That's prolly an archive photo like you say (I'd guess from last year's outbreak in Germany).
After "reading" Arabic-speaking newspapers for over a year now, I've come to learn that they use archive photos much, much more than the Western press does -- the photos used are usually there just to give one an indication of what the story is, in general, about (bird flu) and not so very often used to add info to the story at hand (the culling at this particular farm). Problem is that they don't usually acknowledge that the photos are stock photos or whatever.
