M6.0 Quake Rattles Region North Of San Francisco

Thus far, there are reports of minor damage and scattered power outages in the Vallejo and Napa Valley regions, and a few injuries, but at this time this doesn?t appear to have been a hugely damaging quake.

There is a good chance, however, of seeing numerous aftershocks in the 4.0 - 5.0 range, and a much slimmer (5%) chance of seeing a larger quake in the next couple of weeks.

While it may not tell us much about what comes next, so far 2014 has seen a major uptick in seismic activity in the United States, and around the globe. Southern California, Alaska, and California have all reported increased activity (see LA Times Quakes are increasing, but scientists aren't sure what it means).

We are still a week away from the start of National Preparedness Month, but with a tropical system trying to get its act together north of Puerto Rico, and this latest California temblor, it wouldn?t be such a bad idea to take the time to review your preparedness plans today.

Seismic events aren?t just limited to earthquakes, as they encompass volcanic eruptions (see Washington State: Volcano Awareness Month) - and Tsunamis ? both of which have the ability to affect both people and property thousands of miles away from the originating event (see The USGS West Coast Tsunami Scenario Report & East Coast Tsunami Threats).

Good reasons why everyone should have a disaster plan, not just those who live in an earthquake zone.

As a bare minimum, everyone should have a well thought out disaster and family communications plan, along with a good first aid kit, a `bug-out bag?, and sufficient emergency supplies to last at least 72 hours.

The last major earthquake in the Bay Area was the 1989
Loma Prieta earthquake --
a magnitude 6.9 quake that struck on Oct. 17, 1989,
in the Santa Cruz Mountains.
It killed 62 people and caused $6 billion in damages.

Strong Northern California Causes Injuries, Damage

Two major injuries have been reported, and hospitals have been very busy with moderate injuries, Napa Division Fire Chief John Callanan said. The 6.0-magnitude quake caused six significant fires, including at four mobile homes, Napa Division Fire Chief Darren Drake said. The damage from the fires is not yet clear but it appears significant, he said. Several other smaller fires have been reported and firefighting efforts have been complicated by broken water mains.

The earthquake struck just before 3:30 a.m. about 10 miles northwest of American Canyon, which is about 6 miles southwest of Napa, in California wine country, Leslie Gordon of the U.S. Geological Survey said. It's the largest earthquake to shake the Bay Area since the 6.9-magnitude Loma Prieta quake in 1989, the USGS said.

California Highway Patrol Officer Daniel Hill told KTVU-TV that road damage appears confined to the Napa and Sonoma areas. He said there appears to be no damage to major bridges in the Bay Area.

In Napa, city spokesman Barry Martin there has been significant damage. Store windows were broken and water mains broke in several location, one of which left at least one street flooded. Power outages left streetlights dark.

Numerous emergency vehicles were on the roads in Napa and Sonoma counties.

INJURIES: 87 patients have been treated or are being treated at Queen of the Valley Hospital. There are three major injury cases known at this time. There are a dozen ambulances running with 10 more coming into service.
Four mobile homes destroyed and two on fire on Orchard Avenue in north Napa.

GAS LINES: Crews are responding to approximately 50 reported gas line breaks.

WATER MAINS: There are approximately 30 water main leaks. Both water treatment plants running, no damage. Some areas have no water due to main breaks and some areas no or low pressure. Water remains safe to drink.
City crews are assessing infrastructure damage and damage to homes and other buildings.

Historic Buildings damaged:

? Goodman Library
? Napa County Courthouse

At least two commercial buildings in the downtown area are also severely damaged.

SHELTERS: The Red Cross evacuation center has been set up in the Napa High School Gym.

Like most earthquakes, the recent earthquake is expected to be followed by numerous aftershocks. Aftershocks are additional earthquakes that occur after the mainshock and in the same geographic area. Usually, aftershocks are smaller than the mainshock, but occasionally an aftershock may be strong enough to be felt widely throughout the area and may cause additional damage, particularly to structures already weakened in the mainshock. As a rule of thumb, aftershocks of magnitude 5 and larger are considered potentially damaging.

Aftershocks are most common immediately after the mainshock; their average number per day decreases rapidly as time passes. Aftershocks are most likely to be felt in the first few days after the mainshock, but may be felt weeks, months, or even years afterwards. In general, the larger the mainshock, the longer its aftershocks will be felt.

Aftershocks tend to occur near the mainshock, but the exact geographic pattern of the aftershocks varies from earthquake to earthquake and is not predictable. The larger the mainshock, the larger the area of aftershocks. While there is no "hard" cutoff distance beyond which an earthquake is totally incapable of triggering an aftershock, the vast majority of aftershocks are located close to the mainshock. Emergency declared after 6.0 earthquake sends 89 to hospital in Napa

A long, rolling 6.0 earthquake shook a wide swath of the Bay Area awake early Sunday, prompting Gov. Jerry Brown to declare a state of emergency. The temblor damaged buildings, cut off power to tens of thousands, sparked fires, and sent at least 89 people to a hospital, including three who were in critical condition.

Napa residents walked the streets of downtown in a daze at first light Sunday taking stock. Buildings were partially crumbled, homes torn apart with dressers, televisions and the contents of refrigerators torn asunder.

At least three people were seriously hurt, including a child who was flown to Santa Rosa Community Hospital after a fireplace fell on the child. A spokeswoman at Queen of the Valley Medical Center in Napa said most of its injured patients had cuts, bumps and bruises. Many are being treated and released, but some have been admitted. There were about 80 calls for medical help...

An earthquake reported by the USGS as 6.0 on the Richter Scale hit the North Bay at 3:20am today.

The epicenter of the South Napa Quake was centered between Napa and American Canyon. The City of Napa declared a local emergency at 7:59am and the Governor declared a state of emergency as well.

Status as of 10:40am:

INJURIES: 87 patients have been treated or are being treated at Queen of the Valley Hospital. There are three major injury cases known at this time.
FIRES: Four mobile homes were destroyed and two others are involved in an active fire on Orchard Avenue at the Napa Valley Mobile Home Park in north Napa. Two other fires in residential areas were extinguishsed by Napa fire crews.

STREET CLOSURES: First, Second and Third Streets are closed from Jefferson to Soscol and Main Street is closed from Third to Pearl due to damaged structures. The public should stay out of these areas. There are reports of buckled streets and sidewalks in the Browns Valley area and south toward Carneros. No streets are closed in these areas at this time.

GAS LINES: PG&E crews are responding to approximately 50 reported gas leaks.

Governor Brown Declares State of Emergency for South Napa Earthquake

SACRAMENTO - Governor Edmund G. Brown Jr. today issued an emergency proclamation for the state of California due to the effects of a 6.1 magnitude earthquake in Napa Valley and continued aftershocks that have damaged critical infrastructure, homes and other structures and caused fires and the closure of roads and highways.

The emergency declaration follows a statement issued by Governor Brown earlier this morning.

The full text of the emergency proclamation is below:

A PROCLAMATION OF A STATE OF EMERGENCY​

WHEREAS on August 24, 2014, a 6.1 magnitude earthquake centered in Napa County caused severe damage in that county and the surrounding counties of Solano and Sonoma; and

WHEREAS earthquake aftershocks continue to occur in the region; and

WHEREAS the earthquake has caused structural damage to public and private buildings, and has caused the closure of major highways and roads; and

WHEREAS the earthquake has also damaged critical infrastructure, including power lines, and caused over 69,000 residents to lose power; and

WHEREAS the earthquake has caused fires and may cause additional fires; and

WHEREAS the circumstances of the earthquake, by reason of their magnitude, are or are likely to be beyond the control of the services, personnel, equipment and facilities of any single local government and require the combined forces of a mutual aid region or regions to combat; and

WHEREAS under the provisions of section 8558(b) of the California Government Code, I find that conditions of extreme peril to the safety of persons and property exists in Napa, Solano, and Sonoma counties due to these events.

NOW, THEREFORE, I, EDMUND G. BROWN JR., Governor of the State of California, in accordance with the authority vested in me by the State Constitution and statutes, including the California Emergency Services Act, and in particular, section 8625 of the California Government Code, HEREBY PROCLAIM A STATE OF EMERGENCY to exist in the State of California due to the earthquake.

IT IS HEREBY ORDERED that all agencies of the state government utilize and employ state personnel, equipment, and facilities for the performance of any and all activities consistent with the direction of the Governor's Office of Emergency Services and the State Emergency Plan. Also, all citizens are to heed the advice of emergency officials with regard to this emergency in order to protect their safety.

I FURTHER DIRECT that as soon as hereafter possible, this proclamation be filed in the Office of the Secretary of State and that widespread publicity and notice be given of this proclamation.

Of the 172 patients admitted to Queen of the Valley Medical Center in Napa, 13 were admitted to the hospital with broken bones and respiratory or cardiac conditions, while the rest were treated and released for less severe injuries, hospital president Walt Mickens said at a news conference Sunday evening.

Only one patient remains in the hospital in critical condition while another, a 13-year-old boy, was airlifted to another trauma center in critical condition after pieces of the fireplace at his home collapsed onto him, Mickens said. The boy is now listed in serious condition.

The most common injuries were from household items falling off of walls or shelves onto people or from those who stepped on debris in their homes, he said.

Mickens announced earlier Sunday that 120 people had been treated at the hospital, but that number rose as dozens of people got injured while cleaning up after the quake, he said...

City of Napa CURRENT STATUS 9am Mon Aug 25, 2014

Following the 6.1 earthquake that hit the North Bay at 3:20am Sunday, August 24, the City of Napa declared a local emergency at 7:59am Sunday. The Governor also declared a state of emergency. The City is now moving into the recovery phase and remains focused on providing for public safety, restoring services, and assessing damage.

Status as of 9:00 am:

INJURIES: A total of 208 patients have been treated at Queen of the Valley Hospital with 17 admitted. Most injuries are orthopedic. No new patients have been treated since 11pm Sunday. There have been no fatalities related to the earthquake.

WATER SUPPLY: The total of water line breaks that need repair has risen to 90. Eight breaks were repaired last night. If you lost water service completely for any period of time after the earthquake, the City of Napa advises you to use one of these three options:
? Use bottled water for drinking and cooking
? Boil tap water for one full minute before use for drinking or cooking
? Use water for drinking and cooking from one of the water stations set up by the City, on Pearl Street one block west of Main, or at the Las Flores Center on Linda Vista Avenue
All tap water remains safe for bathing and other household uses. If you water appears cloudy but you did not lose service, let the tap run until the sediment clears.
Call 707-257-9544 with questions. The Water Division is staffing phones 24 hours a day while repairs are made.
Once all the broken water lines are repaired and City water has been restored and tested, the City will rescind this advisory notice. This notice is provided by the City of Napa (System No. 2810003) in collaboration with the State Water Resources Control Board, Division of Drinking Water.

GAS AND ELECTRIC: PG&E reports about 94 customers remain without electric power. PGE will continue checking for gas leaks ? there are none currently known to be in need of repair. Any reisdent or business owner with concerns may call 1-800-743-5002 for a courtesey check from PG&E.

STREETS: : The closure of streets in downtown Napa will continue today, with closed streets including First, Second and Third from Seminary to Soscol and Main Street from Third to Clinton Streets due to damaged structures. The public should stay out of these areas and allow contractors to begin needed repairs and business persons to spend Monday cleaning up. No other streets are closed in these areas at this time. The switch to two way streets on First and Second downtown is postponed until further notice.

STRUCTURES DAMAGED: 33 buildings in the City have been red-tagged as uninhabitable due to damage from the quake. One of these is the Napa Senior Center which will be closed until further notice. A list of these structures is posted at cityofnapa.org. If you believe a City inspector should come by your property to inspect for safety concerns call 707-258-7829 and follow the instructions.

BRIDGES: All City bridges have been inspected and are safe and remain in use.

SHELTERS: The Red Cross evacuation center remains in operation at the Crosswalk Community Church on First Street west of Highway 29. Fifteen people spent last night in the shelter.

SCHOOL CLOSURES: All Napa Valley Unified School District campuses are closed on Monday Aug. 25. Justin Siena High School is also be closed. Napa Valley College will remain open for classes and activities.

CITY FACILITIES: The Senior Center is closed and red-tagged. The Community Services Building is closed to the public for inspection. The parking garages have been inspected and are open. All other City offices and facilties are open. The City has opened a youth drop-in program for school age children offering free sports activities youth drop at the Las Flores Center, 4300 Linda Vista, from 9am to 3pm.

DEBRIS DISPOSAL: Drop boxes for debris have placed at Napa High School, Harvest Middle School, Browns Valley, El Centro, Alta Heights, Northwood, and West Park elementary schools. By 5pm bins will also be placed at Klamath Park, Las Flores Center, Century Oaks Park, Fairview Park and Parking Lot Location G North at Corner of Pearl and Coombs for residents and business doing cleanup.

Beginning today, 20 to 30 OES building inspectors are at work in Napa, and 10 crews will work on water line repairs using regional mutual aid. All water line repairs can be completed by Wednesday or Thursday at the latest.
