VITALY ZAKHARCHENKO APPEAL TO UKRAINIAN CITIZENS (VIDEO)

Dear citizens!
Ministry of Internal Affairs of Ukraine repeatedly urged the protesters to stop illegal actions. We warned about criminal responsibility. We explained exactly what violations of the law occur. We were warned not to go in the wake of radical militants.
But, unfortunately, hear us and make appropriate conclusions nobody wanted.
Today open sighting shooting police officers of military weapons. With gunshot wounds were hospitalized for 29 law enforcement officers, have died, and the total expense of the victims is the dozens. Captured several of our employees, because the police were on duty to maintain public order without firearms.
We regard these actions as wanton aggression by extremists who are trying to lay the blame on law enforcement, although all sensible citizens have long understood that the use of force only provoke opposition leaders.
They claim that they have no relationship to the radicals, but they incite them to attack, and then are not able to control them.
The truce is broken, extremists continue to attack.
As part of the counterterrorist center at the Security Service of Ukraine signed me appropriate orders - issued by law enforcement agencies combat weapon and it will be applied in accordance with the Law of Ukraine "On Militia":
? to protect civilians from attack that threatens their lives and health, as well as the release of the hostages;
? to repel an attack on a police officer or a member of his family if their life or health is threatened;
? to repel an attack on protected objects convoys accommodations citizens, public facilities and public enterprises, institutions and organizations, as well as their release in case of capture, etc.
Dying in the streets not only law enforcement, but also civilians. Massacre in Kiev and in the western region of the state. Krushat criminals all around, grab institutions and shops, set fire to cars, administrative and residential buildings.
Leaders of the "right sector" incite people to arm themselves and capture state institutions.
MVD requires extremists voluntarily surrender their weapons and return to the framework of peaceful protest. But opposition leaders and representatives who are able to soberly assess the situation - to dissociate themselves from the radicals and not to support them further.
Militia - an armed body of executive power, and the law allows the use of force, special means and weapons. And not a single democratic country where police agency would show such restraint and tolerance.
But the task of Ministry of Internal Affairs of Ukraine - to maintain law and the police is able to restore order and peace in the country.

Another meat-grinder on the old Europe ground, after the blood shed in the Balkans during '90.

If the intent is to transform Ukraine in another Syria, all invovled parties should be warned of the disaster looming: tens thousands of dead civilians and no democracy advancements.

Ukraine is on the brink of a state budget default: not a single EU country can afford to 'salvage' this mess notwithstanding the 'united' position from foreign EU ministers and NATO/US stands.

EU is for itself on a never resolved economic depression and the association with a defaulted country - in addition to the societal division and unrests - cannot be addressed at this stage.

Furthermore, geostrategic considerations should be taken into account from splitting this country in two or three parts with unpredictable consequences on Russia/EU/NATO relations and idrocarbons trade.

The ill-advised position of EU foreign policy think-tanks are damaging further the crumbling Ukraine economy that may be at much more safe haven with a partnership with other former USSR countries.

As all eyes can see in Greece - where EU/ECB/FMI called for closure of all outpatient public health care centers at the high point of the recession - EU membership is not an easy path especially for a defaulted Ukraine, even splitted in two.

Stopping violence must be the Paramount of diplomatic movement in order to avoid another Balkan disaster, another Syria civil blood shed war.

Blood has not flooded enough at east in the last two decades? gm
