Santa Catarina registered the first case of avian flu in the history of the state, informed the Integrated Agricultural Development Company (Cidasc) this Tuesday (27). The virus, according to the organ, was identified in a wild bird of the species Trinta-Réis-Real.

According to Cidasc, there are no commercial production properties within a 25-kilometer radius of the focus located in São Francisco do Sul, in the north of Santa Catarina. The case was also confirmed by the Ministry of Agriculture.

The samples were processed at the Federal Laboratory for Agricultural Defense in São Paulo, recognized by the World Organization for Animal Health (OMSA) as an international reference in the diagnosis of Avian Influenza. The diagnosis was confirmed on Monday (26).

The city of São Paulo recorded this Thursday (6th), the first case of avian influenza of the H5N1 subtype, according to data from the Ministry of Agriculture.

Like almost all records, the case in São Paulo was confirmed in a wild bird. In Brazil, there are 60 confirmed cases of avian flu in wild animals and one in poultry for subsistence (sustenance of residents), in the municipality of Serra, in Espírito Santo.

There are no records of contamination of the disease from the consumption of properly prepared chicken or eggs, says the World Health Organization (WHO).

The case in São Paulo is of the bird of the species Trinta-réis-real. Most foci were found in the state of Espírito Santo.​

Still according to her, the Agricultural Defense is present in the municipality to establish the focus perimeter, aiming at isolating the affected area. “The region is being monitored, especially in places with a high concentration of the bird in question,” he says.

“On Monday (10), monitoring of subsistence birds will begin with actions coordinated by the CDA, together with the City Hall’s Zoonoses Control Center (CCZ).

At the moment, the State of São Paulo has seven positive cases of avian flu, all in wild birds, positive in the municipalities of Ubatuba, Caraguatatuba, Guarujá, São Sebastião and Pirituba, in Greater São Paulo. In Brazil, there are 61 cases of the disease.

As a result of the high level of awareness established in the region, due to previous confirmation of HPAI cases in wild shorebirds, the official Veterinary Services received a notification of domestic birds showing clinical signs in a multi-species backyard flock. The birds identified with the H5N1 virus are wild, not compromising the international trade of poultry products from Brazil.

The Ministry of Agriculture reported that three new outbreaks of highly pathogenic avian influenza (IAAP, H5N1 virus) in wild birds were detected in Brazil. In total, there are 72 cases of the disease in wild birds in the country and two outbreaks in subsistence production, domestically raised.

According to the ministry, there are five other ongoing investigations, with sample collection and no conclusive laboratory results.

Notifications in wild and/or subsistence birds do not compromise Brazil's status as a country free of IAAP and do not bring restrictions to international trade in Brazilian poultry products, as provided by the World Organization for Animal Health (OMSA).

Avian flu: states declare animal health emergency

Last Tuesday (25), four more states complied with the recommendation of the Ministry of Agriculture and declared a zoosanitary emergency. The measure was adopted by Espírito Santo, Bahia, Mato Grosso do Sul and Tocantins and is valid for 180 days. Days earlier, on Friday (21), Santa Catarina had already declared entry into the emergency phase.

The recommendation is from the Ministry of Agriculture for the states: those who indicate that they are in a zoosanitary emergency situation will be able to access Union resources to contain the spread of avian flu .

The federal government had already declared a state of emergency throughout the national territory on May 22, which made it possible to release R$ 200 million in resources directed towards actions to control and combat highly pathogenic avian influenza (IAAP ) .

Federal government and ES: measures against avian flu

Zoosanitary emergency declarations allow states to have access to federal financial resources to implement actions to prevent and fight the disease.

The governor of Espírito Santo , Renato Casagrande, informed that the decision was taken after an agenda with the Minister of Agriculture, Carlos Fávaro, and other governors last week. The State has 29 confirmed cases of the disease, 28 in wild birds and one in subsistence production, called domestic breeding.

Bahia and Mato Grosso do Sul joined the zoosanitary emergency

Bahia published a similar decree last Saturday (22), justifying that the measure follows a “national agreement” between the ministry and the states . Governor Jerônimo Rodrigues highlighted that “this joint action between the states and the federal government is a way of showing our responsibility with poultry production and respect for large producers. But also small-scale production, ranging from the backyard producer to a smaller farm. In other words, the food production system and the national economy”

Bahia is part of one of the main migratory routes of wild birds that cross the continent, the Northeast Atlantic Route. The State accumulates four registered cases in wild birds.

In the Midwest, the state of Mato Grosso do Sul reported that, even without outbreaks of highly pathogenic avian influenza, it will reinforce preventive and monitoring actions to prevent the entry of the virus. The State asked the federal government to contribute BRL 2.7 million to reinforce sanitary barriers and mobile inspection units.

According to the Secretary for the Environment, Development, Science, Technology and Innovation (Semadesc), Jaime Verruck, in an official note, the state has had sanitary barriers in Corumbá since February. “In fact, together with Avimasul (Poultry Farmers Association), we installed the sanitary arch to disinfect trucks. Now we have barriers on the border with Paraguay.”

Tocantins on the route of migratory birds

Tocantins also declared a zoosanitary emergency, aiming to guarantee the effectiveness of prevention and coping measures, and reinforces the alert for the possible entry of the virus in the State.

According to a note from the Agricultural Defense Agency (Adapec) of Tocantins, the declaration will allow access to federal financial resources , logistics and other materials necessary for the execution of preventive actions. ” In addition, Adapec emphasizes that the “Central Brazil” route for migratory birds comprises the Araguaia and Tocantins rivers and passes through the territory of the State.

The Secretary of Agriculture and Supply of São Paulo informs that, in response to a request from the Ministry of Agriculture, Livestock and Supply (Mapa), it decreed a state of zoosanitary emergency in SP, on a preventive basis, for 180 days, due to the detection of infection by the highly pathogenic H5N1 avian influenza virus (HPAI) in wild birds in Brazil. The measure aims to reduce bureaucracy in disease prevention and control actions.

São Paulo has 13 confirmed cases in 8 municipalities, all in wild birds. There are no suspected cases in progress. The Coordination of Agricultural Defense (CDA), of the Secretariat of Agriculture and Supply (SAA), acts in defense activities since the first case and reinforces that the consumption of poultry and eggs does not transmit the disease.

Sick or dead birds must not be handled without using personal protective equipment (PPE) and the Agricultural Defense must be called immediately in case of any suspicion of the disease or identification of dead birds.

Transparency

The CDA makes available on its website a panel with an updated overview of the disease for queries regarding confirmed cases and care provided throughout the state. In addition, it informs on its social networks updated information with the number of animals inspected, active surveillance, discarded suspicions and in progress.

The State Secretariat for Agriculture, Livestock, Fishing and Supply (SEAPPA) reinforces that the disease is under control, registering 16 cases in nine municipalities, but only in migratory wild birds.

For the Secretary of Agriculture, Dr. Flávio, the measure allows for a faster response in cases of new outbreaks of avian flu, and the need to safeguard commercial and subsistence poultry farming in Rio de Janeiro.

- The measure is protective as it facilitates access to resources and materials for a prompt response in case of new notifications of suspicion of the disease. With this decree we can act much faster, our team in partnership with various bodies and entities are attentive to the issue - highlights the secretary.

It is noteworthy that the disease is not transmitted by the consumption of poultry meat or eggs. Human infections with the Avian Influenza virus occur through direct contact with infected birds (dead or alive). The Ministry of Agriculture and Livestock (Mapa) has made available a BI (Business Intelligence) panel for consultation of confirmed cases, which can be consulted by the public.
