This article in the Saudi press is a complete fabrication. I listened to the UNHR meeting and the final report gave Saudi Arabia 225 recommendations to improve human rights. This is basically a message for them to "clean up their act". The recommendations centered around womens' rights, or more accurately, the lack thereof. It was recommended by many countries that the Saudis drop the male guardianship of women as a law.
In addition, several countries objected to the Saudis trying to negotiate the number of recommendations down with the working group writing the final draft. In the end the Saudis convinced the working group to drop 1 recommendation and amend several others made by member countries in open session. The US, UK, and France were amoung the countries who objected to the manipulation of recommendations made by member countries in open session.

Human Rights Council adopted by the United Nations in Geneva, in a plenary session yesterday the final results of the universal periodic review of human rights in Saudi Arabia, having made 102 state interventions on the report, and commended the more than 90 countries, including the efforts of the Kingdom in the field of publishing, promotion and protection of human rights.
The head of the Human Rights Commission Dr. Bandar bin Mohammed Al-Aiban at the end of the meeting that the Kingdom continues to promote and protect human rights at all levels so as to maintain their identity, culture, and gains national and care for its citizens, on the basis of adherence to بثوابتها legitimacy that achieve justice, equality and tolerance among all human beings , and that the Kingdom is determined to work ahead to add more to the record achievements in the promotion and protection of human rights and contribute to and interact positively with the international practices in this regard, not conflicting with Islamic Sharia.
raising his thanks and appreciation to the Custodian of the Two Holy Mosques King Abdullah bin Abdulaziz and the Crown Prince and Second Vice keen on the promotion and protection of human rights through ongoing support for human rights in the kingdom. Also raised his thanks and appreciation to Foreign Minister Prince Saud al-Faisal on what enjoyed by the Human Rights Commission of the support and attention from it, and the efforts of the delegation of the Kingdom Permanent Representative to the European headquarters of the United Nations in Geneva to support and facilitate the task of the delegation.
praised Aiban the other hand, the role of local media in shed light on what the developments witnessed by the Kingdom of positive and sustained in the field of human rights, as well as global media equitable investigating the accuracy of transport and analysis in an objective and impartial. The Member States of the Human Rights Council welcomed the national report for the Kingdom of Saudi Arabia in the field of human rights and efforts to promote and support.
noted Italy, Japan, France, Hungary, Denmark, Cyprus, Cuba, Yemen, Kuwait, Egypt, Oman developments task in the Kingdom in the field of human rights supported by the Custodian of the Two Holy Mosques King Abdullah bin Abdulaziz. And praised those states in interventions during the discussion of the second report of the UPR in the introductory statement to the Human Rights Council in Geneva great cooperation, and posts the task of the Kingdom in the field of technical cooperation with the United Nations High Commissioner for Human Rights, and the great development witnessed by the Kingdom in the field of women's participation and representation by 20 % of the Shura Council and the great development in the field of education in the Kingdom.
