La peur du mur budgétaire

Le fiscal cliff ou mur budgétaire en français fait jaser les financiers de la planète en ce moment. L’enjeu est de taille. Ce mur représente pour les Américains plus de 600 milliards de dollars et risque de replonger le pays dans une profonde récession.
La Banque du Canada se dit prête à intervenir si aucun compromis ne permet d’éviter ou de limiter les hausses d’impôt automatiques et la réduction des dépenses qui prendront effet le 1er janvier 2013.
Faisons un petit retour en arrière pour mieux comprendre l’origine de cette impasse.
Plafond de la dette
Rappelons d’abord que les Américains ont depuis 1917, un plafond légal sur leur dette. Dès qu’on approche du seuil limite, la Maison-Blanche demande au Congrès de le relever. Barack Obama l’a fait à plusieurs reprises pendant son premier mandat.
En 2011, les démocrates et les républicains sont à nouveau confrontés au dépassement du fameux plafond de la dette. En pleine crise économique, il est notamment question de poursuivre les baisses d’impôt accordées sous Georges Bush.
Les républicains majoritaires à la chambre des représentants veulent obliger Obama à promettre des coupes de dépenses importantes en échange d’un nouveau relèvement du plafond.
Le monde entier craint alors un défaut de paiement du Trésor américain. Des scénarios catastrophes circulent dans les médias où les taux augmentent en flèche et les bourses s’effondrent.

Flaherty et Carney sont prêts en cas de récession suivant la réélection d'Obama

Les principaux acteurs en politique économique au Canada soutiennent être de nouveau prêts à venir à la rescousse de l'économie si une nouvelle crise aux États-Unis plonge le pays en récession.
Le ministre des Finances, Jim Flaherty, et le gouverneur de la Banque du Canada, Mark Carney, ont tous les deux rappelé mercredi qu'ils étaient prêts à prendre les actions nécessaires afin d'appuyer l'économie si une crise aux États-Unis ou en Europe menaçait à nouveau de plonger le Canada en récession.
Ces déclarations font suite au résultat partagé de l'élection présidentielle américaine, mardi. Le retour du président Barack Obama à la Maison-Blanche et le fait que les républicains aient maintenu leur emprise à la Chambre des représentants ont augmenté les craintes selon lesquelles les États-Unis vont sombrer dans une autre crise en janvier.
