Health Ministry confirms 633 deaths by influenza and ARVI

The healt ministry confirmed 625 deaths caused by influenza and acute respiratory viral infections starting from October 29 and into December 26 in all the 24 regions, the cities of Kyiv and Sevastopol, and in the Autonomous Republic of Crimea, the ministry has informed.
Very high influenza activity has been most recently been reported in the country's eastern Donetsk and Luhansk oblasts. The first swine flu outbreak occurred during mid October in the western Lviv and Ternopil oblasts, eventually spreading to Kyiv by Halloween. A second wave of the virus returned in mid December.
They are reporting 21 more deaths to 675 total. As we were at 652 yesterday, there is a discrepancy of two deaths, which I am looking for.
Found it. Oblast #1, Crimea, has increased from 11 deaths to 13 without reporting a new death. Either they had two deaths (and the number today would be 23), or they are still at 11 deaths, and the total is 673.
Now 294 in ICU, 39 on respirators. We appear to be approaching the peak numbers attained in early November again.
They are reporting 18 more deaths to a total of 698, but obviously there have been 23 today. Three of the five disrepancies are in Oblast #1, Crimea, and I am still looking for the other two.
Found them. Oblast #18, Sumy, has gone from 13 to 15 without reporting any new deaths.
This is as far off as the daily report has ever been. I suspect some keyboard clerk is missing putting numbers in the "new deaths today in this oblast" cell, so when the formula in his spreadsheet sums down the column, it produces a wrong number.
Technical errors aside, we now have 266 in ICU, 26 on respirator. Nearly 53,000 ARI today.
Massive numbers of errors here. For starters, Lviv has increased from 98 to 101 deaths, but only reported one death. Secondly, they are reporting 31 new deaths overall, not 29 for a total of 727. I am taking a closer look at the data. Zaporizhia (#8) reported one new death, going from 20 to 21, two of whom were adults (can't even imagine). Oblast #4 went from 33 to 32 deaths by reporting four more. Oblast #1 went from 16 to 20 by reporting three deaths.
All columns in the table do seem to add down correctly (probably because the last row in their master spreadsheet is full of formulas).
Something is really wrong with this data. I have finally reached the point that I can't interpret what they really mean, as there at least six errors in this table. Many other countries, such as the United States have stopped trying to get a precise death toll; perhaps Ukraine should consider doing this as well. As it currently stands, they are trying to count or estimate every case of ARI in the entire country for the past three months - that's impossible.
One possible suggestion; In the Indian daily update table, fatalities occuring on the day of the update are included in the daily fatalities tally. Fatalities which occur earlier for which confirmation is received on that day are not counted as fatalities on that particular day, but are added to the total.
For example yesterday, 4 new fatalities were recorded, but the total was raised by 21.
The Indian government is kind enough to detail this process in the footnotes. I wonder if a similar process is happenining in the Ukraine, just without the explanation.

I think that's some of it. I think some of it may also be due to reclassification of where fatalites are counted if a case dies away from home.
But there's no way to account for things like going from 33 deaths to 32 by reporting four more, or having one death, both of whom are adults. Those simply must be errors.
Perhaps also, as further information is aquired, a death in one oblast is reassigned to another if the patient is resident in another area. Or moved to another age category. (but you just said this as I typed)
The problems of keeping up with real time data are vast. As mentioned by alert, most nations have stopped giving daily data. I for one appreciate the efforts being made in both the Ukraine and India to give daily updates, even if it can be "fluid".
