Entergy CEO: Power could be out at least a week because of Hurricane Isaac

NEW ORLEANS ? The CEO of Entergy Louisiana said power could be out for nearly half of the region?s customers for at least a week after Hurricane Isaac?s wind and rain wreaked havoc on the company?s energy grid Wednesday.

Nearly 10,000 crew members are prepared to begin assessing and restoring power to nearly 600,000 customers as soon as winds calm down to less than 30 mph, Entergy Louisiana CEO Bill Mohl said.

?Right now we don?t anticipate those winds decreasing to below 30 mph until sometime tomorrow morning or afternoon depending on location,? Mohl said. ?Once we get the assessments done, then we?ll be moving methodically through to address the highest-priority customers and deploying our resources to address those issues.?

When asked if power could be out for at least a week, Mohl said there?s no question.

?That?s not out of the realm of possibility based on where things stand right now,? Mohl said. ?We?ve had significant damage to the system and it very well could be that order of magnitude.?

Officials concerned storm surge from Hurricane Isaac could churn up oil spill remnants

NEW ORLEANS - With Hurricane Isaac battering coastal Louisiana, state officials are concerned about the remnants of oil from the 2010 BP spill being churned up and tossed into flood waters.

The Governor?s Office of Homeland Security and Emergency Preparedness is asking residents to report any oil, oily material or oiled debris immediately to the National Response Center at 1.800.424.8802 and to Louisiana?s Emergency Hazardous Materials Hotline at 1.877.925.6595.

GOHSEP specifically warned residents in coastal areas that oil material from the 2010 BP spill could wash up in the form of tar balls or tar mats and that people should not touch them.

State Health Department Offers Safety Tips to Prevent Injuries, Accidents during Storm Cleanup

BATON ROUGE, La. -- The Louisiana Department of Health and Hospitals urges people returning to residences damaged by Hurricane Isaac to be aware of health and safety dangers that wind, rain and floodwaters can cause.

"A tremendous number of accidents occur in the first few days after people return home from a storm like this," said DHH Secretary Bruce D. Greenstein. "We urge people to watch out for downed electrical lines and damaged wiring in their home, propane or other gas leaks, flooded home septic systems and to take precautions when clearing debris. These are all common causes of accidents and injuries after a storm. Be responsible and be safe while you recover."

The following are good safety reminders for cleaning residences and property after Hurricane Isaac:



Home Utilities: Gas, Septic and Electric Safety:
  • If you are returning to a storm-damaged house, be particularly careful. Before entering the building, check for structural damage to be sure there is no danger of collapse. Turn off any outside gas lines at meter or tank, and let the house air out for a few minutes.
  • If the electricity is off in your neighborhood, make sure your electrical power is turned off at the main breaker or fuse box.
  • Don't turn on any lights, appliances or gas systems until they've been tested.
  • If the house has been flooded, electrical wires and appliances must be cleaned and thoroughly dried before they can be safely used again.
  • If surface water is present, or your home plumbing system is not working, do not try to use your septic system.
  • If you are grilling to cook during a power loss, use a charcoal or gas grill only in an open, well-ventilated area. Never use a grill inside your home or other interior area like a garage.
  • Do not connect an external generator to your home's electrical system. Connect appliances directly to the generator with properly sized polarized extension cords. Be sure the generator is properly grounded. Before refueling, let the engine cool for at least two minutes to prevent fires. Store extra fuel in a safe, dry area.
Debris Removal and Household Safety:
  • Avoid debris and flooded areas, which can camouflage hazards like broken glass or jagged limbs. Watch out for loose or dangling power lines.
  • Exercise particular caution in using power tools or tackling large debris, which can shift suddenly and cause you to fall or topple onto you. Use safety equipment. If you aren't trained to properly use a power tool, you should seek help from a professional cleanup crew. Do not attempt to climb on top of your roof to remove debris. Always get a professional to do this for you.
  • When cleaning up debris, wear sturdy shoes or boots and protective clothing such as heavy pants, long sleeves and gloves when cleaning up debris.
  • Do not attempt to handle a downed power line. Only a trained electrician should do this.
  • Don't drink alcoholic beverages before or while you are using power tools.
  • Handling and cleaning contaminated materials can result in potentially dangerous exposures to mold, bacteria, viruses and other contaminants. Individuals who have respiratory allergies or other respiratory illnesses should not handle or disturb materials that have visible mold growth.
  • Do not leave children unattended. Do not allow them to play in or explore damaged or flooded areas. Keep chemicals used for cleaning and disinfecting, fuel for generators, and pest-control substances out of reach of children.
  • Be aware that floodwaters can force wild animals like snakes, alligators, raccoons or bears out of their natural habitats and into areas populated with people. The animals will be frightened and more likely to bite and be aggressive. Do not attempt to pet, pick up or otherwise make contact with a wild animal. If you are bitten, seek medical attention immediately.

Isaac steers clear of direct blow on New Orleans; heavy flooding elsewhere

NEW ORLEANS (AP) - Isaac's whistling winds lashed this city and the storm dumped nearly a foot of rain on its desolate streets, but the system of levee pumps, walls and gates appeared to withstand one of the stiffest challenges yet. To the north and south, though, people had to be evacuated or rescued as Isaac lingered over Louisiana.

The rain fell almost constantly for more than a day, flooding neighborhoods in a rural part of the state and in neighboring Mississippi. Officials had to respond quickly because the waters were rising fast - even as Isaac meandered slowly northward Thursday on a path toward Arkansas.

Along the shores of Lake Ponchartrain, officials sent scores of buses and dozens of high-water vehicles to help evacuate about 3,000 people as rising waters lapped against houses and left cars stranded. Floodwaters rose waist-high in some neighborhoods, and the Louisiana National Guard was working with sheriff's deputies to rescue people stranded in their homes.

The floodwaters "were shockingly fast-rising, from what I understand from talking to people," Lt. Gov. Jay Dardenne said. "It caught everybody by surprise."

But in Plaquemines Parish, a sparsely populated area south of the city that is outside the federal levee system, dozens of people were stranded in flooded coastal areas and had to be rescued. The storm pushed water over an 18-mile levee and put so much pressure on it that authorities planned to intentionally puncture the floodwall to relieve the strain.

Even at its strongest, the storm was far weaker than Hurricane Katrina, which crippled New Orleans in 2005. Because Isaac's coiled bands of rain and wind were moving at only 5 mph - about the pace of a brisk walk - the threat of storm surges and flooding was expected to linger Thursday as the immense comma-shaped system crawled across Louisiana.

The storm knocked out power to as many as 700,000 people, stripped branches off trees and flattened fields of sugar cane so completely that they looked as if a tank had driven over them.

The Airlines have canceled all commercial flights for Thursday, August 30 as a result of Hurricane Isaac. The Airport is in discussions with airlines on the resumption of commercial flights. The lack of commercial power continues to be an obstacle for the resumption of scheduled airline service. Entergy provides two power feeds to the Airport but both feeds are out due to Hurricane Isaac. The Airport is currently operating with limited life safety backup generator power.
The Airport is not an evacuation shelter and people will not be allowed to stay in the terminal during the storm.
Please check your airlines web site for the most up to date information.

If you are traveling, please have a copy of your boarding pass or itinerary with you and be prepared to show your boarding pass to enter Airport property.

TANGIPAHOA PARISH, La. ? Residents living along the Tangipahoa River were given 90 minutes to evacuate after a potential levee break at Lake Tangipahoa was expected to allow a torrent of water south.
A mandatory evacuation was been called for areas along the Tangipahoa River from Kentwood through Robert, an area that would affect between 50,000 and 60,000 people

Food/Groceries

How to dispose of spoiled food: Remove the bad food from your refrigerator, place it in a plastic garbage bag and place the bag into your garbage cart to prevent access by rodents and other animals. Garbage carts should not be placed curbside until normal collections return to each area.
Curfew

Curfew has been lifted. There will be NO curfew tonight. We still ask citizens to stay off the roads while dangers remain prevalent and work crews begin clean-ups, but citizens may leave their homes after dark if they choose. Please safely enjoy the Saints game!
Roads

Many roads in New Orleans remain covered with debris, downed power lines, downed trees and other dangers. Roads across the region face similiar problems, including major highways. If you are in the City, we ask you to not drive unless it is vitally necessary. If you evacuated and it is not imperative that you rush back, then you should not do so. A large number of homes and businesses are without power. The less pedestrian and vehicular traffic that exists, the easier it will be for crews to get the City back up and running. However, citizens should take into account their own personal situations and proceed accordingly

Road Clean-Up: At day break more than 1500 responders fanned out across the city to begin the hard work of cleaning up, clearing debris and fixing traffic signals and street lights, placing temporary stop signs and restoring power.
More than 250 parks and parkways and sanitation workers and contractors are clearing debris and downed trees. They are clearing major corridors, problem areas called into 311 and 911 and others identified during assessment and moving into our neighborhoods rapidly.

Dozens of public works employees and contractors are restoring stop signs and street signals.
Garbage & Recycling

Weather permitting, routine trash collection and recycling collection will return to normal schedules on Friday, August 31st. Garbage/debris must be placed between the sidewalk and the street curb for collection.
Do NOT place garbage or debris on neutral grounds, near trees, utility poles or fire hydrants.
Please remove carts from the front of properties as soon as possible, once collection has occurred. By City Code, carts are not to remain continuously on sidewalks


For normal, scheduled collection by City contractors:
  • Household garbage in garbage carts or secured in thick bags
  • Tree limbs and branches cut in less than four (4) feet in length and twelve (12) inches in diameter, and bundled
  • Bagged leaves, weeds, grass, small vegetation clippings and hedge clippings
  • Carpet less than four (4) feet in length, rolled and tied
  • Up to four (4) tires per scheduled collection
For collection of debris as a result of Hurricane Isaac by the City?s emergency debris removal contractors or the Louisiana National Guard, please separate into the following piles
  • Vegetative debris such as tree branches, leaves, logs
  • White goods such as refrigerators, freezers, washers, dryers, air conditioners, stoves, water heaters, dishwashers
  • E-Waste such as: Computers, radios, stereos, DVD players
  • Construction debris such as building materials, drywall, lumber, carpet, furniture, mattresses, plumbing, car tires
  • Household Hazardous Waste such as batteries, televisions, pesticides, oils, paints, cleaning supplies, compressed gas,
NOTE REVISED REQUIREMENT: DO NOT PLACE HURRICANE RELATED DEBRIS, OTHER THAN GARBAGE, IN ?BLACK? BAGS. Contents must be visible for collection by the emergency debris contractors.
SHELTERS

The City is working with Red Cross to open and operate shelters. This afternoon, shelters will be open on the West Bank and Gentilly. We will provide addresses as soon as they are available.
We are also working with the National Guard to provide locations in New Orleans East and the West Bank where residents can have access to critical supplies, including water, MREs and tarps
POWER

Entergy has deployed 1100 workers to deal with the power outages and have already begun restoring power. They will be working as quickly and as safely as possible

"The rescuers need to be rescued," Plaquemines Parish Sheriff's Capt. Keith Wattigney darkly joked against the backdrop of an angry Hurricane Isaac sky. In an attempt to retrieve Ricky Harvey from a roaring 5-foot Hurricane Isaac storm surge along Louisiana 23 on Wednesday, Plaquemines Parish Sheriff Lonnie Greco became trapped. For at least 10 minutes, he and Harvey clung to a street sign. Only the sign, "Pointe-a-la-Hache," stuck out above the gushing water....

Emergency Point of Distribution (POD) sites

The National Guard has opened three emergency Point of Distribution (POD) sites where citizens can pick up critical supplies including ice, water, and tarps in New Orleans East, Lower Ninth Ward and on the West Bank.:

Jefferson Parish garbage and recycling collection will resume per regular collection schedule starting Friday, August 31st. Due to the cancelled collection days resulting from Hurricane Isaac, there WILL be garbage collection on Labor Day, September 3, 2012, in those areas that have regularly scheduled Monday collection. The "Dusk to Dawn" curfew has been lifted in Jefferson Parish including the cities of Kenner, Gretna, Harahan, and Westwego. At the request of Mayor Timmy Kerner, a curfew WILL remain in effect from dusk to dawn in Lafitte, Crown Point and Barataria until further notice. Official Ordinance <HERE>

Citizens should clean out leaves and debris from their drains and catch basins.

Residents remaining in the Town of Jean Lafitte, Crown Point and Barataria are strongly encouraged to heed the Mandatory Evacuation Order of Mayor Tim Kerner issued Monday, August 27, 2012. Be advised the water is beginning to cross the road at Goose Bayou. Eventually residents will become stranded and cut-off from police, fire, and EMS services. Radio service and cell service are currently spotty. It is recommended all residents evacuate now.

The 24th Judicial District Court and Second Parish Court shall extend its previous orders and continue to be closed through Monday, September 3, 2012 and reopen on Tuesday, September 4, 2012. Jefferson Parish Juvenile Court will be open on Tuesday, September 4, 2012 pending restoration of electricity.

The Jefferson Parish Department of Public Works crews have begun clearing trees and debris from major parish thoroughfares and residential streets. For the most part, debris has been cleared from major thoroughfares with the exception of some places where downed power poles or power lines are within close proximity of a downed tree. Public Works crews will continue clearing trees and debris from residential streets.

All Jefferson Parish Public Schools will remain closed through Monday, September 3rd. The closures include the central office. All JPPSS athletic events and after-school activities have been also been cancelled through Monday, September 3rd.

All Jefferson Parish Government and Municipal employees are expected to report to work as regularly scheduled on Tuesday, September 4, 2012. Call the employee information line at 504-736-6003 for regular updates.

Governor Jindal Meets with Tangipahoa Elected Officials, Encourages Self-Evacuation for People in Evacuation Zone

BATON ROUGE ? Governor Bobby Jindal flew over the dam at Percy Quinn State Park and met with local officials in Tangipahoa Parish to assess ongoing evacuations as a result of the potential breach of the dam in Mississippi. Later in the day, Governor Jindal traveled to Madisonville today where he toured the damage done there by rising water levels as a result of Hurricane Isaac.

Governor Jindal said, ?I talked to Mississippi Governor Phil Bryant and the folks in Mississippi are beginning the process of intentionally breaching the dam over in Mississippi. The intent is to allow approximately 8 feet of water to come out and then reinforce the structural integrity of the dam. They estimate that if the process is successful, and I want to emphasize that this is very preliminary based on rough modeling, that it would not have significant impact on water levels in Louisiana.

?We talked to the National Weather Service and without a breach of the dam we are looking at water levels being at 15 feet down river. If a controlled breach is not done and the dam breaches then all that water would increase water levels to 17 feet down the river. That?s close to what happened in 1983 and 1990 and just below the record levels of 17.5. Make no mistake; it would be a significant flooding event for Tangipahoa Parish.

?We have a lot of commercial buses here, we have a lot of high-water vehicles here, we have a lot of boats here, we have a lot of ambulances here, and we?ve got a lot of shelter slots available. We?ve got a lot of resources available here. My message to the people of Tangipahoa Parish is to the take the evacuation order of your Parish President very seriously.

?The Corp of Engineers is working on inundation maps so that we have a better modeling of where this water will go and what areas need to be evacuated, but I want to emphasize that folks who live here and have lived here for a while know better than anyone else where this water went in 1983 and 1990. If you live in a low-lying area, an area that?s flooded before, I strongly recommend you evacuate. I strongly encourage you to listen to your local mayor, sheriff, or parish president. If they suggest you leave then I strongly recommend that you leave.

?Certainly the hope is that the efforts in Mississippi will be successful, but even if they are successful, I would strongly recommend that folks in those zones near the river and in low-lying areas to evacuate and stay evacuated until the river crests. If the dam were to breach in Mississippi it would be about 90 minutes for that water to get to the state line, but we don?t want people to wait. The worse thing that could happen is that people get a false since of confidence and then if there be a breach overnight it would be a lot harder for people to evacuate.

?Even though we have the assets to do high-water rescues with boats and high-water vehicles, we think it would be much better for people and our first responders if people would self-evacuate.?

Release of water from McComb's Lake Tangipahoa continues to protect dam

MCCOMB, Mississippi -- Mississippi Gov. Phil Bryant and local emergency officials are meeting Friday to discuss the next step in dealing with a lake swollen with rain from the remnants of Isaac inside a southwest Mississippi park.

The 2,300-foot-long earthen dam -- a levee on which a two-lane roadway runs -- has not been breached.

On Thursday, authorities began a controlled release of water from Lake Tangipahoa while repairing two 70-foot-wide areas where mud and grass slid off after two days of Isaac's hammering rain. Officials said the work continued overnight into early Friday to reduce stress on the levee.

Louisiana National Guard helicopters are placing boulders on the dam to help ensure it doesn't fail. The Mississippi National Guard is also on the scene with bulldozers and trackhoes.

Hurricane Isaac Delivers Strong Blow to Entergy System
Slow-moving Storm Fourth Largest in Company History

New Orleans, LA. -- Isaac knocked out power to more than 769,000 Entergy utility customers Thursday as the slow-moving storm continued wreaking havoc on its path through Louisiana, Mississippi and Arkansas.

At its peak early Thursday morning, Isaac left 769,458 customers without power, making it the fourth-most damaging storm in Entergy history in terms of outages. The only storms with larger customer impacts have been Katrina with 1.1 million affected customers, Gustav with 964,000 and Rita with 800,000.

A storm team of more than 12,000 began restoring power early Thursday morning, working to overcome significant challenges from flooding and downed trees blocking access to storm-damaged areas. In addition, road closures and heavy traffic are making it difficult to move crews to where damage is heaviest.

By 4 p.m. Entergy had restored power to approximately 97,000 customers.

"Isaac stuck around longer than anyone wanted and continues to cause significant challenges as we work to restore power as quickly and as safely as possible," said Greg Grillo, Entergy's incident storm commander. "We planned for the worst, and despite the initial obstacles, our team of more than 12,000 is hard at work repairing damage and getting the lights back on for our customers as safely and quickly as possible. Our crews will work 16 hours every day until we restore power to all of our customers who can take power."

As of 4 p.m. Thursday, a total of 30 transmission substations were out in Louisiana and Mississippi. In addition, the number of damaged transmission lines included one in Entergy Arkansas, 13 in Entergy Mississippi, 34 in Entergy Louisiana, three in Entergy New Orleans and 12 in Entergy Gulf States Louisiana. No Entergy fossil or nuclear power plants were damaged by the storm, and employees at Entergy's Waterford 3 nuclear power plant began preparing to restart the plant Thursday afternoon. The plant, located 25 miles from New Orleans, was safely shut down Tuesday in advance of Isaac's landfall.

NEW ORLEANS (AP) - Isaac sloshed northwards into the nation's midsection Friday after flooding stretches of Louisiana and knocking out power, leaving entire water-logged neighborhoods without lights, air conditioning or clean water.

It will be a few days before the soupy brown water recedes and people forced out of flooded neighborhoods can return home. And the damage may not be done. Officials were pumping water from a reservoir to ease the pressure behind an Isaac-stressed dam in Mississippi on the Louisiana border. In Arkansas, power lines were downed and trees knocked over as Isaac moved north into the state.

New Orleans, spared any major damage, lifted its curfew and returned to its usual liveliness, although it was dampened by heavy humidity.

"I have a battery-operated fan. This is the only thing keeping me going," said Rhyn Pate, a food services worker who sat under the eaves of a porch with other renters, making the best of the circumstances. "And a fly swatter to keep the bugs off me - and the most important thing, insect repellent."

The heat was getting to Marguerite Boudreaux, 85, in Gretna, a suburb of New Orleans. "I have a daughter who is an invalid and then my husband is 90 years old, so he's slowing down a lot," she said, red in the face as she stood in the doorway of her house, damp and musky from the lack of air conditioning. Isaac dumped as much as 16 inches of rain in some areas, and about 500 people had to be rescued by boat or high-water vehicles.

At least five deaths were reported in Louisiana and Mississippi. The latest two victims, a man and a woman, were discovered late Thursday in a home in the hard-hit town of Braithwaite, south of New Orleans. Authorities said deputies went to search for the couple after someone reported they had apparently not escaped the flooding.

Another man died falling from a tree during the storm and a tow truck driver in Mississippi was killed when a tree crushed the cab of his truck. On Grand Isle, a barrier island on the Gulf, the town pumped away water. Sections of the only road to town had washed out. When Hurricane Isaac swept ashore as a Category 1 storm, its destructive power seemingly took some by surprise. As images of submerged houses and news of dramatic rooftop rescues made the rounds, the Web was abuzz with expressions of disbelief that a mere "Cat 1" storm could be the culprit for the catastrophe unfolding before people's eyes.

"Man that's just too much water to be a Category 1 or tropical storm," wrote @KeepNUpWithMike, reflecting the sentiments of many Twitter users.

Yet these labels ? Category 1 hurricane, tropical storm? are based only on top sustained wind speeds. And although that's important, it's by no means the only factor that determines a storm's appetite for destruction, explained Tim Schott, a meteorologist at National Weather Service headquarters in Silver Spring, Md. "There are other factors that can be critical as well," he told OurAmazingPlanet.

Call 2-1-1 to Locate Loved Ones at State-Run Shelters Send a message through 2-1-1 or DCFS website

Baton Rouge, La. ? Individuals trying to locate loved ones who evacuated to state shelters before or after Hurricane Isaac can call 2-1-1 to find out which shelter they are housed at or send a message through the Department of Children and Family Services (DCFS) website.

2-1-1 operators can tell callers if a certain individual is located at a state-run shelter and take a message for that person, if desired. During registration, evacuees grant permission for DCFS and 2-1-1 to give their location to callers.

More than 3,000 Louisianans are currently housed at three state-run shelters ? the Alexandria MegaShelter and Shreveport?s Jewella and Westpark shelters -- and medical special needs shelters.

Additionally, individuals can leave a message for evacuees by filling out a form on the DCFS website -- www.dcfs.la.gov/message. You will need to provide the evacuee's name, your name and your message. That message will be forwarded directly to the shelter to be distributed to the evacuee. All information is considered private and will be handled according to DCFS privacy policies.

2-1-1 operators will only have information about evacuees currently housed at state-run shelters. If evacuees are still en route to a state-run shelter, they must complete the registration process before they are included in the database.

If evacuees are at a Red Cross, parish-run or faith-based shelter, they will not be included in the database. The Red Cross has a link where loved ones can search for individuals in their shelters. That site is https://safeandwell.communityos.org/.
