Eau Claire (WQOW) - ...

The Eau Claire County Sheriff's Department responded to help the bird near the River Prairie Drive exit on Highway 53 just before 11 a.m. State patrol was called to the scene to assist, because two crashes happened near where the eagle was left injured. They said one accident happened in the southbound lane. A person involved in that crash had to be taken to the hospital and is expected to recover.
...
Wisconsin Department of Natural Resources said the eagle was acting lethargic, and while they don't know exactly how it was injured, it was likely hit by a car. The bird was taken to the Raptor Center at the University of Minnesota.
