DALLAS (CBSDFW.COM) - There?s a new battle in the fight against West Nile Virus, but it?s not about which insecticide to use, but how to use it: by air or by ground.

The Dallas County Medical Society board of directors voted 13-0 to recommend to Dallas County Health and Human Services that aerial spraying of insecticide should be utilized to combat West Nile Virus.

The increasing number of deaths, 8 in Dallas County alone, and the steadily increasing number of human cases were cited as reasons for the recommendation...

(CNN) -- A West Nile virus epidemic has prompted a public health emergency in Dallas County, Texas, where the disease has killed nine people, a judge declared Friday.

The virus there infected 175 people, said Patricia Huston of Dallas County Health and Human Services.

Dallas County Judge Clay Jenkins declared the emergency in his capacity as director of the county's Homeland Security and Emergency Management and instructed the department to file a local disaster declaration with the state.

"This declaration will expand our avenues for assistance in our ongoing battle with West Nile virus," Jenkins said in a statement.

Aerial spraying has been approved by the county commission and now only requires local municipal approval.

"Dallas County allows aerial spraying for West Nile virus"

"Suffering from the nation's deadliest outbreak of West Nile virus this year, Dallas County authorized aerial spraying of insecticide on Friday for the first time in nearly five decades to help fight the mosquito-born illness.

...Five planes have been requested for spraying the heavily populated northern part of Dallas as well as the nearby enclaves of Highland Park and University Park? the most affected areas ? but they won't be used until leaders in those jurisdictions approve, said Jenkins, who urged the cities to allow the planes in.

..."It seems like the avoidance strategy is not working, so now you have to kill the bug," said Dr. Rick Snyder, president of the Dallas County Medical Society.

The Texas Department of State Health Services this year has tracked 214 cases of neuroinvasive West Nile, the most serious form of the illness, including 89 in Dallas County. Noting that the peak season for the illness is just beginning, agency officials said they fear the state will break the record number for such cases ? 438 ? reported in 2003."

Texas West Nile Outbreak takes 16 Lives

HOUSTON — Dallas County officials have declared a state of emergency after the West Nile virus infected at least 190 people, killing 10, as the nation’s worst outbreak hits Texas.

An unusually warm winter and rainy spring in the Dallas-Fort Worth area and elsewhere in Texas has provided ideal conditions for breeding mosquitoes, West Nile carriers, officials said.

The emergency declaration in Dallas clears the way for state money and resources to fight the outbreak. In the coming days the county will deploy small planes for aerial insecticide spraying over hard-hit neighborhoods, in addition to ground spraying already underway.

Texans have contracted the highest number of West Nile infections and have suffered more West Nile deaths than any other state in the nation, according to the Centers for Disease Control and Prevention.

Statewide 16 deaths — including the 10 in Dallas County — have been reported so far this year, compared with two in 2011 and seven the year before, according to the Texas Department of State Health Services.

And the virus is spreading at a faster pace this year across the state. As of Monday, 381 West Nile infections had been reported in more than two dozen Texas counties, compared with 27 infections reported statewide last year in a handful of counties.

In Houston alone, about 95 percent of tested mosquitoes are carrying the virus...
