Modified the rules against avian influenza

The Ministry of Rural Areas (Marma) has issued an Order with modifications to existing standards for protection against avian influenza (Order ARM/3301/2008). On the one hand, the new rules which may include granting exceptions to the ban on using decoys in areas considered at risk, or are likely to lower the requirements for confinement, provided that the appropriate biosecurity measures. This is only possible after a favorable assessment of risk and after checking the implementation of appropriate biosecurity measures.

Moreover, the new rule states that it should implement biosecurity measures on farms rearing of poultry for restocking of wild game, the greatest risk of spread showing, in particular those from which shipments are made to other Member States or third countries.

The Order said that immediately after a detected or suspected outbreak of highly pathogenic avian influenza H5N1 in poultry, was established two zones. The A, considered high-risk, comprising an area of protection and other surveillance and B, which is considered low risk and may include all or part of the rest of the restriction zone will be established and taking into account factors geographical, administrative, ecological and epizootic of avian influenza.

In areas A and B will have to apply the measures provided for in EU legislation for a minimum of 21 days in the protection zone and a minimum of 30 days in the surveillance zone, after the date on which end cleanup Preliminary and disinfection of the farm in which it occurred.

Madrid (ABN) .- The Ministry of Environment, Rural and Marine has been published in the Official Gazette No. 278, November 18, ARM/3301/2008 the Order of November 14, amending the APA ORDER / 2442/2006, of July 27, laying down specific measures of protection in relation to avian influenza and have been welcomed by the National Union of Associations for Hunting.

Thus, the provision specifies that reads, "... ... .. 4 Notwithstanding this article, the competent authority may authorize the municipalities included in Annex II the following activities: ... .. d) The use of decoys for hunting birds or sampling programs under surveillance of avian flu. The birds might be authorized for use as a claim, they must be registered, identified by banding systems and supervised by the competent authority. Its approval will only be possible after a favorable assessment of risk and after checking the implementation of appropriate biosecurity measures. These measures include, at least, that maintenance is carried out under strict separation of other captive birds, which are subject to a specific system of monitoring, recording and reporting of health status, and laboratory tests in relation to avian flu at the end of each hunting season or in the event of death; proper cleaning and disinfection of means of transport and equipment used for the movement, movement control mechanisms, development and implementation of guidelines for good practice in bio detailing previous measures ... ..... "

The UNAC requested on 29 July 2008 of the Ministry of Environment, Rural and Marine Environment: "The reasons that have not changed security measures initially established in recent years. If there is reason to maintain the current level of security measures, and not, the measures are reviewed and adapted to the real situation in which Spain is, as are neighboring countries belonging to the Union European ".

Once seen the text of the Order, the UNAC appreciates it as a first step towards an adaptation of the restrictions caused by bird flu to the reality of our country, and hopes to develop its effective implementation in the short Communities in an easy, and making it easier for interested and the most appropriate mechanisms to do so simple.
