Coronavirus, the government tightens the measures with a Dpcm: 'All Italy protected area'
Stop gatherings and championship. Schools closed, bars open until 6pm
Serenella Mattera 10 March 202017: 00

All the "12 mayors of Lombardy have asked me to turn to the government to ask for a further tightening of the measures": the president of Lombardy Attilio Fontana, live on SkyTg24, explained that these are "hypotheses that we will present to the government" today. According to Fontana, "non-essential commercial activities" and "local public transport and business activities that can be closed should be closed."

We must "avoid any movement" and "any form of gathering is forbidden" even outdoors. With these two rules, Italy, from 10 March to 3 April 2020, becomes a "protected area": "staying at home" is imperative. Giuseppe Conte signs a new dpcm that extends to all the national territory the strong limitations that had been introduced on March 8 for Lombardy and 14 provinces of Northern Italy.

"I express full support to governors, mayors and citizens who demand firm, certain, safe measures. Except for essential services, it is necessary to close everything immediately, in order to be able to start again as soon as possible. We hope that, at least this time, they will listen to us". The leader of the League, Matteo Salvini writes it on twitter. "The health, economic and social emergency is faced and fought together!".

STOP MORTGAGES AND TAXES, THE MEASURES PROVIDED FOR BY THE DECREE

Thus, cinemas, theaters, gyms, weddings, funerals and shopping malls stop everywhere. Guaranteed the opening of grocery stores and pharmacies: you can leave the house to shop. Bars and restaurants are only open from 6 to 18. Those with a fever of over 37.5 must stay at home.

"You can always go out to buy food and there is no need to grab them now because they will always be available", clarifies Palazzo Chigi in a note in which, with a series of questions and answers, explains the decree "Italy protected area" . According to the same note "it is allowed to do physical activity as long as not in a group" and it is allowed to leave the house also for the purchase not of food but "only in case of strict necessity (purchase of necessary goods, such as for example the bulbs that they electrocuted themselves in the house) ".

WORK AND NEEDS - Citizens throughout the national territory can move only for "proven working needs or situations of necessity or movements for health reasons". The movement of goods and public transport do not stop. It is possible to go shopping. Those who move on the territory can self-certify the reasons why they do it, but for those who transgress or declare false, penalties are foreseen that go up to arrest. (THE SELF-CERTIFICATION FORM)

STOP THE ASSEMBLIES - This is the news announced by Conte, not foreseen until yesterday even in the "orange" areas: no more parties and gatherings, gatherings in public places or open to the public are prohibited everywhere.

FEVER AND QUARANTINE - Anyone with symptoms of respiratory infection and fever greater than 37.5 degrees centigrade is "strongly recommended" to stay at home and contact their doctor. The ban on moving is "absolute" for those who have been quarantined or are positive for the virus.

STOP THE CHAMPIONSHIP, NOT THE CUPS - All sports stop, including the football championship, but international competitions can be held behind closed doors. Professional and Olympic athletes can train.

GYMS NO, PARKS YES - Gyms are closed, but you can do outdoor sports respecting the distance of one meter. Closed swimming pools, spas, spas, cultural and leisure centers.

SKI LISTS CLOSED - Slopes closed all over Italy.

HOLIDAYS AND LEAVES - Public and private employers are "recommended" to promote the use of holidays and leave. Instead, doctors' leave is suspended. Agile work is also applicable in the absence of company agreements.

ENTERTAINMENT STOP - All events and events are suspended: cinemas, theaters, pubs, dance schools, game rooms, betting rooms and bingo halls, discos are stopped. Closed museums and archaeological sites.

BARS AND STORES - Bars and restaurants can only open from 6 to 18 with the obligation to guarantee the distance of at least one meter, under penalty of suspension of the activity. The distance rule applies to all shops that can stay open but if they are inside the shopping centers they close on weekends. No stops for food, pharmacies and parapharmacies.

SCHOOL STOPS AND LICENSE EXAMS - Schools and universities are closed until April 3. Stop all competitions, except those for qualifications or electronically, the exams for the driving license also stop. The only exception are competitions for doctors.

THE CHURCHES - The places of worship can open only if they can guarantee the distance of at least one meter: suspicious

[h=1]Zaia: "To isolate the virus, it could lead to a total closure"[/h] NORTHEAST > FIRST FLOOR
Tuesday 10 March 2020
?Rather than prolonging an agony that lasts for months, I think it is better to reach a total closure, so as to permanently block the contagion. It is a line of thought that is turning and I think it will be discussed today, because it is essential to isolate the virus, and the more we slow down the rate of infection and the more breath we give to our healthcare facilities "said the president of Veneto, Luca Zaia today during the press conference at the Civil Protection in Marghera . Only food and pharmacies would remain open.

Coronavirus, over 10,000 cases in Italy. 8,514 the sick (+529 in one day)

There are 8,514 coronavirus patients throughout Italy, 529 more than yesterday (+ 6.6%). 'But from Lombardy we are waiting for an update, the data is not complete pending receipt of the outcome of further buffers', explained the head of the Civil Protection Angelo Borrelli. All this while the total number of cases - including the victims and the recovered - exceeded ten thousand: 10,149. There were 631 deaths overall: 168 compared to yesterday (an increase of 36.2%). The new victims 'did not die from coronavirus but are dead people who also had coronavirus among the various diseases,' Borrelli specified. As for age groups, 2% are between 50 and 59 years old, 8% between 60-69 years, 32% between 70-79 years, 45% between 80-89 years and 14% over 90 years old . It's still. ICU patients are 877, 144 more than yesterday (+ 19.6%). In twenty-four hours - added the commissioner to the coronavirus emergency - there were 280 more healed (+ 38.6%).
'Against fake news, information on official channels'
Still Borrelli: 'We have denied some fake news about the Civil Protection which included scenarios signed by the head of the department, which are absolutely not true, as well as other communications. We invite citizens to inquire through the official channels and not with the fake news that unfortunately they also run on social networks '. The commissioner added that '300 thousand masks have been delivered today and 1 million will be available tomorrow'. In addition there will be 'the availability of 2,264 breathing instruments'.
'More stringent measures? Are to be evaluated'
Regarding the requests of the Lombardy Region to evaluate more stringent containment measures, Borrelli replied: 'I believe that this is a request that must be examined, considered and evaluated. I have no elements to provide on this request, we will see in the next few days' .
ISS: 'Measures consistent with incubation times'
For the President of the Higher Institute of Health, Silvio Brusaferro, 'the measures we have said are non-instantaneous measures but are consistent with the incubation times, which reach 14 days. But we know that the most frequent manifestation values of the symptoms occur between 4 and 7 days. The behaviors of people who gather in confined spaces are linked to conditions where if there is a positive person (today - ed), a significant part of that group could have symptoms by Sunday '.
The ISS: 5-7% of patients are under 30 years old
From the data updated yesterday 'there are about 5-7%' of people who contracted the coronavirus with 'less than 30 years', said Brusaferro again at the press conference to civil protection underlining that the data 'confirms that these bands of ages are less susceptible, but it also means that their behavior is critical to avoid contagion. '
Lombardy, 135 dead in one day
The number of Coronavirus deaths in Lombardy rose to 468: the councilor for Welfare of Lombardy Giulio Gallera said in a press conference underlining that it is 135 more than yesterday 'a large number'. In all, there were 5,791 positives (but with many tampons still on the way), 3319 hospitalizations not in intensive care (+505), 466 in intensive care (+26) and 896 discharged.

Borrelli pointed out that among the numbers released today there are about 600 patients from Lombardy who emerged yesterday, but whose data were not yet available. Yesterday the increase in patients had been 529 (equal to 6.6% on the previous day), while today the increase is 2,076 infected.

"A generalized closure measure has yet to be assessed, at the moment there are no decisions," said Borrelli.

Veneto, Zaia's alarm: 'Stay home in 5 dayspeak in intensive care. The risk: on April 15th 2 million Venetians infected ?
Don't go to the beach or to the square

Coronavirus, in Veneto there is an emergency. Today a heartfelt appeal by the President of the Region Luca Zaia to all citizens: 'Stay home - says the governor -, in 5 days, if the situation does not change, there will be a spike in intensive care. The risk is that by April 15, 2 million Venetians will be infected. ' “There will certainly be more and more restrictive ordinances. The important thing is not to leave the house (...), I want to see the empty streets (...). We have a moral obligation to defend the weakest ?.

Veneto, without respect for rules 2 million Venetians infected
'Our mathematical models tell us that if it continues like this in five days we hit the peak in intensive care, and if we continue not to respect the rules by April 15 we will have 2 million Venetians infected.' The president of the region, Luca Zaia, said this in Marghera. 'We must call everyone - he added - to responsibility, not to go to the beach on the weekends, to go for walks, not to go to the squares or to any place other than work or shopping.' ?The first cure for the virus is us: in our behaviors, in maintaining safety distances and limiting social contacts, it is a sacrifice that we must make. The fewer people you meet, the better: the trap is the asymptomatic, it can infect 2.4 people ?.

Forced closures: if it continues so inevitable
'If it continues like this it will all close by force, because we will all be with the virus, and I say to the Venetians: give us a hand to slow down the spread'. This is the appeal of the president of Veneto Luca Zaia. 'Let's forget - he added - what we have said in the past, the truth is that the virus does worse damage than any flu, it is not normal for 29 people to die in less than 15 days,' he concluded.

VOICE OUTSIDE THE CHORUS Brugnaro: ?No to the closure of companies for 15 days, the country is brought to its knees?

Health risk of collapse in Veneto
?If we do not respect the rules, we will empty the hospitals of ordinary patients and unfortunately we will have to dedicate them all to coronavirus patients. If we Venetians do not respect the instructions to stay at home, this will happen. I'm not alarming. I have always told the truth about the situation, until today thanks to a health machine that works, it is under control, however the mathematical models tell us that as of March 15, the increase in intensive care will be radical. You have to stay home (...), for me there are already 29 people who have lost their lives (...) I want to see the empty streets ?.

Tampons for all Venetians: for Zaia it is impossible
'We have made over 20,000 tampons, but thinking about swabbing 5 million Venetians or 60 million inhabitants today is almost impossible'. This was underlined by the president of Veneto, Luca Zaia, responding to journalists during the briefing on Coronavirus ?Not because there is disorganization - Zaia pointed out - but because the problem is not to do them but to analyze them. Then I want to remember that the negative swab on the same person today can be positive tomorrow. The swab is a photograph. To have the exact security we should do it several times a day every day. The swab, however, is an element that gives us a big screening, because the more positive asymptomatic 'we caught, the more we manage to isolate the outbreaks ?. On the front of the further measures, Zaia then announced 'a positive, all isolated contacts: we immediately go to mass isolation, which means that people are at home, then we will do the telephone surveillance. And anyway - he concluded - the important thing is to stay at home ?.

Conte: 'In Italy all shops except food and pharmacies closed until March 25th. Transport remains guaranteed. The effects in 14 days'

The government announces a tightening in the fight against coronavirus. The premier, Giuseppe Conte, speaks live on Facebook - at 9:45 pm - in a speech with even dramatic features. 'Thanks to the Italians who make sacrifices. We are proving to be a great nation,' he begins. Then he lists the new measures, saying: 'In the first place there is the health of the Italians'. Then he explains: 'All shops will be closed except those for basic necessities, such as pharmacies and food. Home delivery is allowed.' The activities of bars, pubs and restaurants are therefore suspended (all day and not only after 6 pm). While newsagents and tobacconists will be open.

Industries will remain open but with 'security measures', that is, provided they guarantee initiatives to avoid contagion. On the other hand, the 'non-essential' production departments were closed. The regulation of work shifts and early holidays is also encouraged. 'Transport, agricultural activities, banking, insurance and postal services will be guaranteed'. The premier also announces the appointment of a commissioner for intensive care with 'broad powers': Domenico Arcuri, the man at the helm of Invitalia. The speech ends with a message-appeal: 'Let's stay away today to embrace tomorrow'.

Coronavirus, 55 dead in one day in Emilia Romagna: 7 in Modena

In Emilia-Romagna there are a total of 2,263 cases of positivity to Coronavirus, 316 more than yesterday's update. The reported samples increased from 7,600 to 8,787. This is data available and ascertained at 12.00, based on institutional requests.

Overall, there are 903 people in isolation at home because they have mild symptoms that do not require hospital treatment, or without symptoms; those admitted to intensive care are 128 (16 more than yesterday). And heals rise to 51 (yesterday there were 43), 49 of which concern "clinically healed" people, that is, they have become asymptomatic after presenting clinical manifestations associated with the infection and 2 declared healed in all respects because it was negative in two consecutive tests.

Unfortunately, however, the number of deaths also increased, from 146 to 201: 55, therefore, the new ones, affecting 39 men and 16 women. For 24 of the deceased, previous pathologies were known, in some cases multiple, while for the others epidemiological investigations are underway. The new deaths recorded concern 21 residents in the province of Parma, 14 residents in that of Piacenza, 7 in that of Modena, 5 in that of Reggio Emilia, 5 in that of Bologna, 2 in that of Ravenna, one in that of Ferrara.

In detail, these are positive cases in the area, which instead refer not to the province of residence but to that in which the diagnosis was made: Piacenza 710 (31 more than yesterday), Parma 518 (88 more), Rimini 363 (51 more), Modena 251 (61 more), Reggio Emilia 138 (15 more), Bologna 155, of which 47 from the Imola district (overall 33 more, of which 5 in Imola and 28 in Bologna) , Ravenna 55 (14 more), Forl?-Cesena 49 (of which 30 in Forl?, 8 more than yesterday, and 19 in Cesena, 8 more than yesterday), Ferrara 24 (7 more than yesterday) .

Hospitals situation

In Emilia-Romagna there are almost 1400 (1397) beds already set up for patients affected by Coronavirus: 100 places more than yesterday as a demonstration of the great work put in place by the regional hospital network to fully respond to the Plan always illustrated yesterday by President Bonaccini and Commissioner Venturi to deal with the Covid-19 emergency.

In particular, two Covid hospitals are born today in Piacenza thanks to the agreement with the accredited private structures in the area: the San Antonio nursing home and San Giacomo which are fully integrated and support the hospital network structured to deal with the Coronavirus emergency. The Piacenza nursing home will instead host the surgical activity (oncological senology and traumatology) and will open the orthopedic emergency room. And also the Bobbio Hospital, also in the Piacenza area, has now become Covid as envisaged in the Regional Plan illustrated yesterday (Phase 5). Finally, assistance to critically ill patients is further enhanced in Piacenza with the activation of new intensive care posts.

These structures are flanked by Covid hospital, Castel San Giovanni and Fiorenzuola, also in the Piacenza area.

In Parma, the Barbieri pavilion and pavilion 26 of the Maggiore hospital (hub) operate as Covid hospital. They are ready to become Covid Fidenza and Borgo Taro hospital, in the Parma area.

In Reggio Emilia, Guastalla (Covid hospital) is supporting the Reggio Emilia city hub (Santa Maria Nova Nuova hospital).

The Polyclinic operates as a hub in Modena (Baggiovara provides support for the intensive area). Ready to become Covid Carpi, Mirandola and Sassuolo hospitals.

In Bologna, in the Sant’Orsola hub, a dedicated pavilion will be reactivated shortly, on 25. The Covaria il Bellaria hospital, which will function as such also for the Imola area, will soon be reactivated.

For Ferrara, in case of need, the Sant'Anna hub will be supported as Covid by the Delta hospital.

Finally, for Romagna, the hubs of Rimini, Ravenna, Forl?-Cesena will be joined as Covid hospital from Lugo and Riccione...

Coronavirus, Borrelli: 'Almost 15 thousand sick, 1266 deaths'

There are 14,955 coronavirus patients in Italy, 2,116 more than yesterday, while the total number of infected people - including the victims and the recovered - reached 17,660. The data was provided by the emergency commissioner Angelo Borrelli at a press conference to the Civil Protection.

There are 1,266 coronavirus deaths in Italy, 250 in a single day, according to data provided by the Civil Protection. Yesterday the increase had been 189 deaths.

"Social distancing is the key to reducing the spread of the infection. The coming weeks will be decisive and depend on the behavior of each individual citizen," said Health Minister Roberto Speranza in relation to the hypothesis of peaks and the number of infections.

Thanks to the strong containment measures in place "we will avoid an unsustainable peak, diluting and slowing down the cases of SarsCov2, which in any case will take place over a longer period of time: the ongoing epidemic, that is, will last longer but the number of cases will result manageable for the Health Service ". Pier Luigi Lopalco, professor of hygiene at the University of Pisa and epidemiology manager in the task force of the Puglia Region for the fight against the new coronavirus explains it to ANSA.

"The real number of people infected with" Coronavirus "is higher than the official number," says Massimo Galli, primary infectious disease specialist at the Sacco hospital in Milan. "In the Vo 'area, many swabs have been made and results have been seen. The choice not to make as many in other areas for me - added Galli - is questionable, although it is probably due to the availability in the laboratory spaces. The battle is won in the territories, as on the battlefield. The hospitals are in the rear, if they continue to arrive injured, they will never be able to stand. The vicious circle must be interrupted on the field ".

If the measures implemented have results it will be possible to see "optimistically in two weeks. I make a comparison between Wuhan around 25-26 January there was a number of cases comparable to that of Lombardy on 3 March. And we had 3-4 weeks whose virus has circulated freely. This is a beast that has invaded us and that will keep us company for a period that is not yet short and the mobilization of all is essential for this period to be shortened ".

Meanwhile, the mayor of Milan, Giuseppe Sala, has decided to close the city parks and will sign an ordinance in this regard. "This afternoon I will sign an order to close the fenced parks from tomorrow morning. - He said in a video on Facebook -. It is necessary to do this, we cannot extend the same rule to non-fenced parks".

Cities are also thinking of preparing new beds to treat patients and convalescents in the midst of a coronavirus pandemic. In Genoa we are working on an unusual place: transforming a ferry into an anticoronavirus hospital. "Within five days we will be ready to use it," announces the president of the Liguria region Giovanni Toti. "On the ferry we will start with 25-seater modules to go up to 200". The hospital ship could be used to hospitalize virus positive people discharged from hospitals but unable to recover at home, non-serious positive cases, or it could be used to free beds in health facilities in case of urgency...
