Quelling panic is always the first order of business of any governmental agency. I am interested in the audience the WHO is targeting here. Is there panic somewhere? If so, it has to be inside China as the rest of the world appears, as ever, oblivious to the threat. Or, is this just a 'reach into the bag of standard operating procedure' kind of announcement. Or, do we actually see some people behaving unwisely?
