Culling again in flu zone

Malda, Dec. 23: Culling will resume in the bird flu-hit areas of Malda tomorrow, two days after the government announced the job was over.

Animal resource development director Kamala Kanta Saha, who was here today to see how well the job had been done, saw chickens hopping around, instead.

?The mop-up operation will continue for the next three months,? he said while going around Narhatta.

Saha himself culled sev- en ducks and five chickens. ?I saw many birds and killed some. We don?t want the virus to stay in the area by any chance,? Saha said.

Malda district magistrate Sridhar Ghosh had yesterday said that all birds within 3km of Narhatta village had been killed.

Today, he said: ?The animal resource director has told us that the mop-up has to continue. We are getting in touch with the panchayats so the operation can be smooth.?

From tomorrow, mop-up teams will go on ?surprise visits? to the 19 mouzas in the Narhatta gram panchayat area.

Akram Hossain, the CPM chief of the Englishbazar panchayat samiti, blamed the district administration for the glitch. ?The administration failed to make use of panchayat functionaries during the culling operation. They called the Narhatta gram panchayat pradhan to one meeting and that was it. As a result, many villagers either hid their poultry or took them away to relatives outside the culling areas.?

Hours after district magistrate Ghosh asked an offici- al on Sunday to seek political parties? help to ensure smooth culling, the operation was declared over.

By then, many villagers had come to know that they were not entitled to any compensation for handing over their chickens and ducks during the mop-up drive. They released their birds from the coops or hid them.

Bird Flu: Students likely to have extra classes

MALDA, Dec. 23: The Malda district magistrate, Mr Sridhar Ghosh, today wrote a letter to the district inspector of schools, asking him to suggest Norhatta GS High School authorities to conduct extra classes for the students who could not attend school where a control room was set up for combating Bird Flu. The classes were disrupted for seven days.
It may be noted that after detection of Bird Flu virus at Narhatta Gram Panchayat area, the district administration had requisitioned the high school for setting up a control room there for carrying out culling, mopping and disinfection exercises from last Monday.
As a result, the school authorities declared holiday for seven days. Following a media report that teachers were enjoying the holidays while students were being deprived of regular classes, the district magistrate took such decision.
After going through the report, the district magistrate, Mr Ghosh had expressed regret about the situation which compelled the administration to requisition the school to contain the Bird Flu virus.
?I have told the district inspector of schools to look into the matter and asked him to suggest alternative arrangements in the interest of the students who could not attend school at the time of culling operations were on,? Mr. Ghosh said today.
The administration would vacate the school soon after conducting disinfecting whole premises. The Malda district inspector of schools, Mr Chinmay Sarkar, said: ?The DM's letter is yet to reach my office.?
?I must discuss the matter with the district magistrate after receiving his letter,? Mr Sarkar said.

ARD chief directs mopping to continue

MALDA, Dec. 23: the director, ARD, Mr K Saha today inspected the Bird Flu affected areas in Malda and instructed local officials to continue mopping exercise in English Bazaar and Old Malda blocks for three months. The decision was taken after the director found several chickens on the loose.
?We found seven ducks in a particular house. Those were culled. We do not know the exact cause of Bird Flu outbreak in Malda. We are trying to figure how it resurfaced here,? the director said. Expressing satisfaction with the culling and mopping operations, he said 26,695 birds were culled this time.
Denying villagers? resistance in the affected areas during operations he said that the ARD had been able to cull birds with the villagers? cooperation. ?Besides English Bazaar and Old Malda, no other place so far looks vulnerable to Bird Flu now,? he said. n SNS

? Reinforcement of Veterinary Vigilance Team (VVT) by Department of Livestock for clinical and laboratory surveillance, door-to-door advocacy and public awareness along the southern border Dzongkhags.
? Reinforcement of regulatory and quarantine activities such as disinfection of vehicles and other risk goods etc at all entry points.
? Import of poultry and poultry products including poultry feeds from <?XML:NAMESPACE PREFIX = ST1 /><ST1:COUNTRY-REGION w:st="on">Assam</ST1:COUNTRY-REGION> and <ST1LACE w:st="on">West Bengal</ST1LACE> shall be banned with immediate effect.

? Similarly import of processed frozen chicken and eggs from designated farms or processing plants from unaffected states of <ST1:COUNTRY-REGION w:st="on"><ST1LACE w:st="on">India</ST1LACE></ST1:COUNTRY-REGION> shall be allowed but has to be transported by air.
? Import of poultry feeds from Samrat Feed Mills in Siliguri shall be banned with immediate effect.
? Transport of animal and poultry feeds manufactured in <ST1:COUNTRY-REGION w:st="on">Bhutan</ST1:COUNTRY-REGION> via West Bengal and <ST1:COUNTRY-REGION w:st="on"><ST1LACE w:st="on">Assam</ST1LACE></ST1:COUNTRY-REGION> states shall be allowed. However, all feed bags shall be fully covered and sealed at the origin in the presence of BAFRA officials. No further reports of bird flu from States

New Delhi (PTI): The High Security Animal Disease Laboratory (HSDL) in Bhopal on Monday said it had no report of any samples testing positive for avian flu in any part of the country, including Assam and West Bengal.
The agency reported no further reports of unusual mortality of poultry either.
Some 100 rapid Response Teams (RRT) were deployed for culling operation in Assam on December 21, which eliminated 3,048 birds. A total of 4.07 lakh birds have been culled in Assam.
On the same day, 34 RTTs were deployed for control and containment operation of avian flu in Malda district of West Bengal where 4,723 birds were culled. So far, 27,643 birds have been culled in West Bengal.
Culling operations have been completed in eight of 12 epicentre of infection in Assam. Around Rs 1.32 crore had been paid as compensation to the affected farmers. Operations in both epicentres of West Bengal have been completed and the completion of sanitisation is targeted for December 25. South Dinajpur put on bird-flu alert, mopping on in Malda

Balurghat (WB), Dec 24: With culling operations almost over in the bird-flu hit Malda district of West Bengal where mopping is continuing in one area, the Animal Resources department has alerted neighbouring South Dinajpur after at least 100 birds are reported ill.

<!--end of related-box-j-a-->Blood samples of 110 chicken and duck from eight blocks of South Dinajpur district were today sent for test to the Belgachhia laboratory in Kolkata even as two camps were held to educate 67 ARD and civil defence personnel about the ways to combat the avian influenza, officials said.

ARD personnel aided by police were keeping tab on the entry points of the district, particularly from the Malda side, as a list of number of birds in each block was readied.

Despite the culling operation having been completed in Malda with 28,000 chics exterminated in 19 mouzas, mopping was still on in six mouzas under Mahish Bathani Gram Panchayat area of Old Malda to trace any remaining bird possibly hidden by villagers, they said.

The mopping will continue for the next three months, official sources said.

KOLKATA, Dec. 24: With no end in sight to the Bird Flu rage, a lethargic state government is yet to prepare an action plan to arrest the spread of the disease in districts other than Malda and Bankura.
The state administration's tardy handling of the situation is not limited to this year. Since last year, when the worst ever Bird Flu outbreak in the country was reported from the state, the state government's preparedness in controlling the disease has been wanting.
A senior Animal Resources Department (ARD) official said the epidemiological survey that was taken up after the previous outbreak was yet to be complete. Besides the deadly virus's spatial mapping, the survey results are expected to provide vital information on how and where it.
The survey was taken up in June this year, but work on it was discontinued in July after experts met with an accident in Cooch Behar. The two experts are still recovering from their injuries. Meanwhile, the virus struck the state a second time ~ in Malda.
Senior ARD officials confided to The Statesman that the survey results would have helped specialists to prepare for future attacks. "Usually, the virus follows the same route. Therefore, if the path was known, it would have been easier for the experts to check the spread of the virus when it hit this time around," sources said.
In this context, sources said that the survey was supposed to have been carried out by the veterinary epidemiology department of the West Bengal University of Animal and Fisheries Sciences. However, the survey could not be advanced any further when the two experts of the department met with the accident.
Senior ARD officials nevertheless criticised the manner in which state government authorities have since handled the situation. "The government should have taken up the issue with utmost sincerity and engaged other experts on an emergency basis," an official commented.
When contacted, the departmental head at the West Bengal University of Animal and Fisheries Sciences, Mr Ujjal Biswas, said the survey would be completed as soon as the two experts rejoined duties.

Fresh bird deaths in Malda
MALDA, Dec. 25: Fresh chicken deaths were reported from Kaliachak II block yesterday even as the animal resources development department started post culling surveillance in English Bazaar and Old Malda Bird Flu affected villages. Villagers buried more than a dozen dead backyard poultry after reporting the deaths to the vets.
The deputy director, ARD, Malda, Mr N K **** admitted the death reports but said: ?We checked the dead birds, there is nothing unusual.? According to him, post culling surveillance will continue for two months. ARD officials will keep vigilance in four phases fortnightly. Villagers will not be allowed to rear chicks in the affected zones for three months.
The deputy director added that the block level committees would prepare the list of beneficiaries for compensation of Rs 500 per family. ?The list of beneficiaries will be forwarded to the government for allotment of funds after approval from the committees,? he added. n SNS

Dumka district administration bans import of poultry from WB

Dumka (Jharkhand), Dec 26 The Dumka district administration has imposed a ban on import of poultry from bird flu-hit West Bengal, a senior government official said here today.
According to Sub-Divisional Officer, K K Das, restriction on importing poultry from the neighbouring state came into effect from yesterday and would remain in force till further orders.
The Animal Husbandry department has appointed an official, Vijay Kumar, as the nodal officer of a controlling cell set up here to keep a strict vigil on poultry movement, he said.
The state government had earlier sent advisories to districts bordering West Bengal to keep a strict vigil on poultry movement in the wake of bird flu reports across the border.
A strict vigil has also been kept on migratory birds, the sources said, adding the district forest officers have been asked to inform if they spot any dead bird in the forests.
Till now, there is no report of any bird flu case in Jharkhand.

Prohibitory orders imposed in Dumka
Dumka, Dec 26 : Taking preventive steps to check bird flu cases, the sale of imported poultry items, including eggs and poultry food, has been banned in this district.

Official sources said Sub-Divisional Officer K K Das had imposed section 144 CrPC to prevent import of chicken and poultry products from neighbouring West Bengal.
Stern action would be taken against the offenders, the sources said.
The state government, in its direction, had also asked to take preventive measures to check the cases of bird flu.
District animal husbandry officer Vijarprakash Mishra told UNI that so far no case of bird flu was reported in this distric and borders of Masalia and Raneshwar blocks were sealed.
Regional Director of Animal Husbandry Mohammad Saeed said special care was being taken in this region as Sahebganj and Pakur Districts of Dumka commissionery shares its border with West Bengal where bird flu cases were reported.

BALASORE: Perturbed over illegal transportation of poultry and its products from neighbouring West Bengal, the Balasore district administration has clamped CrPC Section 144 in 72 border villages to prevent illegal import of poultry consignment.
??We have imposed the prohibitory orders to prevent entry of smuggled chickens and eggs into Orissa through Balasore route. The Section 144 will be in force till the end of February,?? Collector Alekh Chandra Padhiary said Friday adding that the immunisation of the live birds in the district was on.

Within a fortnight over 5,000 chicks, transported illegally, have been seized in the district and destroyed by the police and [COLOR=blue !important][COLOR=blue !important]veterinary[/COLOR][/COLOR] officials.

??The chicks were traced from separate vehicles after some people sneaked into the district with the stock from the neighbouring state. The chicks however have been culled,?? said Chief District Veterinary Officer (CDVO) RK Dutta.

Balasore has 1,74,497 birds, including 21,297 chicks. Of them 15,100 birds have been vaccinated, he added. Prohibitory order has been imposed in border blocks of Bhogarai and Jaleswar in the district following reports of the dreaded bird flu spreading its wings in more areas of WB.
The administration has also tightened [COLOR=blue !important][COLOR=blue !important]security[/COLOR][/COLOR] at the fishing harbours to prevent smuggling of affected chickens and poultry products to Orissa through sea routes.

The administration is, in fact, leaving no stone unturned from taking preventive measures. Post-Flu vigil in Malda villages

MALDA, Jan. 1: The animal resources development (ARD) department will start collecting blood samples from 12 January as a part of post Bird Flu surveillance within 3 to 10 km radius from the epicentre of Avian Flu detected at Satgharia village in English Bazaar in December 2008.
The deputy director of ARD in Malda, Mr N K Sit said a team of vets would start collecting blood samples from all villages in English Bazaar and Old Malda following the directive of central government to continue post Bird Flu surveillance. Mr N K Sit claimed that till date several blood samples collected from 15 blocks of Malda district after outbreak of Bird Flu have tested negative.
According to Mr Sit, many villages in English Bazaar have come under special surveillance twice shortly. After Bird Flu outbreak in English Bazaar in March 2008, a total of 900 blood samples were collected from poultry. ?Though not a single blood sample was tested positive but unfortunately the virus resurfaced at Satgharia and Sabjipara villages in English Bazaar in December 2008 , nearly 10 km radius from the epicentre state run poultry farm -in English Bazaar town where Avian Flu broke out in March 2008?, he said. Following the instruction the ARD official has planned to visit the Bird Flu affected zone surprisingly to oversee the situation and to urge the people not to rear birds for at least three months in the affected zone within 3 km radius from the last epicentre.

Siliguri, Jan. 2: Poultry samples have been sent for tests after 50 birds were killed in a village on the outskirts of Siliguri in the past week.
The administration has formed teams to search for more dead chickens. The 50 deaths were reported from Patiramjote village in Matigara, 8km from Siliguri town. The subdivisional officer said the samples were sent to the High Security Animal Disease Laboratory in Bhopal two days ago and the report would come soon.

However, it is yet to be confirmed if the poultry had died of bird flu, said Sarad Dwibedi, the subdivisional officer of Siliguri.
?We have received a report through the animal resource development department that 50 poultry birds died at Patiramjote in Matigara Gram Panchayat-II over the past one week. The ARD officials had been to the spot and collected the samples from there. We have sent the samples to the High Security Animal Disease Laboratory in Bhopal two days ago to confirm if the birds died of avian flu,? said Dwibedi.
Patiramjote is located 8km away from Siliguri.
The SDO said 16 teams have been formed to check the farms in the subdivision from tomorrow. ?We will set up a check-point at Murligach at Bidhannagar, 45km from here,? he added.
Dwibedi today held a meeting with the ARD department and the Siliguri Municipal Corporation officials to alert the departments concerned.
?We are expecting the report from the Bhopal laboratory any time,? the SDO said.
The SMC officials will keep a watch over the local poultry markets to check if there was any unnatural death in its area.
?We have not received any reports of abnormal death of poultry birds from the civic area. But after today?s meeting we will keep a vigil on the market to check it further,? said an official of the conservancy department of the SMC.
The Siliguri markets located at Bidhan Market, Champasari More, Subhashpally and Fuleswari remain largely unaffected by the Matigara incident so far.
The administration has not issued any notice to curb the selling of poultry and its products. ?As the detection of avian flu is yet to be confirmed, we are not going to issue any directive immediately,? Dwibedi said.
In Malda, mop-up operations in the bird flu affected areas of Narhatta Gram Panchayat would continue for the next three months.
More than 20,000 birds had been culled in Narhatta following the outbreak of bird flu in the area.

Bird flu detected in Siliguri, culling to begin tomorrow

Siliguri, Jan 03 :

Bird flu has been confirmed in Patiramjote area under Matigara police station here, District Magistrate Surendra Kumar Gupta said today.

Unnatural deaths of poultry had been reported from two villages of the area following which the blood samples were sent to laboratories in Belgachia, Kolkata, and Bhopal.

The samples tested positive for Avian Influenza and the report was sent to the DM yesterday.

Meanwhile, the DM held a meeting with the district administration and veterinary doctors and issued instructions to begin culling operations tomorrow.

About 60,000 chickens have been targetted to be culled in three days. Veterinary teams led by Deputy Director of the Animal Husbandry department Dr Rabindranath Ghosh will undertake the culling operations.

Unnatural deaths of birds have also been reported from the hill areas. The blood samples have been sent to laboratories for testing, the results of which are awaited, the DM added.

All precautionary measures were being taken to prevent the spread of the disease to other areas. The district administration was undertaking awareness drives to educate the people about bird flu.

Bird flu in two Bengal districts

Siliguri , Jan 03 Bird flu has been detected afresh in West Bengal&aposs Darjeeling and Jalpaiguri districts and culling of 65,000 birds will begin tomorrow, official sources said today.

The epicentres of the avian influenza in Darjeeling district were Benoy Krishna Palli village under Matigara village of Siliguri sub-division and Pubang village under sadar sub-division in the hills, District Magistrate Surendra Gupta told a press conference here.

Altogether 30 culling teams would start work in full swing from tomorrow morning, Gupta said.

A control room headed by a deputy director of Animal Husbandary has been opened at Pintal village here on the outskirts of the town, he said.

Gupta said there was no notification to stop sale and consumption of birds and poultry products outside the five km radius of the two epicentres.

Rs. 50 lakh has been allotted for culling operations which included 34 wards under Siliguri Municipal Corporation.

Bird flu has also been confirmed in adjacent gram panchayats one and two in Fulbari in Jalpaiguri district, its DM Bandana Yadav said.

Ten culling teams had been formed and 4000 birds would be culled from tomorrow, she said.

Earlier, over 20,000 birds were culled in Malda in mid- December after the H5N1 virus was confirmed in the north Bengal district.

West Bengal reports fresh bird flu outbreak

KOLKATA (Reuters) - Health and veterinary workers culled poultry in densely populated West Bengal on Saturday after a fresh outbreak of H5N1 bird flu, officials said.
The latest outbreak of the virus in poultry is the fourth in the state since 2007.
Bird flu first broke out in India in 2006. Millions of chicken and ducks have been culled since to contain the virus, but it has resurfaced from time to time. India has reported no human infections.
West Bengal officials said they had begun culling about 60,000 poultry after the fourth outbreak was confirmed on Saturday near Siliguri, bordering Bangladesh.
Culling operations in West Bengal to contain the third outbreak had ended barely a fortnight ago.
"We have sent 30 teams to kill chickens and ducks in the village where dead birds tested positive," Surendra Gupta, a senior government official, told Reuters.
Hundreds of thousands of birds had also been culled in Assam and Meghalaya after bird flu was detected in November. Experts have warned that the H5N1 virus might mutate or combine with the highly contagious seasonal influenza virus and spark a pandemic that could kill millions of people across the world.
According to the World Health Organisation, H5N1 bird flu has infected more than 390 people in 15 countries and killed at least 247 of them since the virus resurfaced in Asia in 2003.
