just in case anyone is wondering-

morbidity=illness
mortality=death

my take on it is that they are reporting higher numbers (2.3 x the norm expected?) of annual flu like illnesses. they clarified that it did not include increases in flu like illness among poultry workers, whcih I assume means they were trying to prevent people worrying that it was avian flu.

any other interpretations?

Thanks for clarifying the morbidity/mortality thing!

I agree -- I think the authorities are saying that this year's influenza/ORVI numbers are not related to bf. Still, not good to have so much influenza around when H5N1 is there in the country (although, perhaps not in this province).

ORVI= ostrye respiratornye virusnye infekcii - Upper Respiratory Virus Infection in Russian.

ORVI is a sign and/or symptom, not the cause. It is usually used as a differential diagnosis when people are not concerned about finding the virus that was the cause of the illness.
