New Delhi, 16th June, 2014

The National Human Rights Commission has taken suo motu cognizance of a media report that at least nine children, aged between three to five years, died in three days in village Kaliachak, District Malda, West Bengal from a disease showing symptoms of Acute Encephalitis Syndrome, loosely described as Litchi Syndrome. The affected children were reported to be mostly from around a Litchi plantation.

The report carried on the 9th June, 2014 also quoted some experts saying that colouring agents and insecticides used on Litchi crop were the cause behind the disease. The disease does not allow much time to the doctors to treat the affected child.

The Commission has observed that the contents of the media report, if true, raise a serious issue of violation of human rights of the Children. It has issued a notice to the Chief Secretary, Government of West Bengal calling for a report within four weeks. He has also been asked to inform whether similar cases have been reported from other parts of the State.

Vaccination Campaign Against Encephalitis Launched in Bihar

Patna: Union Health Minister Harsh Vardhan on Sunday launched a two-day vaccination campaign in Bihar's Muzaffarpur district hit by a suspected encephalitis outbreak that has claimed the lives of at least 139 children so far.

"I was informed by doctors and health officials here that 92 percent children in the affected districts have not been vaccinated. Our aim is to ensure 100 percent immunization of children," Harsh Vardhan said.

"I have discussed it with experts and doctors during my visit to Muzaffarpur. It helped me understand the situation. I will also discuss the disease with experts of the Centers for Disease Control and Prevention based in Atlanta, US, during my visit June 26," he said.

The union minister said that he has already discussed the disease and its possible causes with World Health Organisation (WHO) officials and scientists from various institutes but they were not sure whether it was viral, toxic or metabolic.

"There is a need of in depth research on the cause of deaths due to the disease," he said.

Viral disease back in Assam

Guwahati, June 20: Four fresh cases of Japanese encephalitis were reported today from Kamrup (metro) district.

?We have received information about four suspected cases of Japanese encephalitis in Kamrup (metro). One of the patients was undergoing treatment at a private nursing home and has been discharged. We received information about the other three cases from Gauhati Medical College and Hospital, where blood samples of patients suspected to be suffering from the disease were sent for confirmatory tests,? said Ulupi Phukan Baruah, district immunisation officer of Kamrup (metro) health service.

The new cases are a 27-year-old man from Supermarket, a 50-year-old woman from Noonmati, a 17-year-old girl from Hengerabari and another patient from Chandrapur.

The details of the patient from Chandrapur are unavailable.

No deaths have been reported so far and no cases of acute encephalitis syndrome have come in from the district yet.
