Unies aux affaires politiques, B. Lynn Pascoe, a prévenu lundi le Conseil de sécurité de l'ONU que la menace de la piraterie dans le golfe de Guinée « est devenue de plus en plus alarmante alors que les pirates sont devenus de plus en plus violents ».

M. Pascoe présentait le rapport de la mission d'évaluation chargée par le Secrétaire général de l'ONU d'apporter des réponses nationales et régionales à la menace de la piraterie dans le golfe de Guinée. Cette mission s'est rendue, du 7 au 24 novembre, au Bénin, au Nigéria, au Gabon et en Angola.

« Les pays du golfe de Guinée ont besoin d'un front uni afin de répondre de manière efficace à la menace grandissante de la piraterie le long de leurs côtes », a déclaré le Secrétaire général adjoint aux affaires politiques, mettant l'accent sur l'importance de la stratégie régionale préconisée par le Conseil de sécurité, dans sa résolution 2018 (2011).

Dans son rapport annuel 2010, l'Organisation maritime internationale (OMI) recense la côte ouest-africaine parmi les six principaux foyers de piraterie dans le monde.

La mission d'évaluation juge « de la plus haute importance » que l'ONU collabore avec la Communauté économique des États de l'Afrique centrale (CEEAC), la Communauté économique des États de l'Afrique de l'Ouest (CEDEAO) et la Commission du golfe de Guinée, les trois organisations régionales participant à la lutte contre la piraterie dans la région, en vue de « convoquer dès que possible le sommet commun des trois organisations, préconisé par le Conseil pour servir de cadre à l'élaboration d'une stratégie globale de lutte contre la piraterie dans la région ».

Lors du précédent débat public du Conseil de sécurité sur le sujet, le 19 octobre 2011, le Secrétaire général de l'ONU, Ban Ki-moon, avait demandé à la CEDEAO et à la CEEAC de collaborer à l'élaboration d'une stratégie régionale globale et intégrée de lutte contre la piraterie dans le golfe de Guinée, en étroite coopération avec la Commission du golfe de Guinée et l'Organisation maritime de l'Afrique de l'Ouest et du Centre (OMAOC).

Le 31 octobre 2011, le Conseil, « vivement préoccupé par la menace qu'ils font peser sur la navigation internationale, la sécurité et le développement économique des États de la région », avait, par sa résolution 2018 (2011), condamné tous les actes de piraterie et vols à main armée commis dans le golfe de Guinée et engagé la CEDEAO, la CEEAC et la Commission du golfe de Guinée à entreprendre une action concertée, notamment des patrouilles maritimes bilatérales ou régionales.

Le Directeur de la Commission des affaires politiques de la CEDEAO, M. Abdel Fatau Musah, a manifesté lundi son inquiétude face à la dégradation d'une situation sécuritaire déjà fragile dans l'espace de la CEDEAO en raison d'une part, de la résurgence des rébellions et du banditisme, de la dégradation de la sécurité alimentaire dans le Sahel et d'autre part, de l'augmentation de la piraterie et des activités illicites qui y sont associées dans le golfe de Guinée.

Il a expliqué que ces développements minaient sérieusement les gains obtenus ces 10 dernières années s'agissant des Objectifs du Millénaire pour le développement (OMD).

Mme Florentina Adenike Ukonga, du Secrétariat exécutif de la Commission
du golfe de Guinée, a affirmé de son côté que la Commission avait commencé à élaborer une stratégie de sécurité maritime dans la région qui, a-t-elle dit, constituera un document de base pour les discussions et la collaboration avec les autres organisations sous-régionales et les organisations internationales.
