Bangladesh-Bird Flu.

BANGLADESH - The veterinary authorities have sent a report to the World Organisation for Animal Health (OIE) about a new case of highly pathogenic avian influenza (HPAI).

The Bangladeshi veterinary authority sent Follow up Report No. 14, dated 10 February, to OIE describing one new case of HPAI.

It occurred in a flock of 1500 commercial birds in Dhamgar, in the Narayanganj district of Dhaka. There were 661 cases, all of which died. The rest of the flock was destroyed.

The presence of the H5N1 virus was confirmed.

DHAKA, Feb. 16 (Xinhua) -- Bangladesh's authorities have so far culled about 10,500 chickens this year following fresh outbreak of bird flu, a senior government official said on Monday.
Director of Bangladesh's Fisheries and Live Stock Department Muhammad Salehuddin Khan told Xinhua on Monday, "We have culled over 8,500 chickens in January after detecting avian influenza in some commercial farms and households across the country."
He said, "This month we also culled around 2,000 birds including 1,200 on Monday after detecting the disease in two commercial firms at central Manikgonj and Narayangonj districts and one household in capital Dhaka."
Fresh outbreak of bird flu was detected in Bangladesh in December last year with arrival of winter season when the authorities said that they culled nearly 10,000 chickens in 5 out of all 64 districts of the country.
Khan expected that there will not be massive outbreak of the disease this time, saying, "We're near to the end of dangerous period meaning winter season which is the high time for outbreak of the disease."
"We have taken special steps like motivating farmers to adopt preventive measures since the disease found to reemerge in December 2008 to contain its outbreak," he said.
The bird flu was first detected in Bangladesh in a poultry farm near capital city Dhaka in March 2007.
The situation deteriorated later on as the virus spread fast across the country with the H5N1 virus outbreaks reported in 47 districts of the country between December 2007 and March 2008.
About 50 percent of the country's 150,000 poultry farms were closed and more than 1.5 million chickens, ducks and pigeons were culled as of the end of March last year.

THE Indian poultry and livestock producers are considered to be far ahead of Bangladesh in terms of more cost efficient rearing and marketing of poultry birds and cattle. This efficiency in production in the neighbouring country has meant the lower prices of smuggled Indian poultries and livestock in the market of Bangladesh. This also means the coming into Bangladesh of avian influenza-infected birds and eggs from India. The authorities have taken measures from time to time to stop the smuggling of Indian poultry products and livestock. But the tasks have been rendered very difficult because of the substantial price differences between the Indian producers and their local equivalents that favour the former.

Some quarters in Bangladesh lament their losses due to the challenge from across the border. But this challenge must necessarily be met not by shifting blame on unfair trade practices but by making the local rearing of poultries and livestock much more efficient. Bangladeshi producers have to acquire much more practical knowledge about weather, use of chemicals, standard of animal feed and hygienic aspects. Technical assistance for this can be sought by representative associations of poultries and livestock producers from foreign sources.

From the government's side, stress should be given afresh on increasing production in the livestock and poultry sectors through various incentives. But it is equally important to develop adequate support services for these sectors specially in relation to poultry and livestock epidemics. A large number of poultry birds in both the farm and non-farm sectors die from a disease called ranikhet. Cows and goats also die in large number from illnesses and the presence of veterinary services is negligible. Avian influenza has started spreading in different poultry farms across the country again as department of fisheries and livestock detected the bird flu virus and culled birds at different places.
Up to March 3 this year, a total of 16,63,702 chickens were culled since 2007 when bird flu was detected first in the country.
Authorities yesterday culled 2,095 chickens and destroyed 205 eggs following detection of bird flu in Netrakona and Gaibandha.
Earlier on February 28, 188 chickens were culled and 60 eggs destroyed, according to the website of the Ministry of Fisheries and Livestock.
Our correspondent from Netrakona reported that a total of 1,595 chickens and 205 eggs were destroyed at a poultry farm at Kendua upazila in Netrakona.
Officials at Netrakona District Livestock office said they detected bird flu virus at a poultry farm owned by Russell Ahmed at Rampur village under Kendua upazila Thursday night.
?The virus was found when dead chickens of the farm were examined at the district livestock laboratory by rapid antigen detection test (RADT),? said an official.
The laboratory test was conducted on information that over a dozen of chickens died in the farm during the last three days, officials said.
Our Gaibandha correspondent reports: The livestock department of the district yesterday culled around 500 chickens at Uttar Kazibari village under Sadullahpur upazila immediately after detection of bird flu virus in the areas.
Sources said some 18 poultry birds died at the farm owned by Abdul Hannan. Following the death of birds, Upazila Livestock Officer Dr Uttam Kumar Das took samples of the dead chickens and found the existence of avian influenza in the body of a bird.
A team later collected 500 poultry birds, including chickens, and destroyed the birds on Upazila Parishad Complex.
?The government has been alert enough this season to monitor bird flu cases. Wherever any bird flu virus is detected, authorities are taking measures to check its outbreak,? said Dr Giasuddin, chief scientific officer at Bangladesh Livestock Research Institute.
The government with assistance from the UN Food and Agriculture Organisation (FAO) has employed field volunteers since October 2008 to strengthen surveillance of bird flu in rural areas, he said.
According to the official website, the government found the presence of the H5N1 virus at 308 farms in 47 districts and culled chickens of 568 farms until March 3.
Outbreaks of the virus generally occur after the end of the rains in October and continue until early June when the rains return.
Four hundred and eight confirmed cases of bird flu patients worldwide have been reported to the World Health Organisation (WHO) since 2003. Of these, at least 254 had died as of 18 February 2009. Most of them had close contact with sick birds.

Avian flu situation under control

Various preventive measures of the government have been intensified further to check spread of avian influenza in the country's northern region, official sources yesterday told BSS.

Following recent spread of the bird flu at places in Dinajpur, Taraganj in Rangpur and neighbouring country, the Livestock Department, administrations, poultry farm owners and other organisations have taken the measures.

The situation remains under full control and no incident of any human infection has been reported from anywhere in the region and a high alert have been put along the border to prevent entry of poultry birds from outside, the officials said.

Following detection of bird flu infection in Dinajpur on last Friday and at Mimi Poultry Farm at Taraganj Upazila town in Rangpur yesterday, the concerned authorities started hectic efforts in containing the further spread of the diseases.

Sources at the land ports at Hilli, Burimari and Sona Masjid today informed BSS that since the recent outbreaks of the poultry bird disease, spraying of the incoming vehicles have been intensified at all entry points.

The bordering sources told that special measures have been taken along the whole border on Kurigram, Lalmonirhat, Nilphamari, Panchagarh, Thakurgaon, Dinajpur, Joypurhat, Naogaon and Chapainawabganj districts to resist any intrusion of eggs, poultry birds and chicks.

Officials at Hakimpur Upazila Livestocks Office in Dinajpur said each of the incoming vehicles through Hilli Land Port there is being properly sprayed for at the entry point to prevent entrance of bird flu viruses.

Similar steps have also been taken at Burimari and Sona Masjid land ports in Lalmonirhat and Chapainawabganj respectively, concerned Livestock and Customs officials said.

On the other hand, the district and upazila level monitoring committees for preventing spread of the disease have been conducting awareness building activities for the poultry farm owners and common people and disseminating necessary information.

District Livestock Officer of Rangpur Dr Rousanazzaman told BSS that special teams are monitoring all poultry farms and zoos in the district and providing necessary suggestions to the poultry farm owners and workers to prevent spread of the disease.

Necessary directions are being provided from the directorate of the Avian Influenza Preparedness and Response Project of the Livestock Department (DLS) from Dhaka to its field level staff at all district headquarters in the country to address the issue.

"We are suggesting the common people and poultry farm owners about preventive measures like washing hands with soaps, detergents or charcoal ashes soon after contacting ducks, chickens and their eggs and keeping ducks separated from chickens," Dr Rousanazzaman said.

"We are also suggesting them to inform the authorities after knowing any unusual death of birds, bury the dead birds, not to touch their faces without washing hands after looking after poultry birds," he added.

The Regional Animal Disease Investigation and Research Centres at Joypurhat and Gaibandha are also conducting necessary activities and tests of the dead poultry birds for preventing spread of avian influenza disease in the region, the officials said.

The Ministry of Fisheries and Livestock, Government of Bangladesh has reported six H5 poultry AI outbreaks in six districts in last week of March, i.e. Dinajpur, Patuakhali, Chittagong, Rangapur, Narayanganj and Gaibandha.

As of 31 March 2009, a total of 316 outbreaks had been recorded in 47 districts out of 64 districts of Bangladesh.

A total of 1,67463, 808 chickens have been culled.

Previous outbreaks have been reported in the districts of Dhaka, Chittagong, Kurigram, Naranyanganj, Mirpur, Manikgonj and Thakurgaon during January-February 2009.

So far, the first and only human case of H5N1 infection occurred in January 2008.
