    April 15 2008 at 11:44AM Seoul - A poultry dealer who breached quarantine restrictions is suspected of spreading South Korea's bird flu outbreak, officials said on Tuesday as a suspected case was reported not far from Seoul.

    The agriculture ministry confirmed a sixth outbreak of the deadly H5N1 strain after the first was reported in Gimje, 260 kilometres south of Seoul, early in April.

    It said a suspected case has now been reported at a farm in Pyeongtaek, 70 kilometres south of Seoul, where 356 chickens died late on Monday.

    "The Pyeongtaek case is not good... and there is a good chance that the Pyeongtaek farm has been infected by the H5N1 strain," Kim Chang-Sup, a senior ministry official, told a briefing.

    Kim said he suspected that follow-up outbreaks, except for the initial cases in Gimje and its surroundings, might have been spread by a poultry dealer breaching quarantine.

    "A poultry dealer was found to have taken hundreds of ducks out of an infected farm in Gimje and supplied them to other retailers and restaurants in other regions," Kim said.

    He said the dealer was under investigation and police and quarantine authorities were trying to track records of his illegal trading.

    Authorities restrict the movement of birds, people and vehicles in infected regions. The trading of infected poultry is subject to fines or up to one year in prison.

    Apart from the confirmed H5N1 infections, which are potentially fatal to humans, 14 other suspected cases are being investigated.

    Authorities have so far slaughtered 1,9 million chickens and ducks in and around infected farms in the southern Jeolla provinces, a hub of the livestock industry.

    South Korea reported seven cases of H5N1 infection between November 2006 and March 2007, resulting in the temporary suspension of poultry exports to Japan, Hong Kong, Taiwan and elsewhere.

    But in June 2007 the World Organisation for Animal Health classified the country as free from the disease.

      Bird Flu Spreading Towards Seoul
      Bird flu outbreaks first reported early this month have spread to within 70 kilometers of Seoul despite efforts by local quarantine authorities to contain the disease, the government said Tuesday.

      The Ministry for Food, Agriculture, Forestry and Fisheries said a chicken farm in Pyeongtaek, Gyeonggi Province reported sudden death of birds on Monday.

      "Judging by the way the birds died off and the large numbers involved, there is a good chance that the Pyeongtaek chicken farm has been affected by the avian influenza," said Kim Chang-seob, the ministry's chief veterinary officer.

      If it is confirmed that the birds at the chicken farm died from the the virulent H5 strain of the bird flu, it would be a clear sign that the outbreak centered in the Jeolla region in the southwestern part of the country has spread.

      Kim said while detailed tests on the suspected Pyeongtaek outbreak won't be confirmed until later in the day, authorities culled the 26,000 birds at the farm.

      "If there is confirmation that the H5 strain killed the chickens, all birds raised in poultry farms within 500 meters will be destroyed independent of tests," he said.

      In addition to the suspected outbreak in Pyeongtaek, the ministry said three other cases were reported in the Jeolla region. This brings the total of reported cases to 36.

      Of these 20 have tested positive for the bird flu virus, with 14 undergoing tests. Of the total two of the sites tested negative for bird flu.

      Expert said they do not have not exact numbers of birds that have been culled so far this year, but hinted that it could exceed previous outbreaks.

      In the winter of 2003, authorities culled around 5.6 million birds, while in the outbreak of 2006, about 2.8 million birds were destroyed. (Yonhap)

          The quarantine authorities said they are investigating a suspected bird flu outbreak in Pyeongtaek, Gyeonggi Province, just 70 kilometers southwest of Seoul.

          It was the first report of a suspicious outbreak of avian influenza near the capital and adds to growing concerns that the disease could be spreading across the nation.

          The number of suspected bird flu cases rose to 36 as of Tuesday, according to the Ministry for Food, Agriculture, Forestry and Fisheries. Among them 20 cases are confirmed as the deadly H5N1 strain that can also be deadly to humans. There are concerns over the possibility of the disease mutating into one that passes from one person to another.

          More than 350 chickens were reported suddenly dead at a farm in Pyeongtaek and tested positive for the H5 strain of the avian virus. Blood samples from dead chicken were under examination to determine whether their deaths were caused by the H5N1 virus.

          They have also set up a prevention base and launched disinfecting measures in the region, designating it as a restricted area.

          They also checked the transfer of poultry products in the area over the past three weeks. They culled remaining chickens at the farm in Pyeongtaek. If tests show that chickens had died from the virulent H5 strain, all birds raised in nearly poultry farms will have to be culled.

          The authorities are desperate to stem the further spread of the bird flu, but it seems to be turning worse before getting better since serial outbreaks of the bird flu in the southern parts of the nation.

          On top of the outbreak in Pyeongtaek, three other cases of bird flue were reported in the Jeolla Province.

          Several outbreaks of the bird flu cases were first reported on April 2 in North Jeolla Province and they were also confirmed as H5N1.

          In 2006, the authorities had to cull 2.8 million birds. There have been 238 human deaths globally from the H5N1 strain and 376 confirmed cases of infection since 2003, according to World Health Organization data.

              Kim Chang-seob, the ministry's chief veterinary officer, said 23,000 birds at the farm in Gyeonggi province are being culled, while all movement of animals, people and vehicles within a 10-kilometer radius is being strictly controlled.

              He added that if tests show the chickens had died from the virulent form of the H5 strain, all birds raised in the nine poultry farms within 3 kilometers will be destroyed as a preventative measure.

              In addition to the outbreak in Pyeongtaek, the ministry said three other cases were reported in the Jeolla region, bringing the total number of reported cases to 36.

              Of these, 20 have tested positive for bird flu virus, with others undergoing testing.

              Expert said they have no exact numbers of birds that have been culled so far but hinted that this could be the most serious outbreak yet.

              In the winter of 2003, authorities culled around 5.6 million birds, while in the outbreak in 2006 about 2.8 million birds were destroyed.

                    Out of the eleven outbreaks observed up to date in the country, five were confirmed as HPAI H5N1 subtype and six as HPAI H5 subtype. Disease control measures including stamping-out have been implemented. Furthermore, viral RNA specific for HPAI H5 subtype was detected in nine farms during the surveillance conducted in the surveillance zone (a 10-km-radius area around each infected farm). Following the HPAI outbreaks, all chickens and ducks in the infected farms and in the farms in a 3-km-radius area around them were stamped out as a precautionary measure. Additionally, all ducks in farms in a 3 to 10km-radius zone around the infected farms were stamped out. Movement restrictions on poultry were applied in the surveillance zone. In order to investigate whether HPAI spread out into another zone or not, the surveillance will be enhanced all over the country. All parent stock duck farms will be tested for HPAI and trucks which proved to stop by the infected farm have been traced as one of the disease control measures.

                      The Ministry for Food, Agriculture, Forestry and Fisheries announced that the possible outbreak was in Pyeongtaek, Gyeonggi, just 60 kilometers (37 miles) south of the capital city.
                      The ministry is still investigating the case after a chicken farm owner in the region reported that 350 chickens had died in just two days. The 66-year-old owner, Kim Gwang-hyeon, has about 22,500 chickens.
                      The sudden deaths sparked an immediate disinfection operation, along with the culling of 75,000 chickens within a 500-meter radius of the Pyeongtaek farm. Authorities dispatched about 1,000 government workers to help quarantine the area, according to the Pyeongtaek officials.
                      ??We are all on alert,?? said an official who declined to be named. ??Most officials in the Pyeongtaek city government have gone there to kill and bury chickens.??
                      If it is confirmed that the chickens on the farm died from the highly contagious H5N1 bird flu strain, officials would cull all of the 263,000 chickens within a five kilometer radius of the farm.
                      The first confirmed outbreak of bird flu this year broke out at a poultry farm in Gimje, 241 kilometers southwest of Seoul.
                      ??We will intensify the quarantine to limit the outbreak,?? said Kim Chang-seop, a ministry official.
                      Along with the suspected outbreak in the metropolitan area, the ministry said that three other possible cases were found in Sunchang, Yeosu, and Naju in the Jeolla provinces.
                      Of the 36 cases reported during the past 13 days, a total of 20 cases of H5N1 have been confirmed at 17 farms in Gimje and Jeongeup in North Jeolla, and three in Yeongam and Naju in South Jeolla. The National Veterinary Research and Quarantine Service is conducting tests in other cases, including yesterday??s.
                      Meanwhile, public concern is rapidly growing as the outbreak moves towards Seoul. Experts said that the speedy spread of avian influenza already exceeded the number of previous bird flu outbreaks in Korea. A total of 19 outbreaks occurred in the winter of 2003 over 102 days. During the outbreaks of 2006, just seven cases were confirmed over 104 days, according to authorities.

                          Virologists, other authorities have reported seeing very different patterns than before In the wake of Chinese health officials having confirmed that a father caught H5N1 bird flu from his son last December - marking at least the fourth instance in which authorities believe there has been limited inter-family H5N1 transmission ? South Korean authorities have expressed concern that avian influenza has began to spread in an unusual pattern, another possible indicator of the virus?s rapid mutation.
                          As HSToday.us and HSToday have reported, current testing shows bird flu strains are undergoing rapid and troubling mutations that are pushing the viruses closer to being able to be passed between humans.
                          Meanwhile, Japan confirmed an outbreak of H5N1 in the western prefecture of Okayama, the third to be confirmed in the country this year, the Agriculture Ministry said in a statement.
                          The ministry said a separate outbreak was suspected after 23 birds died at a poultry farm in the southwestern prefecture of Miyazaki, site of two earlier H5N1 infections and Japan's biggest poultry-producing region.
                          Virologists and other authorities studying the outbreaks in South Korea have reported seeing very different patterns than before.
                          It had been believed that H5N1 was spread in cold weather by migratory birds, and that this was the most suitable environment for the virus to thrive in. But now, the latest eruption in infections in poultry occurred in April, which means the virus also is thriving in warmer environments.
                          The virus is certainly spreading faster than expected. First confirmed in Gimje April 2, within two weeks it has been confirmed on six other nearby farms in the South Jeolla area. On Monday, several suspected bird flu cases were reported at Iksan and Hampyeong, North of Jeolla Province. Authorities had confirmed 20 cases of bird flu as of Monday.
                          Officials from the Ministry of Food, Agriculture, Forestry and Fisheries said the virus in circulation is substantively different from previous patterns in 2002-2003 and 2006-2007.
                          Prof. Kim Woo-ju of Korea University Medical Center was quoted saying the virus could easily turn into pandemic influenza.
                          While the Korean government, which has been criticized for not taking strong measures against outbreaks, assured that warmer weather will kill off the virus. Other authorities around the world carefully monitoring the mutations H5N1 aren?t as optimistic that this flu virus will act in so predictable ways, since it hasn?t yet.
