Low storage buffers in Europe could prolong global gas market tightness well into 2027

New IEA report finds that growing LNG supply, particularly from North America, and more flexible trading arrangements are helping markets weather the Hormuz supply shock even as risks to global gas security remain acute

Europe is entering the winter heating season with its lowest natural gas storage levels in more than a decade, potentially extending tight conditions in global gas markets well into 2027, according to a new IEA report.

The Global Gas Security Review 2026, out today, examines how a decade of structural changes are reshaping global gas markets and helping importers in some regions weather the supply shock stemming from the current conflict in the Middle East. The report finds that the global gas market has evolved substantially since the Security Review was first published in 2016, becoming more flexible, liquid and interconnected – but also more complex.

The expansion of spot trading and a growing share of destination-flexible liquefied natural gas (LNG) contracts have strengthened the interconnectivity of regional markets and made it easier to withstand supply disruptions. Even so, the effective halt of LNG flows through the Strait of Hormuz – which reduced loadings from Qatar and the United Arab Emirates by more than 60 billion cubic metres (bcm) between March and October of this year – has driven Asian and European prices to their highest level since the 2022-23 gas supply crisis.

The report – which also includes the IEA’s latest quarterly gas market analysis and updated near-term forecasts – projects that global LNG supply will fall by 3%, or almost 20 bcm, in 2026. Global gas demand is expected to decline by around 1.5%, or close to 65 bcm, driven by demand destruction in the Middle East, lower industrial gas consumption in Europe and gas-to-coal switching in the power sector across many countries in Asia.

In the European Union, gas storage sites are entering the 2026-27 heating season with inventories at their lowest levels since 2013. This further increases the region’s reliance on global LNG supplies to meet peak seasonal demand, and could leave the region particularly exposed if the upcoming winter is colder than expected, or if there are technical outages or other supply disruptions.

According to the report, low European gas storage levels, combined with limited storage options in LNG importing countries in Asia and South America, could intensify competition for a scarce number of flexible LNG cargoes in the coming months and put upward pressure on spot prices, especially during periods of high demand. Europe’s low storage levels could also substantially increase the need for injections to replenish inventories through summer 2027, which could extend global market tightness well into the coming year.

The findings highlight the importance of strengthening international cooperation on gas supply security, even as global markets become more flexible. The IEA has expanded its work in this area over the past decade to help Member countries strengthen their preparedness for potential supply crises as geopolitical and market complexity grow.

"Threat to nuclear safety across Europe": Russia attacks substation critical to Khmelnytskyi Nuclear Power Plant

Details: The International Atomic Energy Agency has been informed of the attack.

"Such actions pose a threat not only to Ukraine, but also to nuclear safety across Europe," Shmyhal said.

He described the attack as a serious escalation and called on Ukraine's international partners to respond to strikes on infrastructure that ensures the stable operation of Ukrainian nuclear power plants.

Russian Drones Target Khmelnytskyi Nuclear Plant’s Power Infrastructure, Raising Fears for European Nuclear Safety

November 3, 2026

Ukraine has alerted the International Atomic Energy Agency after three Russian drones reportedly targeted an electrical substation essential to the operation of the Khmelnytskyi nuclear power plant, exposing the growing vulnerability of the country’s nuclear infrastructure to attacks on its electricity grid.

Russia targeted a critical electrical substation supporting Ukraine’s Khmelnytskyi Nuclear Power Plant during its massive missile and drone assault on 3 November, prompting Kyiv to warn that Moscow’s campaign against energy infrastructure is creating risks extending well beyond Ukraine’s borders.

Ukrainian Energy Minister Denys Shmyhal said three Russian drones had been directed at the substation, which plays an essential role in maintaining the nuclear facility’s stable

The extent of any damage to the substation has not yet been independently established. Nor has there been confirmation that the plant’s reactors lost external electricity supplies or experienced operational disruptions.

Israeli claims about Iran’s chemical weapons divide US officials: Report

Update: 03 November 2026
Israeli intelligence claims that Iran is considering using chemical weapons against its adversaries have raised concerns in Washington, exposing divisions among US officials over the credibility of the alleged threat and Israel’s motives, The New York Times reported Tuesday.

Some US officials reportedly view the claims as part of an effort by Israeli Prime Minister Benjamin Netanyahu’s government to persuade the administration of President Donald Trump to resume large-scale military operations against Iran.

Others argue that the warnings should be taken seriously amid growing concerns over Tehran’s potential attacks on American interests.

Sisi urges Washington and Tehran to avert catastrophe of renewed war

Tuesday 03/11/2026
CAIRO – Egyptian President Abdel Fattah al-Sisi on Tuesday urged the United States and Iran to show the greatest possible flexibility in resolving their dispute, warning of “catastrophic” consequences that could result from the resumption of military operations and the region’s slide into a wider conflict.

During a joint press conference with Slovenian President Nataša Pirc Musar, who is visiting Cairo for the first time as president of her country, Sisi called on the parties concerned with the crisis between Washington and Tehran to make room for understanding and dialogue, and to reach a political agreement that meets the main demands of all parties and addresses their concerns.

He stressed the need to pursue this path “before it is too late”, warning that the alternative would have catastrophic consequences for the region and the world,...
