Centre to launch mass vaccination drive in six districts
      Nishant Sinha, TNN | Jun 8, 2012, 04.50AM IST

PATNA: Centre has agreed in principle to undertake mass vaccination campaign in six districts of Bihar, including Gaya and Muzaffarpur where more than 20 children have died due to suspected encephalitis during the last 15 days.

Principal secretary, health, Amarjeet Sinha said, "We had earlier requested the Centre to carry out a mass vaccination programme against Japanese Encephalitis (JE) in Gaya and other affected districts. However, the Centre had expressed its inability due to shortage of vaccines. But, keeping in view the urgency of situation, it has now decided to launch mass vaccination campaign in affected regions. The regions include Gaya and Muzaffarpur, the two most severely affected districts."

Sinha claimed that only a single case of suspected encephalitis was reported from Gaya in the last 72 hours while two children admitted earlier were undergoing treatment. Both the children are from Aurangabad and Imamganj, Gaya, he said, adding a team from Patna will go to the affected villages on Friday where a mass vaccination drive would be launched in affected areas and Mahadalit localities. In Muzaffarpur, Sinha said four children were admitted to hospital on Thursday - two in Sri Krishna Medical College and Hospital and two at a private nursing home.

Strongly refuting the reports of children dying due to suspected encephalitis in Patna Medical College and Hospital (PMCH), Sinha said, "Not a single death has occurred at the PMCH. The casualties were due to heatstroke and dehydration coupled with convulsion syndrome." With regard to Gaya and Muzaffarpur, he said even samples tested by Rajendra Memorial Research Institute (RMRI) for suspected JE were negative.

With today?s casualties, the toll has reached 29. Till this afternoon, five children undergoing treatment at Kejriwal Maternity Clinic and two boys admitted to Sri Krishna Medical College and Hospital (SKMCH) died.

Govt cold to rising kid deaths
        - Year on, preparedness remains dismal

        OUR CORRESPONDENT

Patna, June 7: Guddan, a nine-month-old baby from Puna village, was admitted to Anugrah Narayan Medical College and Hospital (ANMCH), Gaya, with encephalitis-like symptoms at 8.15am on June 4. The child was critical and immediately needed ventilator support. He, however, succumbed to the disease in the afternoon, as he did not get the emergency service.
        ...
In the ICU complex of the hospital, there are four ventilators that were bought last year after the outbreak of the acute encephalitis syndrome disease that claimed 85 lives at the medical college. These equipment, however, have never been used for the needy for want of properly trained doctors and technicians.

Even as the state is struggling to find out the reason behind the 31 deaths in Muzaffarpur and nine in Gaya, all of whom have died of a mysterious brain fever in the past 10 days, it is emerging that the hospitals in these places are still unprepared to tackle emergency cases. The situation is similar to last year?s, despite tall claims made by the state government.

Doctors at ANMCH said out of 17 admissions of such patients so far, Japanese encephalitis ? a deadly form of brain fever ? was confirmed in two children yesterday after their blood and cerebral spinal fluid were tested in the hospital?s laboratory.

In case of Muzaffarpur, the situation is no better. Sri Krishna Medical College and Hospital (SKMCH) and Kejriwal Maternity Clinic, from where casualties have been reported, again witnessed death of nine children today.

Wow. Is that a new definition? I haven't read that one before. I was under the impression that AES is any encephalitis that isn't JE. If we are going to start counting meningitis and malaria as AES, it is going to make the reporting much more confusing.

@ alert - I think that you have it right, AES is any undiagnosed encephalitis. I think that the Health secretary is merely saying that encephalitis can be caused by a variety of illnesses, none of which has been identified yet. Meningitis and Encephalitis are often used interchangeably in Indian reports especially where translation is involved.

Patna, June 8: Eighty-five children have succumbed to suspected encephalitis in the past three weeks, leaving health department officials in the lurch and unfortunate parents groping for answers.

The health department is still unaware of the exact profile of the disease, which has been mainly classified as acute encephalitis syndrome till now. Of the total number of deaths, 36 have been reported from Patna Medical College and Hospital (PMCH), 39 from Muzaffarpur and 10 from Anugrah Narayan Medical College and Hospital (ANMCH) in Gaya. Officials at the PMCH said since May 15, about 86 patients from 18 districts of the state have been admitted here with ?brain fever? symptoms ?high fever, convulsion and unconsciousness. Out of this, 36 patients succumbed to the illness within hours of getting admitted. Today, one patient was admitted and two children succumbed to the disease.

?In case of acute encephalitis syndrome, we can only give symptomatic treatment. In most of the cases, children died even before they could be managed or their blood and cerebro spinal fluid could be collected for diagnosis. Thus, it is difficult to ascertain the exact reason behind the deaths. On the other hand, there are several patients with acute encephalitis syndrome, who are now recovering after treatment,? said Sanjata Roy Chaudhary, the head of the department of paediatrics, PMCH.

?We had asked the Centre to provide us with 50 lakh Japanese encephalitis vaccines so that we could launch a mass vaccination drive. But the vaccines have not been made available to us till now,? he said in Gaya.
