Question for Wikipedia H1N1 entry

I edit the H1N1 wikipedia entry. The article now reads:

The 2009 flu pandemic was a global outbreak of a new strain of H1N1 influenza virus, often referred to as "swine flu".[2] The virus, first described in April 2009, appeared to be a new strain of H1N1 which resulted when a previous triple reassortment of bird, pig, and human flu viruses further combined with a Eurasian pig flu virus.[3] The number of cases is in steep decline.[4][5][6][7]

Do you feel that it is correct to say "was a global...." or do you think "is a global..." more correct?

The article has been reviewed and re the "Classification" section the following has been suggested (you will find this on the discussion page):

Classification
The classification section as written discusses common names of the viral strain and the disease it causes. This section should begin with a paragraph giving the official taxonomic classification of the pandemic H1N1 virus. Example: Order:Mononegavirales, Family:Orthomyxoviridae, Genus:Influenzavirus A, Species: Influenza A virus, Subtype:H1N1, Strain: Influenza A/California/07/2009 (H1N1), (commonly informally shortened to pandemic H1N1/09).
