According to a press release from the Indre-et-Loire prefecture , the presence of "a highly pathogenic avian influenza outbreak" was confirmed on Saturday, December 13, 2025, in a backyard poultry farm in southern Indre-et-Loire. Situation update on highly pathogenic avian influenza (HPAI) H5N1 in France and Indre-et-Loire

Since October 22, 2025, the risk level for avian influenza has been high throughout metropolitan France.

Avian influenza: a regulated zone has been established in West Flanders following the detection of an outbreak of highly pathogenic avian influenza (HPAI) in Warhem.

On December 23, 2025, an outbreak of HPAI was declared in a breeding hen farm in the municipality of Furnes, 1 km from the French border.


On December 30, the presence of the HPAI virus was also confirmed in a poultry farm in the town of Warhem, 5 km from the previous outbreak, following the observation of abnormal mortality among the farm's poultry. This is the first outbreak identified in the department this year.

In accordance with the health rules applicable across the European Union, the Prefect of the North issued a prefectural decree on December 31, 2025, establishing a regulated zone with a radius of 10 km within which measures are applied to prevent the spread of the virus.
The restricted area includes:
  • a protection zone (radius 0 – 3 km) where enhanced surveillance and movement restriction measures apply;
  • a surveillance zone (radius 3 – 10 km).
The municipalities in the Protection Zone are: Hondschoote, Killem, Warhem and Ghyvelde. The municipalities in the Surveillance Zone are: Bambecque, Bergues, Bierne, Bray-Dunes, Herzeele (north of the D17), Hoymille, Leffrinckoucke, Oost-Cappel, Quaëdrype, Rexpoëde, Socx, Téteghem-Coudekerque-village, Uxem, West-Cappel, Wylder and Zuydcoote.

Strict sanitary measures must be observed by all bird owners, and the movement of poultry is prohibited except by special permit.
In these areas, operators contribute to enhanced monitoring of the health situation with regard to avian influenza and through the carrying out of self-checks on their poultry.

Restrictions on hunting waterfowl and birds are also in place in the protection and surveillance zones.

Outside of this outbreak and the established regulated zone with surveillance and protection areas, the national HPAI risk level remains high given the health situation regarding avian influenza in Europe, France, and in wild birds.

The mobilization to contain the spread of the virus must be collective: all owners of poultry, whether they are farmers, other professional keepers, or individuals (backyard flocks) must respect strict biosecurity measures to avoid contamination of their animals by wild birds: confinement or sheltering of poultry, declaration of their breeding or backyard flock, monitoring, and alerting the veterinary health officer or the departmental directorate for the protection of populations of the North in case of mortality and abnormal clinical signs.

Early screening via RT-PCR testing is offered free of charge to individuals who have been exposed, having had direct or indirect contact with infected animals, even in the absence of symptoms, in order to identify potential human cases of infection.
