SEOUL, South Korea: South Korea reported the first bird flu outbreak in its capital Tuesday, prompting health authorities to kill birds at zoos in and around the city.
Bird flu began sweeping southern parts of the country last month for the first time in more than a year, forcing the slaughter of about 6.5 million poultry.
The Agriculture Ministry said initial tests confirmed an outbreak in poultry on the compound of a local government office in eastern Seoul, and further tests were under way to determine whether it was caused by the virulent H5N1 virus.
Results were expected later Tuesday, the ministry said.
Kim Chang-sup, an Agriculture Ministry official, said it is the first time bird flu has reached Seoul.
He said two pheasants that were brought to the Gwangin-gu local government office from a farm market south of Seoul had carried the disease. They died later and infected two other birds, he said.
Quarantine workers destroyed all 53 other pheasants, chickens and turkeys that were being raised in a cage at the government office for children to view, Seoul City Hall said in a statement.
As a precaution, officials also slaughtered 63 birds at Children's Grand Park, a major amusement park about 1.2 kilometers (less than a mile) from the outbreak site, and 191 birds at Seoul Grand Park, another theme park south of the capital.
Other birds at the two parks have been disinfected and put off limits to visitors, City Hall said.

Avian influenza was reported to have reached Seoul, Tuesday, 35 days after the first outbreak in the southwestern provinces. The ``ambush'' on the capital comes as public concern has been focused on fears over mad cow disease associated with imports of U.S. beef.
The Ministry for Food, Agriculture, Forestry and Fisheries confirmed the presence of avian flu at an aviary in Gwangjin, eastern Seoul, the first in the capital since the outbreak on April 1 in southwestern Jeolla Province.
The authorities have taken quarantine measures to prevent the flu from spreading further by decontaminating the aviary and limiting access to a nearby children's park and open market. They have yet to confirm if the disease is the H5N1 strain that can also be deadly to humans.
According to the Seoul Metropolitan Government, it first received a report that two pheasants were found dead on April 28 and later one turkey and two chickens.
The National Veterinary Research and Quarantine Service (NVRQS) examined the cause of the deaths and confirmed that the birds died of avian flu.
``We advise citizens to wash their hands after outdoor activities and avoid physical contact with birds,'' a city official said during a news conference at the City Hall.
NVQRS officials killed and buried all the chickens, ducks, pheasants and turkeys at the aviary and closed it down.

The tests were conducted by the National Veterinary Research and Quarantine Service. At first, officials were not convinced that the case involved the deadly H5N1 strain. But late yesterday, it was confirmed, government officials said.
Of 58 birds raised in the aviary, including chickens, pheasants, and turkeys, two pheasants died on April 28, followed by a turkey, a golden pheasant and a chicken, officials said. The other infected chicken was killed by quarantine workers .
Officials at the district office said that after the series of mysterious deaths, they asked the national service on Saturday to conduct tests to see whether their deaths were caused by bird flu.

Under the urgent quarantine efforts, the Seoul city government also disinfected a total of eight poultry farms in Guro and Gangnam districts to try to stem the outbreak.
The possible spread of bird flu to the nation¡¯s largest city has heightened public fears. With a population of more than 10 million, Seoul and its residents said that they are concerned about the rapid spread of bird flu outbreaks.
¡°I was totally shocked after I heard about Seoul¡¯s bird flu,¡± said 30-year-old office worker Lee Nyeong. ¡°It¡¯s a very serious issue because Seoul is the symbol of Korea.¡±
In the meantime, the Ministry for Food, Agriculture, Forestry and Fisheries announced that other possible bird flu outbreaks were found in Chuncheon farms in Gangwon Province and Cheonan farms in South Chungcheong Province.
Provincial government officials said that on-site tests were positive for avian influenza at the chicken and duck farms in Chuncheon and Cheonan, leading to the slaughter of 25,000 chickens and ducks.
No bird flu cases have been reported in Gangwon since the first outbreak was reported at a Gimje farm in North Jeolla Province at the beginning of April.
The ministry also confirmed that the virus was found at an Anseong, Gyeonggi, farm, causing the culling of about 100,000 poultry near the infected farm.
Since it was first detected, some 33 confirmed bird flu outbreaks, including the most current Anseong case, have so far been reported in six of nine provinces in the nation: Gyeonggi, South Chungcheong, North and South Jeolla, and North and South Gyeongsang, with more than 6.4 million birds killed.

Tests confirm bird flu in Seoul The bird flu pandemic that has spread to six of Korea's nine provinces hit Seoul last week, prompting the slaughter of poultry and decontamination efforts in the area.
Tests confirmed that two pheasants that died last week in a vivarium of the Gwangjin ward office in eastern Seoul were found to be infected with the H5 avian influenza, the city government said yesterday.
The district office requested the National Veterinary Research and Quarantine Service to conduct an inspection on Saturday after a turkey and two chickens died as well, and was informed of the AI infection Monday evening.
The quarantine service was to confirm later yesterday whether the AI outbreak in Seoul was highly contagious.
The ward office said that it bought the two pheasants from a livestock market in Seongnam in the southeastern outskirts of Seoul on April 24.
"Inspectors have been dispatched to the market to check for additional contamination and to find out how the pheasant got sick," a quarantine official said.
A countermeasures team led by the Agriculture Ministry is also looking into the possibility that waste from the ducks at a lake in Konkuk University, just 450 meters from the ward office, could have passed on the AI virus.
The quarantine team culled and buried 53 chickens in the Gwangjin-gu vivarium and took disinfection and precautionary measures around the area. Those who have visited the vivarium since April 24 were to take blood tests for possible contamination.
Authorities also limited access to the nearby Children's Grand Park, where half a million people have visited on Children's Day, and Gyeongdong market, where live poultry are traded. They also slaughtered nearly 300 birds in the Children's Grand Park and the Grand Park in Gwacheon, south of Seoul.
The countermeasures team has been making decontamination efforts in the eight bird-raising farms around Seoul's boundaries after the first AI infection was reported in early April in Gimje, North Jeolla Province.
As yesterday's announcement marked the first AI outbreak in Seoul, authorities decided to inspect and decontaminate all possible bird-raising places including duck restaurants in the outskirts.
The Seoul City government asked people to take extra caution, wash their hands after returning home and avoid contact with birds. Most of the initial bird flu cases reported this year were centered in the Jeolla region in southwestern Korea. The Food, Agriculture, Forestry and Fisheries Ministry and the Seoul city government confirmed yesterday that bird flu killed pheasants, hens and turkeys in a small zoo in the capital’s Gwangjin ward on April 28.
Authorities said the dead birds tested positive for the H5-type virus, or a mutation of the bird flu virus.
The cage in the ward office where the disease broke out housed 57 birds ranging from hens, ducks, pheasants and turkeys. The rest of the remaining stock was culled.
Another 63 birds spanning 10 breeds were killed at nearby Children’s Grand Park as well as 221 birds spanning 17 breeds at Seoul Grand Park in the southern suburb of Gwacheon. The two parks took preventive measures and put the zoos and their remaining poultry under quarantine.
A ministry official said, “Children’s Grand Park is 1.2 kilometers from the cage and proved epidemiologically unaffected. To root out the possibility of further contamination, we are conducting quarantine activities on nearby markets as well as the park itself.”
The Gwangjin Ward Office is also facing criticism for acting too late. It first killed turkeys after pheasants died, then culled other birds for two consecutive days following the first killing. The office, however, did not ask for a bird flu test until yesterday.
The Seoul city government checked through community networks if anyone was affected by the disease in the area through contact with the sick birds.

Suspected cases of bird flu were also reported in the eastern province of Gangwon. Authorities there said a rural village in Chuncheon had 56 of 73 hens and two of 10 ducks die. A preliminary test showed they had the virus and a thorough investigation is underway.
Furthermore, checkpoints on major roads are inspecting vehicles transporting poultry and disinfecting them.
Most contamination, however, is spread through small transactions at traditional markets, which poses difficulty in tracking how the disease spreads.
The pheasants that died at Seoul’s Gwangjin Ward, for example, were purchased in a traditional poultry market in the southern suburb of Seongnam on April 24. But it is also possible that wild ducks living nearby might have infected them.
The outbreak in Gangwon Province was also traced to small transactions at traditional markets, since the poultry raised by farmers near the affected household were found negative.

The Real Threat Is Bird Flu
All of the chickens, turkeys and pheasants being raised at a pen owned by a district office in eastern Seoul have perished since April 28 and authorities have confirmed that avian influenza was responsible for the death of the pheasants there. Last Sunday, scores of chickens and ducks died in Chuncheon, Gangwon Province, while authorities have confirmed that bird flu was the reason behind the deaths of chickens and ducks in Ulsan, as well as Yeongcheon in North Gyeongsang Province, Suseong district in Daegu, and Anseong in Gyeonggi Province. In just a month, the bird flu outbreak, which was first detected in North Jeolla Province in early April, has spread through the entire country except Jeju Island. So far, 6.5 million chickens and ducks have been culled, a lot more than the 5.2 million that were destroyed during the last bird flu epidemic in 2003-2004.
The cases of bird flu detected in Chuncheon, Yeongcheon and Seoul were passed on from a small handful of chickens and pheasants that were bought in open-air markets. The fact that infected chickens and ducks are being sold in open-air markets signifies that bird flu has penetrated deep into our midst. There are even experts who fear that bird flu might spread to common city-dwelling pigeons.
Until now, the disease erupted only during the cold winter months, but this year it’s happening in temperatures above 25 degrees Celsius. Nor did past outbreaks kill ducks en masse, but that is what is happening now. Experts are not ruling out that the strain this time is a mutated version of the virus that is becoming endemic to Korea. If that is true, then human infections are a real threat. Already, one soldier who took part in the cull showed signs of possible infection.
If avian influenza does spread to humans, the damage it would cause would be horrific. Since 2003, 379 humans have been infected with bird flu in 14 countries, mainly in Southeast Asia, and 63 percent of them or 239 have died. Even the Korea Centers for Disease Control and Prevention warned back in 2005 that a million people could be hospitalized and 30,000 of them die if bird flu becomes transmissible from human to human here.
Out of the 300 million Americans who have consumed U.S. beef, not a single one has contracted Creutzfeldt-Jakob disease, the human variant of mad cow disease. But out of the people who took part in prevention and culling efforts during the 2003-2004 avian influenza epidemic, four contracted bird flu. This was revealed belatedly in 2005 since the four had taken medication and shown no symptoms. Right now, the entire country is in uproar due to exaggerated mad cow disease fears. But the real threat we face is bird flu, which has crawled up right next to us. The government and the public must wake up.

Thus far all H5 infections in Korea this year have been H5N1. There have been no reports of low path H5. Similarly the H5 detected in northern Japan have also been H5N1, further supporting the likelihood that H5N1 has reached the South Korean capital.
A recent report on the 2007 outbreaks in Japan demonstrates that the H5N1 in Japan in early 2007 is closely related to the H5N1 in South Korea in late 2006, which was the Uvs Lake strain.
Therefore, it is likely that the H5N1 in South Korea and Japan this season is also closely related. The record outbreaks in South Korea likely played a role in Japan's decision to implement a pre-pandemic vaccination plan.
This decision was further support by reports of H5 in a soldier in Korea. Although South Korea has still not official confirmed that the H5 in the soldiers was H5N1, the lack of any reports of low path H5 in South Korea or Japan, coupled with the linkage of the soldier to culling operations on H5N1 leaves little doubt that the H5 infection in South Korea represents the first confirmed human case in South Korea or Japan.

Cause of Bird Flu Outbreak in Seoul Still Unknown
The cause of the virulent strain of bird flu which broke out at an aviary run by the Gwangjin District Office in eastern Seoul is still unknown.
Tests were conducted on a pheasant dealer's shop in the Moran Market in Seongnam, Gyeonggi Province and a poultry farm which were suspected by the Seoul city government and the Gwangjin District Office as possible sources of the disease. But the tests proved negative.
Officials from the Seoul city government and the Gwangjin District Office on Wednesday captured wild ducks living in the lake of Konkuk University campus, which is suspected as another possible source of the disease. The lake is located about 450 m from the infected aviary. The two authorities will send captured wild ducks to a lab for tests.
If the ducks turn out to be the source of the disease, there is a high chance that other wild birds in the vicinity have already been infected. This will make it all the more difficult to trace the cause of the disease and prevent its spread. A Seoul city government official said, "Tests of the pheasants in Moran Market were conducted after bird flu broke out. So despite the negative test results, we can't yet rule it out as a possible source of the disease. We're conducting intensive examinations and inspections with various possibilities in mind."
Since April 3 when the first case of avian influenza broke out in Gimje, North Jeolla Province, the Seoul city government has been disinfecting about 400 birds raised on eight farms in south Seoul every day. In addition, the city government has also been checking duck and chicken restaurants in the suburbs.
The Gwangjin District Office, which witnessed the outbreak of bird flu in its own district, has printed 100,000 leaflets on symptoms and preventive measures of bird flu, which it will distribute to all households in its area from Thursday.
Seoul City said, "Unlike rural areas, there are no poultry farms near the aviary in Gwangjin District. A suspected case of bird flu has been reported at a farm in the upper part of South Korea, officials said Thursday, raising concerns that the deadly disease is spreading across the nation despite the government's stepped-up quarantine efforts.
The Ministry for Food, Agriculture, Forestry and Fisheries said that tests were underway to determine whether the massive death of ducks and chickens at a farm in Ansung, around 100 kilometers south of the capital, had been caused by avian influenza.
The farm reported that 502 out of 105,000 poultry it raises died on Wednesday. It is located just 4.8 kilometers away from another farm where a large number of poultry have recently died because of a highly pathogenic strain of bird flu.
Earlier in the day, tests found that the "H5" avian influenza virus was the cause of the death of poultry in Chuncheon and Busan in eastern and southeastern regions of South Korea, though further probe was needed to confirm whether the virus is highly virulent, the ministry said.
As of Thursday morning, the number of confirmed cases of highly virulent avian influenza stood at 34.
Most of the initial bird flu cases reported this year had been centered in the Jeolla region in southwestern South Korea. It has since spread to most other regions.
On Tuesday, the highly virulent strain of avian influenza was found in two dead chickens from a bird vivarium in Seoul.
The outbreak in the nation's capital raised alarm that the poultry epidemic is spreading nationwide beyond control.

Pigeons Strike Fear Into Citizens

``Are these pigeons safe?'' Citizens express fear towards pigeons and magpies on the streets after dead birds found at an aviary in Gwangjin, eastern Seoul, were confirmed to have the H5N1 strain of the bird flu virus that can be deadly to humans.
At parks, plazas or apartment complexes where birds flock, pedestrians dodge the menacing birds like something out of Hitchcock's movie - The Birds. Some people cover their nose or eyes and a few even wanted to slaughter them all.
``This morning I told the kids never to touch the birds nor feed them,'' said a 68-year-old woman who took her kid to Boramae Park in Seoul, Thursday. ``You get very cautious after hearing that the bird flu may be just around the corner.''
At Seoul Station plaza, where hundreds of pigeons live and walk around, people tried to keep their distance, bracing themselves against walls if one came too close. A citizen said, ``Let's just get rid of all the pigeons like we killed chickens or ducks if there was the slightest possibility of them carrying the disease.''
Local public health offices are receiving hundreds of phone calls from people asking about the precise symptoms of bird flu and saying they might have caught it. Especially those who had visited the children's park next to the aviary, who complained of soar throats, high fever and other ailments. ``Many of them just had cold,''' a staff member at the office said.
The government set out several measures to ease people's anxiety. They have shut down the aviary and given only limited access to the children's park and traditional open market where the dead pheasants were sold. Quarantine officials and volunteers also tried to isolate 40 birds in Ilgam Pond inside Konkuk University, right next to the aviary.
It has also been decided that the zoo inside Seoul Grand Park in Gwacheon will be shut down should a case of bird flu be reported within three kilometers.
The government has begun informing people of the avian influenza. ``Experts say the virus could be carried in the air, but it does not mean all surrounding air contains the virus,'' a city government spokesman said.
It also told citizens to refrain from touching birds at parks or ponds in the neighborhood.
The spokesman asked parents to take extra care of their children. ``There are chicks sold in front of elementary school front gates. We know many children want to buy or touch them because they look cute. But they may touch their excrement, the most likely thing to contain contagious materials,'' he said.
Prof. Kim Jae-hong of Seoul National University said there is little chance people will get infected by such a virus by simply passing by them or being in the same open area. ``I think the reason there were cases of human contraction in Southeast Asian countries such as Vietnam is because their culture is to breed such animals indoors and therefore they get in contact with their excrement easily,'' he said.

Government vows to step up bird flu fight
The government will announce a comprehensive scheme today to cope with the bird flu that has spread across the nation since its first outbreak last month.
After being initially discovered in the southwestern Jeolla region, the virus has spread to the southeastern Gyeongsang region and Gyeonggi Province, finally hitting Seoul last week. The flu continued to make its way to Gangwon Province and other parts of Gyeonggi Province yesterday.
The government and the ruling Grand National Party plans to hold an emergency meeting this afternoon, a move that comes after state health authorities issued urgent warnings to all hospitals across Seoul on Wednesday.
"The fact that bird flu was discovered at the nature learning center in Seoul highlights the seriousness of the problem," said Cho Yoon-sun, the spokeswoman of the ruling Grand National Party. "There's a great possibility that public health may have been affected by the incident since tens of thousands of citizens visited the nearby park located in the capital on May 5, Children's Day."

Over half a million people visited the nearby Children's Grand Park on Children's Day, following the deaths of two pheasants and five other birds, which were confirmed to have bird flu, in Gwangjin, eastern Seoul. This is the first time the virus has hit the capital. The National Veternary Research and Quarantine Service said another case of highly pathogenic avian influenza -- which could lead to disease in people -- was additionally discovered from some 58 dead ducks and chickens in Chuncheon, Gangwon Province.
As a follow-up measure, the regional government held blood tests and medical examinations, as well as inserting antiviral drug Tamiflu to those most vulnerable to the virus, such as residents living in farming areas and health officials in charge of decontamination, its officials said. A public health center in the region was also designated as an avian influenza emergency care center to effectively deal with the bird flu virus.
In Anseong, Gyeonggi Province, about 14,000 ducks were slaughtered yesterday, after a test showed that the ducks were most likely infected with avian influenza. However, the outcome of a detailed examination to determine whether it is a case of highly contagious avian influenza, will be revealed this morning.
So far, a total of 34 cases of highly pathogenic avian influenza have been confirmed nationwide, excluding the case in Chuncheon, Gyeonggi Province, according to the Ministry of Food, Agriculture, Forestry and Fisheries. A final test result must show that the birds are positively infected with the virus to become a confirmed infection case.
