    ... Canterbury District Health Board chief executive David Meates told a parliamentary select committee .. He told the committee there was "a real risk that parts of the system could fail".

    The hospital is already running near 95 per cent occupancy, which gives little wiggle room for the peaks of winter - the international benchmark is 85 per cent.
