    Assam focusses on reducing bird flu risk in humans

    Guwahati, Dec 19: Although culling operations are over in various parts of the state, Assam is now concentrating on reducing the risk of Bird Flu infection in the humans as cases of its relapse has been reported.

    Official sources today informed that such cases had been reported from Barpeta district where culling operation was officially over.

    Sources said so far, 265 people had fallen ill, adding they displaying flu-like symptoms with complaints of upper respiratory infection.

    Although culling operations had been ended in the affected areas under nine districts of Assam, some traders were selling poultry products to the unaffected areas, which had become a cause of concern for the authorities, according to sources.

    The veterinary officials informed that culling operations could not be completed satisfactorily in the Baska districts of lower Assam due to local religious sentiments.

    Meanwhile, addressing the media here, the Prevention of Ethical Treatment to Animals(PETA) officials today blamed the government officials for the outbreak of the avian flu, saying inefficient monitoring and farm filth had contributed to the growth of the dreaded disease.

    So far, districts of Nalbari, Chirrang, Baska, Barpeta, Kamrup, Kamruo(Metro), Bongaigaon and Dibrugarh had been affected, while cases of Bird Flu had been reported in Guwahati too, sources said adding the disease had hit retaurant and tourism business hard.

    ''This is the time for good business as people use to go out and party. But everything has gone down the drain. There is decline in the footfall of domestic tourist by at least 60 per cent. With chicken out of the menu, the restaurants are also incurring heavy losses'' said Pankaj Sinha of the Travel People, a chain of restaurant in the region.

    The poultry farmers are equally at loss. ''The poultry industry has been most adversely affected. We have lost Rs 2.21 crore so far,'' All Assam Poultry Farmers Association General Secretary R K Sharma said here.

    The Association demanded interest subsidy in line with the Maharashtra model, where 100 per cent loan subsidy was provided by clubbing the central and state subsidies.

    There were currently 15,500 poultry farmers registered with the association, with 5.5 people directly involved and twice as many indirectly related, Mr Sharma added.

    Underlining that poultry business in the state was exclusively small entrepreneur-based, Mr Sharma said, ''The compensation has been announced to be hiked. Even that is not enough to meet our losses. Moreover, the poultry farmers are yet to receive the revised rates.'' He also advocated such measures like confined poultry farming during winters for backyard farmers, as done in countries like Laos, Nigeria and Iraq.

    ''The backyard poultry got the virus from migratory birds. This had been the case in the state this time,'' Mr Sharma said.

    The hatcheries were incurring a daily loss of Rs 25 lakh, he said adding it was not possible to buy farm feeds as the item was clubbed under poultry products, whose sale and purchase had been banned.

    ''The scarcity of farm feeds even in the unaffected areas has led to such a situation indicating that all birds would die of starvation soon,'' Dr Koch said.

    Dr Koch estimated that the demand for chicken and ducks would have gone up two to three times during the season, adding the outbreak of bird flu had severely hit business.

      NEW DELHI, Dec 19 ? In what should set alarm bells ringing, at least 130 cases of Upper Respiratory Infection [URI] with high fever have been detected in Assam. None of them had history of handling dead or sick birds. The Centre has claimed that culling operation has been completed in Hajo, Rani and Azara blocks in Kamrup district. Culling activities are on in other epicentres. A total of 11,234 birds were culled, while a total of 564 animal health workers were deployed for the culling activity. They are on chemo prophylaxis.

      The Central Government has deployed RRTs in all epicentres. They are working with the State RRT teams. Active house to house surveillance is being followed in 0-3 km zone in all epicentres and in 3-10 km in phases. A population of 1,94,876 was covered in 0-3 km area and 2,26,975 in 3-10 km area.

      Further outbreaks have been notified in Bojali block Boitamari block and Guwahati Municipality.

        Instead a ''static'' number stated by some of the piece of news currently published on the web, the number of cases of upper respiratory tract infections and fever in general population and hospital outpatients appears to be variable according the day of surveillance.

        Here a summary:

        Dec 16

        - Central government has deployed RRTs in all epicenters. They are working with the state RRT teams.

                Four culling staff fall ill in Malda

                MALDA, Dec 21: At least four culling personnel were taken ill during culling and mopping operations in Malda last evening. One of them Mohd Ellius was admitted to the isolation ward for observation. According to the Malda CMOH, Dr Srikanta Roy, Mohd Ellius was suffering from abdominal pain.
                ?He does not have respiratory problem or influenza symptom so far. But we have kept him in the isolation ward for observation?, said Dr Roy. Besides Mohd Ellius, three others who were engaged in the culling and mopping operation were reported to have fallen ill.
                According to Dr Roy, one Mr Khagen Sarkar, who had fallen sick in course of the anti-Avian Flu operation, was recovering fast. ?He worked today in the field of his own accord as he feels all right,? said the official.
                Two others, one Mohd Sazzad from Satgharia and another person with the same name, from Sujapur, who were working as labourers, fell ill. However, according to health officials, their illness had nothing to do with the culling operation. ?Both were asthma patients and fell ill owing to the cold. They joined duty at the control room today,? said a health official.
                The Malda CMOH said that with the culling operation over in 13 moujas of Narhatta gram panchayat in English Bazaar, the block health workers have started surveillance work within 0 to 3 km radius from the epicentre of the Bird Flu outbreak and found 112 people down with cold and fever.
                ?This report has been sent to the state health department headquarters. No one has so far beenidentified as suffering from fever in the affected area,? Dr Srikanta Roy said.

                            ? Assam

                            - The first notification of Avian Influenza in Assam was in Hajo block of Kamrup district on 27.11.2008.
                            - Since then 12 other epicenters have been notified.
                            - The details of the epicenters are at Annexure-II.
                            - The last epicenter was notified on 16.12.2008.


                            ? Brief of containment operations

                            - Culling activities has been completed in all blocks except district Chirang.
                            - Mopping up and sanitization is underway in other blocks.
                            - A total of 3765 birds were culled [cumulative 4,05,001].
                            - A total of 660 Animal Health workers, deployed for the culling activity are on Chemoprophylaxis.


                            ? Surveillance

                            - Central government has deployed RRTs to cover all epicenters. They are working with the state RRT teams.
                            - Active house to house surveillance is being followed in 0-3 km zone in all epicenters and in 3-10 km in phases.
                            - A population of 2,65,247 was covered in 0-3 Km area and 1,06,847 in 3-10 km area.
                            - 110 cases of Upper Respiratory Infection [URI] with fever were detected [80 in 0-3 Km and 30 in 3-10 Km]. None of them had history of handling dead or sick birds.
                            - 32 cases of URI with fever in the outpatient department were detected in the identified health facilities.
                            - 1066 health workers were deployed for surveillance.
                            - Available details of epicenter-wise surveillance is at annexure-I.


                            ? Logistics

                            - 30,000 capsules of Tamiflu, 9,000 surgical masks, 900 personal protective equipments, 300 N-95 masks and 8 ventilators have been supplied by MoHFW.
                            - Sufficient anti-viral drugs and PPE are in stock with the State Government.


                            ? Communication

                            - Messages to create public awareness are being telecast/ broadcast in local channels and AIR.
                            - Local campaign such as miking and interpersonal communication is followed in all epicenters.


                            ? Monitoring

                            - Hon?ble Minister for Health and F.W. reviewed the situation with the State Health authorities of West Bengal, Assam, Bihar, Jharkhand and Meghalaya. The concerned Central Ministries/ Departments also participated in the meeting.
                            - The situation is being monitored on a daily basis.
