Only one of the three cities' vital statistics offices have been providing data from death certificates for the entire 2010-11 season, so this could be skewing the data because in February 2007 there was at least one week were the high end of the range given was 22%. Perhaps one of the three cities typically exceeds 20% during the peak of flu season.
I have a call into the Maine Dept. of Health to look into it and will report back.
