Within the framework of the surveillance actions carried out by the Ministry of Livestock, Agriculture and Fisheries and the Ministry of the Environment, and in response to notifications received of dead backyard birds, public opinion is informed of the current situation related to Avian Influenza in Uruguay:

Following the notification received by a family establishment in the town of San Gregorio de Polanco (Tacuarembó) that confirmed the death of birds in its establishment, the General Directorate of Livestock Services of the Ministry of Livestock, Agriculture and Fisheries confirmed the presence of Avian influenza H5 as the cause of the death of these birds.
In total, 70 chickens and other backyard birds killed by the virus were found.
Immediately, the MGAP intervened in this case and applied the protocol corresponding to this type of case, isolating the area and establishing surveillance with a radius of 5 km.
The work is carried out in conjunction with the Departmental Emergency Committee (CDE) of Tacuarembó, chaired by Mayor Wilson Ezquerra.
On Saturday, March 4, at 3:30 p.m., in San Gregorio de Polanco, the CDE will meet to analyze the situation. The Mayor Ezquerra, the Minister of Livestock, Agriculture and Fisheries, Fernando Mattos, the General Director of Livestock Services, Diego De Freitas and his team, as well as representatives of the Ministry of Public Health, Ministry of the Interior, Ministry of National Defense, Ministry of Environment and Mayor's Office.
We remember that:
The consumption of poultry meat or eggs DOES NOT AFFECT human health
Contact with birds sick with influenza can affect humans, so the population is urged to notify the presence of dead birds or those with nervous, digestive or respiratory symptoms.
Producers and freelance veterinarians are urged to be alert and report when suspicious cases are found.
At the same time, DO NOT TOUCH, DO NOT TRANSFER and GIVE NOTICE in case of finding dead or sick birds to emails to avesnotificaciones@mgap.gub.uy , denuncias.dinabise@ambiente.gub.uy or to the local MGAP zonal offices or the Ministry of Environment.
Maintain and ensure biosecurity on commercial and backyard poultry farms.
All movements within the national territory of backyard birds and birds that are not controlled through the Poultry Monitoring System are restricted.
Said restriction will not apply to the movements of birds that are controlled through the
Poultry Monitoring System.
Backyard birds and birds that make up the Free Range production system must be housed in closed and covered facilities, in compliance with the Avian Influenza Contingency Manual approved by DGSG resolution No. 20/2022 of January 17, 2022.
Fairs, auctions, exhibitions and events linked to the avian species are suspended.
In addition, the Animal Health Division of the General Directorate of Livestock Services recommends that poultry producers:

  • Extreme biosecurity measures on farms.
  • Restrict the entry of people and vehicles to the establishment.
  • Carry out strict cleaning and disinfection of work materials, facilities and vehicles that enter the farm.
  • Keep up to date the records of visits and production.
  • Place anti-bird mesh in good condition on the sides and doors of the shed.
  • Place disinfection devices at the entrance of the establishment and the sheds.
  • Wear exclusive clothing for working with birds.
  • Avoid contact of commercial birds with wild ones.
  • Prevent domestic birds from sharing water sources with wild birds.

A notification regarding deaths in birds in a multi-species backyard was received yesterday. The owners report that mortality in hens began on February 26th. Out of 100 domestic hens, 70 died; out of 15 guinea fowl, 14 died, and out of 80 ducks, 10 died. Eight birds with clinical signs were sampled and tested positive for avian influenza and five of them were positive for H5. The premises were quarantined and the animals will be culled, the carcasses and products will be destroyed and buried and disinfection will be carried out. The official service is conducting an epidemiological investigation in the area. Surveillance areas of 5 km (outbreak) and 10 km (around the oubtreak) have been put in place.

On March 9th, houses epidemiologically linked to the outbreak in the backyard were screened. Three houses were identified. Birds were sampled and the results were negative; no animals with signs were found. On March 13th, the Ministry of Environment inspected the area and conducted surveillance in wild birds; no dead or symptomatic animals were found. The Ministry of Health conducted tests on people who had contact with sick birds in the outbreak, and the results were negative. On March 10th, a notification on mortality in backyard birds was received in an area of the Department of Montevideo. According to the owner of the birds, signs started on March 8th. Symptomatic animals were sampled and the official laboratory confirmed H5. On March 11th, all the birds in the house were culled and destroyed, and the place was disinfected. The outbreak and surveillance zone was immediately screened. To date, no cases have been reported in the zone.

To date, weekly screening continues in the perifocal and surveillance areas of both outbreaks (San Gregorio de Polanco and Montevideo), and no animals or other affected premises have been found. Samples for the sequencing of avian influenza virus genomes were sent to the Evolutionary Genetics Section of the Faculty of Sciences and processed by the Microorganism Genetics Research Group with the participation of DILAVE technicians. The samples corresponded to nucleic acid extractions (RNA/DNA) performed from swabs in six different outbreaks. The samples had been diagnosed by real time PCR (qPCR) and threshold cycle values (Cts) had been obtained for all of them. The investigators' report is transcribed below: Conclusions: The Uruguayan strains are H5 of the 2.3.4.4.4b subclade of the genetic lineage called GS/GD. This lineage, known as GS/GD, was derived from a strain called "1996 A/goose/Guangdong/1/" detected in 1996 in geese from Guangdong, a province in southern China. Subclade 2.3.4.4b reached North America (Canada) in 2021 (Caliendo et al., 2022) and subsequently spread to the United States, entering South America in 2022. Many of the HPAI influenza cases that have been genetically characterized since 2020 are from clade 2.3.4.4b and H5N1, although this clade may contain neuraminidase from other origins. The South American strains appear to be all H5N1. This lineage has continued to diversify and shows particular properties, including an enormous dispersal capacity and the ability to infect avian and mammalian hosts, causing clinical symptoms that reach high levels of mortality in some species (https://www.who.int/publications/m/...cent-influenza-a(h5n1)-clade-2.3.4.4b-viruses). They detect cases of avian flu in Parque Medina de San Carlos and close the property

It is the eleventh outbreak of avian influenza confirmed in Uruguay; two geese and two turkeys died in the Medina de San Carlos Park, in Maldonado.


May 4, 2023, 2:37 p.m. The Ministry of the Environment confirmed a new outbreak of bird flu , this time in the Medina Park in the city of San Carlos , in Maldonado . The representative of the portfolio Carmen Leizagoyen confirmed avian influenza in domestic geese and turkeys. Two geese and two turkeys died in the last few hours, while the park was closed as a preventive measure. It is focus number 11 that exists in Uruguay; it is the sixth of wild birds, while there are five of backyard birds. The mayor of San Carlos, Carlos Pereyra, confirmed at noon this Thursday that swabs were ordered from the birds at first suspicions and the Medina Park was closed, which, when the results are confirmed, will remain closed indefinitely.

EPIDEMIOLOGICAL COMMENTS

As part of the surveillance actions carried out by the General Directorate of Livestock Services, on February 14, the Park Ranger Service of the National System of Protected Areas (SNAP) was notified of the death of swans in the Garzón lagoon between the departments of Maldonado and Rocha. The animals were sampled and buried on site. The samples were sent to the official laboratory. Influenza A virus matrix protein gene detection was performed via real time RT-PCR as screening and two samples were positive. Then, H5 gene detection was performed via real-time RT-PCR and the results were positive. In the area where the event occurred, active surveillance will be carried out within a radius of five kilometres. A sanitary emergency was declared throughout the country, restricting the movement within the national territory of backyard poultry and birds that are not controlled through the Poultry Monitoring System. Fairs, auctions, exhibitions and events related to poultry were suspended. On Thursday, February 16 and Friday, February 17, monitoring activities were carried out in the outbreak zone, in the zone around the outbreak and in the surveillance zone. To date, a hundred dead swans have been removed from the Garzón lagoon (outbreak zone) and buried in situ. In the zone around the outbreak and in the surveillance zone (buffer of five and ten kilometres from the outbreak zone), 120 establishments were monitored and geo-referenced. Clinical inspection and characterization were carried out according to the following criteria: 1) no presence of domestic birds (95); 2) presence of domestic birds (15); 3) presence of multi-species birds and/or contact with wild birds (8); 4) presence of animals with symptoms or dead animals (2); 4) presence of animals with symptoms or dead animals (2). In the two establishments with a history of mortality and animals with symptoms, samples were taken from two hens and a goose, which were negative. In addition, a gull (Larus maculipennis) and a crow (Coragyps atratus) were found dead in the area and were sampled and found to be negative. Monitoring continues in areas at risk in the lake ecosystem based on active surveillance. Weekly clinical surveillance continued in the five establishments characterized as at-risk in the Garzón lagoon area, with no mortality or symptoms. The work of the official services with the Ministry of the Environment and the prefecture continues with the removal and burial of dead wild birds in Garzón lagoon (up to March 11, 138 swans and eight other birds were removed and buried). To date, surveillance continues in the outbreaks in Maldonado, Canelones; no affected animals or properties have been found. The ecological reserve in Flores was closed and sanitary measures continue within the premises.

AFFECTED POPULATION DESCRIPTION

On May 3, mortality in feral animals was reported in a natural park in San Carlos, Maldonado. The Official Services went to the area and found two dead common geese, both of which tested positive. The affected species were geese (30) and turkeys (3). The outbreak zone and the surveillance zone were identified, where the Official Services are carrying out investigations.
