Just a numerical oddity...If that hospital has increased from 7 ILI cases the week before to 355 the current week, then the number of other illnesses/causes must have decreeased dramatically. That 7 represents 1.1% the previous week, so the total base number is still about 550.
So last week all non-ILI cases in that hospital was about 550, now it's less than 200? An increase in ILI shouldn't affect the total number of non-ILI cases that drastically (although is it possible people want to stay away from a hospital full of coughing patients if they don't have ILI?).
I suspect the 552 count this week for total patients may be incorrect (too low), or as stated above the 355 ILI may be too high, which may be part of the problem. Nevertheless, we know there is some kind of large H1N1 outbreak going on in Juarez....

they usually have ~250 total patient visits per week, almost no ILI.
Then in week 12 it went up to 298, 22% of them with ILI.
In week 13 it went up to 631 total patients, but only 7 for ILI.
Then in week 14 552 patients and 355 of them ILI.
And no such thing in the other hospitals or CAAPSs.
That's not normal (in April !) and there should be a reason for this
which they should tell to the world.

Do we know if any of the seven deaths in Juarez came from this hospital? It looks like several hundred hospitalizations with few, if any deaths, which seems like a very low hospitalization fatality rate.
And isn't this week 17 by now? It seems like what is being reported reflects the situation 2-3 weeks ago, the result to taking time to collect data.

I just spoke to Dr. Lopez with the Dept of Health of Ciudad Juarez. I will be having a follow up phone call with him tomorrow to further discuss the respiratory illness total reported above. This is a start to the inquiry. Please post questions for tomorrow's telephone conversation.

Ciudad Juárez, 25 de Abril del 2011. Para evitar el contagio de influenza A H1N1 ante el brote que se ha presentado en Ciudad Juárez, La Subsecretaria de Salud Estatal en la Zona Norte a través de la Jurisdicción Sanitaria II, giró instrucciones para que se realicen cercos de vacunación, en los cuales hasta la fecha se ha aplicado el biológico a una población de 8 mil 145 personas, que tienen su domicilio dentro de 50 cuadras a la redonda de la vivienda de los afectados con el virus, lo anterior aunado a la atención inmediata de los habitantes que presenten síntomas de la enfermedad.
Cabe destacar que durante la intensa campaña que ha promovido el sector salud en esta ciudad, donde han participado todas las instituciones médicas en completa cooperación, hasta el momento se han aplicado cerca de 272 mil dosis contra la influenza tomando en cuenta que los habitantes tienen más tiempo para visitar las unidades medicas de la Jurisdicción Sanitaria II, IMSS, ISSSTE, Pensiones Civiles, Hospital General, Dirección General de Salud Municipal, estaciones de bomberos y Centros Comunitarios que estarán abiertas a disposición de la comunidad, por lo anterior se proyecta la cifra mencionada informó el Dr. Felipe Fornelli Lafón Subsecretario de Salud en la Zona Norte.

I can think of a good question:
If there is that much mild ILI (355 cases in one week in one hospital), why have there been only 166 official suspected cases of H1N1 in the entire city in over a month? Does the H1N1 case definintion include having to nearly die to get tested?
I know that six of the seven deaths are confirmed as H1N1 (and the seventh is epidemiologically linked) so there is no reason to think any other pathogen is producing significant severe illness. Do they suspect that only the milder cases might be caused by adenovirus or rhinovirus or such? That seems very unlikely.
Department of Health applies 21 vaccination rounds to prevent spread of influenza A H1N1
Ciudad Juarez, April 25, 2011
Given the outbreak occurred in Ciudad Juárez, and in order to prevent the spread of influenza A H1N1, the State Health Undersecretary in the Northern Zone, through the Health District II, has ordered rounds of vaccination. So far, 8,145 people residing within 50 squared blocks of the homes of those already affected, have been vaccinated. This effort has been coupled with immediate attention to people presenting with symptoms of the disease.
Notably, during the intense campaign promoted by the city’s health sector, involving the full cooperation of all medical institutions, about 272,000 doses of influenza vaccine have been delivered. It has been considered that the population should have adequate time to access the medical units of the Health District II, IMSS, ISSSTE, Civil Pensions, General Hospital, Municipal Health Department, fire stations and community centers, open at the disposal of the community. The figure was given by Dr. Felipe Fornelli Lafón, Assistant Secretary for Health in the Northern Zone. Influenza A H1N1 Statistics from March 20 to date are as follows:

It is important to point out that six H1N1 pneumonia-related deaths have been confirmed.
As for the 7 suspected cases, it is emphasized that the majority could be discarded because they are patients who are classified as “at risk with non-specific symptoms” of the disease but that are given treatment to avoid diagnostic mistakes.
A call is made to all pregnant women to seek vaccination regardless of conceptional age.
Experts urge people in the outskirts of the city to seek medical attention immediately if symptoms such as sudden high fever, cough, headache, muscle and joint pain arise.
It is important to remember the recommended preventive measures against the spread of this disease during these holidays.
Stay away from people who have respiratory infections.
Avoid sharing food, cups or eating utensils.
Air out and allow the sun to enter into houses, offices and all enclosed places.
Maintain kitchen and bathroom clean as well as door handles, railings, toys, telephones or other shared objects.
Wash hands frequently with soap and water!
Do not smoke indoors or around children, the elderly or infirm.
Do not self-medicate, because not all cases require antiviral medication and this can lead to the virus developing resistance.
Cough or sneeze covering the mouth and nose with the forearm.

What we want to know is :
who were these 355 in Aguilas in week 14 ?
Age ? location of residence ? tourists ? did they present at Aguilas on their own initiative ?
How was ILI determined ?
Why weekly ILI-patients (week 7-14) went : 0,0,0,0,0,67,7!,355! ?
Why weekly non-ILI-patients went : 226,226,244,275,?,231,624!,197! ?
Alert, suspected cases of H1N1 are presumably just those that had somehow
(how ? flu-quicktest ?) been tested. How else whould they suspect H1N1 ?

Yes. I asked about the ILI information. Since their office closes at 4:30 pm we only had a few minutes to talk. He sent me the email, which he already had prepared, and we scheduled a conversation for today.

I just spoke to the person who prepared the above report and she verifies the 355 ILI number for the Aguilas clinic for week 14. She does not yet have the data for week 15.
