Well, the water has broke and lots more will be coming here and other flu sites for a little while anyway. Since the MSM is starting to talk about it, lots of people getting sick, needing vaccines, I am hoping for more accurate information. Keep an eye out for troop movements and other countries to follow suit:tiphat:

Why would there be troop movements?

I can see the military assisting with emergency triage, with perhaps some field hospitals being set up in locations especially hard hit. They might also assist with testing. But I would tink those would be small units, not requiring larger troop movements.

While I don't expect troop movements I certainly understand Treyfish's comment. *IF* such troop movements were to occur then it seems to me that we would potentially be facing quarantines and supply shortages.

Earlier this year we saw individual state proclamations of State Emergencies, now it's on a national scale. I suspect this would also trigger the release of the remaining national tamiflu, ventilator..etc. stockpiles.

I don't mean troop movements in a bad way, but I expect some to be put on alert or moved to areas in anticipation of trouble or for various guard duties. I also guess we will see soon other gov'ts declaring national emergencies , cuz if we don't have vaccine, they surely won't have it anyime soon. This will be a big problem for other undeveloped types of countries with many sick constituents. Our national emergency is an alarm bell for others. Giving 10% of our vax to other countries is a way to keep
things cool. Hopefully more countries will join in the sharing of vax.
Chan says we will all need to share in the disaster equally, so now we will see.;)

Now that you mention the National Guard duties, I can see they might assist with Medivacs, etc. Our state's national guard already assists with medical evacs, e.g., getting banged up and ill climbers off Mt. McKinley. We have very few private medivac helicopters and they're already often unable to meet the demand. The military would be a valuable asset in this regard.

Without entering the legal paragraphs,
could anybody aspected an overall state of an infectious disease emergency without quarantine orders in the pockets?

It seems that for this pandemic actual wave/strain,
the whole world gived up on inserting real early quarantines until all can receive safe vaccines,
but the countries security plans obviously contemplated other possible future nastier strains which could need future quarantines, so ...

I remember those big hermetic ex. proof gate closing the command shelter there at the mountain basement in that vintage Holywood movie at the time, I forgot the name ...

It depends if it will go Murphy way or not ...


Does anyone know if the President included an Executive Order declaring that H1N1 is a quarantinable condition?

I don't want to be a devil lawyer, and mess around with official releases,
but IF an state of emergency could enact the already cited:

""The EUA authority allows the FDA, based on the evaluation of available data, to authorize the use of unapproved or uncleared medical products or unapproved or uncleared uses of approved or cleared medical products following a determination and declaration of emergency, provided certain criteria are met."

the above paragraph have already a filtered allowance at detailed items by:
"provided certain criteria a met",

The above could also means that in a sense of discretional rights of the EUA/FDA to decide if these criteria are met for, example:
an neccessary use on the hospitals staff of a single dose MF59 adjuvanted pandemic vaccine, because of hospital em. working duty continuity, etc.

Maybe Cartsky or somebody could gain the original text detailed implications.

But my post wants to point that maybe isn't neccessary by one country president to sign new declarations of emergency every moment when an unapproved/uncleared medical product ... must be used by the health establishment/facilities.

It seems quite logic that such emergency EUA/FDA allowance act is signed once, and than it will be on the lower sectors to make additional permissions to such meds/vacs, based on that already signed emergency act.


Anyway diferent countries, diferent laws.
Maybe my interpretation is wrong.
I'm sure some of the FT's will drag soon some more precise infos about the details.

This could open all sorts of doors that no one is anticipating. By declaring this a national emergency, it can allow pres. directive 51 to kick in, which changes a whole bunch of things. This may also be where the rationing of care stuff we have been seeing posted for the last week starts ramping up. During the hearings Wednesday on swine flu, the sec of homeland security uttered a phrase that went over most people's heads, "actively working on continuity of government planning". That wasn't a casual phrase. Invoking continuity of government plans normally would take a pretty drastic measure to place it in effect (nuclear attack, etc.) Take a look at pres. directive 51, and you will see how far reaching it is. I think making this a national emergency today is probably acknowledging that this could get a whole lot worse. Also note that this was done on a weekend, when most people aren't paying much attention to the news.

I think pred dir 51 supercedes this. They realized that in a sudden national emergency, they couldn't react fast enough if they had to go through formal procedure

Perhaps they're covering their bases should too many top officials be incapacitated by illness or die.

I'd rather they have a plan and not need to use it, than have a situation with no plan to handle it.

Nothing happens by chance when it comes to political news. They chose a Friday night release for this information because its a way of burying it in the news cycle.

They are likely not using this to push a political agenda (as some have already claimed., i.e., it is being used to increase pressure to accept health care reform.) If that was their goal, they would not release it late Friday/early Saturday.

Which might mean they are actually concerned about recent developments.

Any new news about PB2 E627K?

Something has their radar twitching...

I hope the decisonmakers are alot smarter than I fear they are, but I'm afraid they've suddenly realized that the vaccine isn't the solution that they had counted on and there is no backup plan. Also, maybe they are starting to believe that the 90,000+ deaths predicted by the President's commission could actually come to pass and that as many as 15,000 of those could be children.

Things could get very ugly if people start realizing that the vast majority of those who want the vaccine won't get it until 2010 and that Tamiflu might not help as this thing unfolds. Widely publisized decisions to give 10% of the vaccines to the WHO and to make prison inmates some of the first to get vaccinated in some states will only serve to fan the flames of the fear, anger, resentment and panic that they have desperately tried to prevent. But, because of the public health officials' repeated attempts to downplay every death and compare this with seasonal flu, they have started losing credibility. There could now be wholesale panic (with all its ugly consequences) in some places because people will no longer listen to public health officials.

I imagine someone in the CDC/HHS/Homeland Security finally summoned the nerve to say "Hey, we need to start planning". Unfortunately, we're past the planning for prevention and left with planning for containment and potential damage control. I just hope they don't do things for show (like closing schools for a couple of days and sanitizing the doorknobs :rolleyes:) but take meaningful steps to slow this thing down.

Anyway, that's my amateur take on it. I hope I am way off base. I really do.

My take-away is that this is the signal for me to implement my personal plan to protect my family as much as possible. The coming weeks are the time we've been discussing for months where H1N1 will be widespread, hospitals will be overcrowded, and we might have to take care of ourselves. As a practical example, today I cut my hand and it needed a couple of stitches. I stopped at the local ER, saw the crowds, and instead of risking exposure, went to a friend who is a nurse and settled for betadine and a couple of butterfly bandages. These are the types of small day-to-day actions all of us need to consider in the coming weeks.

I think it's a bit too late for the government to do much to change what will happen in the next few months. There isn't enough vaccine to go around and it will not be administered in time to have much effect. And it's unclear if the swine flu vaccine will be effective against a higher CFR/more severe viral strain, if such a strain emerges. There also isn't enough capacity in hospitals to care for a large number of severely ill people (many of whom will need ventilators) and that situation can't be changed in the next few months.

That means most of us will have to fend for ourselves.

While I am pretty well prepared for emergencies, I don't have any anti-virals on hand. I'm considering getting tamiflu, ribavirin, and amantadine as a recent research paper (posted on FT) found those to work synergistically when used together and effective against a multitude of drug resistant influenza virii. That research was done in vitro (cell culture) so there's no guarantee it will be as effective in humans, but it sounds a lot better than nothing or tamiflu alone. The cost from a pharmacy in India for those 3 drugs is about $150 per course (tamiflu: 75mg x 10, ribavirin: 100mg x 40, amantadine: 100mg x 16).

Unfortunately, worldwide speaking,

now it can be well seen how eroneous for the wide masses,
was the worldwide taken decision,

of to not make barriers at the very early knowledge of the possible pandemic unfoldings
to intercontinental traveling, and to not use more extended closures of note breeding grounds of this pandemic flu spreadings as schools/hubs/etc.,
until enaugh stocks of vaccines for all will be made, or at least the first 3 weeks in a trying to put a brake to initial fast disseminations,

defended by "economic looses" which at the time could be only a mere fraction of what the looses could be now in an full blown worldwide infection.

hystorical examples of human societies behaviours ...


Now pray and be optimistic that this infection drops down fast instead of rise up more serious.

I haven't read all these responses yet but I think that they announced this because the numbers you guys have kept track of finally came across someone's desk and they realized before they announce them in the coming week, they need to announce a national emergency. Can you imagine if they didn't and then announced the numbers we know about? The public would have an outcry "WHY haven't you done anything!!!" they will cry to the govt. I think this is all backpedaling - better look like they are doing something before people say, "are you just going to let this happen?" Might just be the late night talking but I was thinking yesterday, HOW is the American public going to react to the coming numbers of deceased poor children?
