    ? A three member Central Rapid Response Team of MOHFW is stationed at Murshidabad to assist the state health authorities.

    ? Containment measures have been initiated as per the contingency plan of DADF. Culling of birds has started and so far 26963 birds have been culled and 1286 eggs have been destroyed.

    ? 353 poultry workers involved in culling operations have been put on chemoprophylaxis.

    ? The micro-planning for active surveillance has been done. Surveillance activities have started in 0-3 Km. Out of a total population of 119098 (spread over 52 villages), 103098 has been covered on 19.01.10. in 3-10 km area, the total of 16000 population have been covered. 80 cases of URI / fever have been identified in the community but only one of them has exposure history to sick/dead poultry.

    ? The identified hospital has reported 23 cases of fever with URI but none of them have history of contact with infected poultry.

    ? State Govt. has adequate stock of oseltamivir and personal protective equipment.

    ? Situation is being monitored on a daily basis.

      The outbreak, which started in Khargram block in Murshidabad, has already spread to the neighbouring Kandhi block. The villagers have demanded an increase in compensation and alleged that they are yet to receive aid for the 2008 outbreak.


      These include villagers from Borowan, Mahisar, Baliya, Kirtipur, Parulia, Khargram and Jaipur.


      As culling teams visited Borowan on Tuesday, locals stopped them from taking away their hens and ducks. Despite police escorts, the teams could not enter the villages. There are 59 culling teams working in the area, most of whom have been given police escorts.


      District Magistrate Perwez Ahmed Siddiqui said: ?People are not handing over their domestic poultry, be it hens or ducks. They fail to realise that all their birds will die and there is a chance of human infection. They are not allowing the culling teams to work. We are conducting awareness camps and I am speaking to them.?


      ?The compensation rate has been fixed by the Centre and we cannot change it. There were several anomalies in distributing compensation to households in these villages and we are trying to rectify it,? he added. For the first time, culling has been initiated within two hours of confirmation and payment made within 48 hours, said Siddiqui.


      Along with Siddiqui, state Animal Resource Development Minister Narayan Biswas have visited Khargram.


      Bird flu was confirmed in Nagar and Hajarbati in Khargram on January 14. At that point in time, the state government had earmarked 60,000 birds to be culled. Meanwhile, the Avian Influenza spread to new areas and affected Kandhi ? the block bordering Khargram. Though seven days have passed, only a little over 35,000 birds have been culled.


      Fearing a spread of H5N1 virus outside Murshidabad, the district administration has sealed its border with neighbouring Birbhum. Vehicles leaving Khargram and Kandhi are being checked by special teams. Khargram and surrounding Murshidabad were the worst-affected areas when bird flu broke out in January 2008.


      The state had incurred a loss of Rs 500 crore and nearly 40 lakh birds had to be culled. As many as 13 districts of the state were hit. Khargram in Murshidabad borders Margram in Birbhum ? the initiation point for the 2008 outbreak.


      ?Today, we have proposed to the state government that the compensation amount be hiked from Rs 50 for all birds to Rs 100 for hens and Rs 150 for ducks,? said Abul Kasem, Panchayat Samity Sabhapati in Khargram.
      As bird flu strikes again in Bengal,the state government seems struggling to contain the outbreak. The outbreak,which started in Khargram block in Murshidabad,has already spread to the neighbouring Kandhi block.

          Over 52,500 poultry culled in West Bengal

          New Delhi, Jan 22: bird flu
          in West Bengal spread to two more localities in Murshidabad district, health authorities here said Friday after over 52,500 birds were culled in the affected areas.
          "Two more epicenters surfaced in the Khargram block," a health ministry official said.

          Earlier, the outbreak of the flu was reported in Hazrabati and Nagar villages in Murshidabad Jan 14 and in Faridpur village of Burwan block Jan 17.


          "Containment measures have been initiated as per the contingency plan and culling of birds has started. So far 52,578 birds have been culled and 4,572 eggs have been destroyed," the official added.

          Officials also said that 301 poultry workers and veterinary surgeons involved in culling operations have been put on chemoprophylaxis.

          The surveillance activities are going on.

              Police aid bird culling teams in flu-hit areas

              BEHRAMPORE: After meeting with stiff resistance from villagers, the Murshidabad district administration, on Friday, took the help of police to
              forcefully cull poultry in the bird flu-affected areas of Khargram.

              Khargram BDO Kalyan Kumar Das and Kandi SDO Utpal Bhadra went to Sherpur and Nagar villages with a large police backup and oversaw the culling operations. Birds were forcefully seized from villagers who tried to resist the culling teams.

              "We have decided to forcefully cull birds from villagers who refuse to co-operate with us. In those cases, no compensation will be given," said Murshidabad DM Parwez Ahmed Siddiquie. "A large number of flu-affected birds are alive, as locals aren't handing them over hoping that the birds would get cured. We haven't got the desired success in culling ducks, too. If we keep even a single bird alive in the affected areas, there is a probability of an outbreak next year too. If the administration remains inactive, the virus might also spread to the human body. So, we had to take a stern decision."

              Khargram panchayat samiti sabhapati Abul Kashem said, "About 45 culling teams have been working for the past week in seven gram panchayat areas. By this time, the culling operation should have ideally got over but so far, we have culled only 55,000 birds."

              Villagers were also seen demonstrating against the district administration's move at several places.

              The Khargram sabhapati said that very few people had handed over ducks. "Villagers are handing over hens, since they have started getting compensation on the spot. But they aren't handing over ducks. Seeing this resistance, there was no option for the district administration other than forceful culling," he said.

              Barwan panchayat samiti sabhapati Krishnendu Roy said: "Last year, many people of my block didn't get the one-time grant of Rs 500 from the government. So, there is some unwillingness to hand over birds to the culling teams. Culling operations have also begun in some parts of Kalyanpur-I gram panchayat from Friday."

              He said there is an urgent need to revise the compensation. "There's not much difference in the rates for big and medium-sized birds. So, people are mostly only handing over the medium-sized birds, keeping the full-grown birds with them. We have appealed to the government and district administration to revise the compensation rates," Roy said.

                    Sea Route for Bird Flu Spread Blocked

                    Tuesday, January 26, 2010 at 7:57:30 PM The Orissa government has sealed all the sea routes in and out of the Kendrapara district after cases of bird flu cropped up in some of the neighboring areas of West Bengal.

                    District Collector Sishirkanta Panda revealed that the decision to seal the sea routes was taken in order to check the supply of poultry and chicks coming into the region and avoid spreading of the disease into the state.

                    ?The officials of Mahakalapada and Rajnagar blocks have been directed to keep a close watch on the supply of poultry from West Bengal and the coast Guards and fishery officials too have been asked to prevent the supply of poultry through the sea routes to the coastal pockets?, Panda said.

                    A Rapid Response Team (RRT) has also been organized in order to step up the vaccination program in the region. So far 23,000 poultry have been vaccinated in the region with the district administration receiving 10,000 additional doses in order to cope with a possible spread of the disease.

                    The Orissa government has sealed all the sea routes in and out of the Kendrapara district after cases of bird flu cropped up in some of the neighboring areas of West Bengal.

                        NEW DELHI: At least 409 people have been put on medication in bird flu-hit areas of West Bengal, health authorities said on

                        In the last few years, the country has not registered any case of human transmission of bird flu but there is always a possibility of human infection among the high risk groups.

                        "A total of 409 poultry workers, cullers, veterinary surgeons involved in culling operations have been put on chemoprophylaxis," a health ministry official said.

                        However, the ministry said that there is no cause for alarm and the state administration has adequate stock of medicine and personal protective equipments.

                        The outbreak of avian influenza was notified in Murshidabad district of West Bengal Jan 14. Since then, officials said, it has spread to several areas of the district.

                        "Containment measures have been initiated as per the contingency plan. Culling of birds has started and so far 116,824 birds have been culled and 11,409 eggs have been destroyed," the official added.

                        A three-member Central Rapid Response Team of health ministry is at Murshidabad to assist the state health authorities.

                          New Delhi, Jan 28 (IANS) While culling continued in bird-flu hit West Bengal, new epicentres have emerged since the government confirmed the virus Jan 14, health authorities said here.
                          Nearly 125,751 birds have been culled in the state, authorities said.

                          ?Culling of birds has started and so far 125,751 birds have been culled. About 15,453 eggs have been destroyed,? said a statement issued here.

                          Officials also said the avian influenza is spreading to new areas.

                          The government notified the outbreak in Hazrabati and Nagar villages in block Khargram of district Murshidabad Jan 14 and since then more epicentres - Haripur, Ninur, Pathai, Jhajra and Sankarpur - have surfaced in the same block, officials added.

                          State health authorities have also confirmed outbreaks in the Faridpur, Budua, Khorjona, Simulia villages of Burwan block.

                                (Agroviet-28/1/2010): At least 409 people are tracked in the medical area of avian influenza occurred in West Bengal, India.

                                In recent years, India has not ever happened infections bird flu in humans but the possibility that people infected in the target groups at high risk still exists.

                                A top Indian health officials said a total of 409 poultry, the culled poultry and vets involved in the work of destruction being preventive medication.

                                However, the Health Ministry said the country is not necessary to give the alarm for the current situation and India are still enough medicine reserves and medical equipment needed.

                                Avian influenza is recorded occurred in Murshidabad district, West Bengal on January 14. The officials said that so far, this flu has spread to service some areas in the district.

                                The destruction of poultry was carried out. So far, 116,824 poultry have been destroyed and 11,409 eggs also canceled.
