On October 10, the official Weibo account of the Hulunbuir Municipal Media Convergence Center issued a "Plague Prevention and Control Risk Warning":
Recently, reports of a staff member at the Irkutsk Plague Prevention and Control Institute in Russia dying from pneumonia of unknown cause have drawn widespread international attention, according to online public opinion monitoring. While the specific cause of the incident has not yet been officially confirmed, given the nature of the institution involved and the area's unique natural plague foci, the event has sparked discussion about potential public health risks.
Hulunbuir City has not reported any human cases of plague since 1927. In recent years, the Hulunbuir Municipal Center for Disease Control and Prevention has also not detected any plague outbreaks among rodents during routine plague surveillance. Based on comprehensive assessment, the possibility of a plague outbreak in the city is low . However, Hulunbuir City is a natural historical plague focus and borders the Russian Far East, resulting in frequent cross-border travel. To further strengthen plague prevention and control and protect public health, the Hulunbuir Municipal Center for Disease Control and Prevention reminds the public to understand and effectively prevent plague! Individuals from plague-endemic areas in the Russian Far East are advised to closely monitor their health. If suspected symptoms appear, they should immediately seek medical attention at the nearest medical institution and truthfully disclose their travel history to plague-endemic areas.
Plague is a Class A infectious disease caused by Yersinia pestis, commonly known as "Disease No. 1." It is characterized by rapid onset, high infectivity, rapid spread, and high mortality. It is mainly transmitted through flea bites, contact with infected animals, and respiratory droplets. The incubation period is 1-6 days, mostly 2-3 days, but can be as long as 8-9 days. Sudden onset includes high fever (39-41℃), chills, severe headache, vomiting, diarrhea, rapid heartbeat, and decreased blood pressure; severe cases can rapidly progress to confusion, delirium, and coma. It is mainly divided into bubonic plague, pneumonic plague, and septicemic plague. With the advancement of medical science, plague is now completely preventable, controllable, and treatable . Proper isolation and early antibiotic intervention can effectively save lives ; there is no need for excessive panic.
Protective measures
Three no's
Do not enter the epidemic area to hunt or capture any wild animals that may cause disease, and do not touch or pick up dead rodents, marmots or other wild animals found in the wild.
Do not skin, process, or consume any wild animals that may carry diseases, and absolutely avoid consuming wild game of unknown origin;
Do not carry or transport live animals, carcasses, fur, meat products, or other related products of animals that may cause infection into or out of the epidemic area without authorization.
Three Essentials
First, proactively report any abnormal situations, such as the appearance of dead rats or animals of unknown cause in the vicinity, or encounters with people exhibiting unexplained persistent high fever, sudden death, or suspected plague symptoms, and report to the community or disease control departments.
Secondly, we must carry out environmental disinfection, keep our homes and surrounding public areas clean and tidy, and regulate the raising of pets such as cats and dogs and livestock.
Third, suspected cases must be handled promptly and properly. Once a suspected case of plague infection is discovered, the individual must be immediately isolated and controlled on the spot, and the case must be reported in accordance with regulations.
Sango
Take precautions outdoors: When going to the wild for grazing or recreation, be sure to wear long sleeves and long pants, and if necessary, wear a protective hat and flea-proof gloves to avoid direct skin exposure, stay away from rodent burrows, and prevent mosquito and flea bites and infections.
Conduct daily health monitoring: If symptoms such as fever, chills, swollen and painful lymph nodes, cough and fatigue appear, which are suspected to be symptoms of plague, stop your activities immediately, report the situation in time and seek medical attention.
Strictly abide by the epidemic prevention regulations in the epidemic area, do not enter or leave the epidemic area or come into contact with the source of the epidemic without any protective measures, and take good personal protection measures.
