    Mr Birdsall says as the drought dries up ponds and lakes, ducks are moving to rivers. But as some power companies constantly change the flow, their nests get washed away

    ... But Fish and Game, which has been monitoring the population for the past 17 years, is convinced, despite the drought, the population is on an 11-year cycle, like many other species, and is about to turn up.

    "We're definitely in a depressed state at the moment," says Matt McDougall of Fish and Game. "But what we're hoping this year, we had a really good breeding season, and we're hoping we're right at the bottom of that trough and we're going to pull our way out of it."
